If his epithet is a reference to his devil fruit powers I think he have Ryu Ryu no Mi, Model: Tyrannosaurus Rex. Because Tyrannosaurus rex means "King of the Tyrant Lizards" and His epithet is "King of Lizards".

Backstory: When he was 6 years old, he ran away from home and went to an island where there were no people and only wild animals. While he was about to starve to death on this island, he found a devil fruit and ate it. He survived on the island with the powers of the fruit and eventually formed a pirate crew with his animal friends and became their captain.
Combat Prowess: He is using a unique fight style called "Predator Combat" This makes him act like a wild animal even when without devil fruit powers.
Devil Fruit: Inu Inu no Mi Model: Red Wolf. He can transform into a red wolf or a red wolf hybrid. Being a carnivarous zoan, this devil fruit is one of the best for close combat.
I'm gonna say Lucci. But they are equal so it would be extreme difficult for Lucci to win.
Amazon Lily. People don't even know what devil fruit is so it have a high chance that there is one. Looking for that devil fruit sounds fun.
I think we will see. I think closest candidate to have a Dragon Devil Fruit is Monkey D. Dragon or a new charachter with Ancient Zoan type Western Dragon (like the beast Ryuma cut) devil fruit. For a real Dragon maybe in Void Century, I always thought Lunarians and Dragons have a connection.
I think Katakuri would win with extreme diff.

Gutsu Gutsu no Mi
I'm gonna say Non-canon Bil's Gutsu Gutsu no Mi. I think this devil fruit is pretty similar to Sakazuki's Magma fruit and even though Magma fruit is have more destructive power I think Gutsu Gutsu no Mi is more versaitale. It was a waste that a guy like Bill have that devil fruit.
Zoro would win it won't be easy. Current Lucci is probably equal to King.
