@Linxifyy I'm a Dragonball fan man, I know for a fact they don't reach universal plus in the Frieza Saga and last I remember Chiatzu's last recorded Power Level was 610, which puts him where Piccolo and Goku were on Earth when Raditz arrived, which placed them in planetary+ based off the superiority to Roshi who incinerated the moon. If this is Chiatzu in Super we have no scaling as the last thing Chiatzu did was in Z when he blew up and failed to kill Nappa. A character who is to his credit well beyond strong enough to incinerate Earth but not larger planets as that requires a power level of 10K, as Nappa was at 4.
Now, without just wildly assuming Chiatzu got much stronger and then never did anything, which would be a baseless assumption. Let's assume that our last shown general feats and power levels hold. Putting Chiatzu at several times planetary at faster than light speeds.
This Chiatzu loses easily as Luffy pre timeskip dodged light with issue and post timeskip with no power ups he absolutely ignored light speed attacks. Highballing One Piece you get top tiers that are MFTL+ which would be faster than any speeds we have seen Chiatzu reach given the massive multipliers seen by Luffy and others throughout One Piece. And using the scaling of Whitebeard being able to destroy their planet and other people being relative, alongside scaling the planets size we can place this as a dwarf star level feat, which we can do by scaling the islands sizes to statements about island sizes which seem incredibly consistent as it's seen as a consistent size for several islands.
Lowball Chiatzu by not assuming he grew and never ever showcased it meaning we don't actually know how high he got the One Piece verse wash him stat wise.
But! Let's assume highball Chiatzu, people like Yamcha, Tien, people stronger than Chiatzu still consider Majin Buu a scary force. Buu didn't train until the Tournament of Power, which means his scaling should be a good way to scale Chiatzu. So we know he is below Buu who could wipe out the universe not through raw power in one blast but instead because he was a threat to the universe over time and that the only way he was a threat to the universe in a quick time frame was when he caused a chain reaction of dimensional barriers corroding under his power as Kid Buu we know a far more consistent scaling for him is Galaxy Level. Which logically upscales the Solar System Level threat or Perfect Cell, which is based on Cells own statements.
But we also know that Goten and Trunks fought a surviving Cell Jr which is half as powerful as the Perfect Cell that was a Solar System threat. Those two are a lot stronger than people like Chiatzu and Yamcha and Krillin and the other human Z Fighters. They struggled with them and later needed to fuse during Restaurerction F to beat a Frieza grunt fusion who stated they were on Friezas own level. Presumably final form. So I believe the highest you can reasonably scale Chiatzu is somewhere in the ranges of Large Planet, and a speed scale of somewhere in the MFTL ranges.
And as we established, that doesn't touch people like Garp, Luffy, Kaido, or Big Mom. Not even mentioning all the Hax that ignores raw power.
And of course this could all be wrong if you think Chiatzu can beat Trunks or Goten, and of course that he is stronger than the same Majin Buu who was considered over him in the Tournament of Power listing. And of course then that his potential for growth is above the kids who turned Super Saiyan at 6 and Majin Buu as with no real fights he surpassed them all, or at least that's what your argument's have shown so far. But I think you and I both agree that's wrong
And just as one last hypothetical in case this wasn't enough to prove that I'm not considering this. Assuming Chiatzu does speedblitz and tank all attacks like some omniscient God, he would still lose, because Jewelry Bonney would look at this child and assume she could beat him, and so given her abilities specifications she would believe there's an easy future where she wins, and win. Or Chiatzu would tank an attack that internally destroys his brain, a type of damage Dragonball characters can't survive as organ damage has shown itself to be deadly to even people like Goku. Not to mention he'd have his body switched, or be poisoned, and he would still lack the ability to defeat certain Logia's since he can't kill them even with all his godlike power.
