Zoro is winning that much becuase the answer is pretty obvious. This isn't what diff does zoro win, its who wins.

Arlongs blue haki solos
The only real fights are Buggy v. Shanks and Arlong v. Kreig
The final fight is Arlong v. Buggy, but Arlong uses his haki to beat buggys luck.
It is, imo, quite easily Zoro>=Sanji>Jinbe.

If its only haki then Shanks or Primebeard.
Yeah we really don't know how hard either were trying, so I'm not going to try and argue a point that I can't prove.
Still, if it was Luffy>=Kizaru, Sanji and Zoro are still losing.
Luffy was equal. When he beat Kizaru he ran out of energy, causing a tie. After they were unable to move, Kizaru recovered first and then fed Luffy, showing us he wasn't really trying.
Kizaru high if he tries. He was equal to Luffy when he was messing around, and Luffy>= Zoro+Sanji.
I'd say high for Garp, I consider Kuzan >= Luffy so that makes sense.
