In terms of raw power, Luffy is stronger. That's what this list is based on assuming from the title: Who Is Stronger. Not who wins in a fight. As for Burgess, he wouldn't get destroyed. He would lose but not get destroyed by Base Sabo.
He did contend Base Sabo. Sabo only defeated him when he used his DF.

Sanji is way above Jinbe in terms of feats. Sanji two-shot Queen while Jinbe mid diffed Who’s-Who with him obviously being below Queen. Portrayal isn’t there for Jinbe > Sanji and if you want to use bounty, BM > Shanks by that logic.
