If we assume that dōriki is like the lethality coefficient in Lanchester's Laws than the combined power of all of those soldiers is between 10,000 to 10,000,000. Of course dōriki might not work like that at all though, how it works beyond "bigger number means stronger fighter" is never explained.
I think it's just Oda not putting much thought into how dōriki actually works. Or maybe it's just Oda not explaining his logic.
How would you define a tier? Also what about Kong and Xebec, what do you think about them?
You ignored the crux of my argument, Cracker was evaluated to be above Doflamingo in strength. And you didn't say anything about why Jack doesn't even make the list.
What about Cracker? the man who is so strong that people thought he alone was enough to beat Luffy even after knowing he took out Doflamingo. And Jack the billion beri bounty man.

@Vijey221 Kaidou had 20,000 before he "killed" Orochi, afterwards Orochi's 10,000 men swore loyalty to Kaidou. That makes 30,000 in total.
Kaidou has 30,000 subordinates and Big Mom has 10,000+, all crews combined there is definitely more than 40,000.
I don't think we were given a number for how much subordinates each Emperor has. Big Mom has at least 10,000+ subordinates, because that's how many went to go crush Germa. We have no clue on how much Blackbeard has. I think Shanks's crew was said to be the smallest.
Aokiji's powers and Ace's powers cancelled each other out if I am remembering correctly, so I'd imagine something similar would happen in this scenario.

You should have clarified before if we would be in the One Pieces world or not. Because that is a very important factor into the decision. Having conqueror's haki almost guarantees a certain level of willpower and strength while having a certain devil fruit does not, so if I was in the One Piece world I would choose all three forms of haki. If I am in the real world the utility of certain devil fruits surpasses that of haki, so I would choose a devil fruit.
Unoriginal to what extent? It's easy to find stuff in One Piece that isn't completely Oda's idea/based on something else, but it's arguable that a lot of that doesn't count as "true unoriginality" but merely inspiration. The "skeleton" of a lot of arcs are the same as well so would you count that repetitiveness as unoriginality or its own thing?
Do you really need to add more characters if you remove those 3? Is there a typical amount of characters that they usually add to their games that you are trying to match?
