Watching the marineford arc oda made it preety obvious that akainu was the strongest

None of the pretimeskip strawhats knew haki while the scabbars are in their primes and even the weakest of them are great at using haki.

We need to keep in mind ages work diffrent in one pice. From what we have seen a chracter achieves his prime in his mid to late forties and luffy is only 20. I dont think the nika powers are strong enough to close the gap in power and experience.

At this moment i doubt it considering the grwat feats blackbeard has achieved and garps age. But then again we must not understimate garp. Ages work a little diffrent in one piece. Blackbeard was afraid to fight with rayligh back on their encounter at amazon lily and its fair to assume garp is stronger than rayligh. Garp may come out stronger than blackbeard but in no way do I see him win their duel.

It refers to threat lvl. Robin was given a 79 million bounty at age 8 only because of what she knew that could threaten the world government. Of clurse in the end the stronger you are the more of a threat you are.
