I don’t think Momonosuke’s artificial devil fruit was a failure because it didn’t give the consumer the power of a dragon. Momo is clearly a dragon. I think it was a failure because they didn’t replicate the fruit they actually wanted.

Dr.Vegapunk was using Kaido as a guinea pig to try and replicate a mythical zoan. He succeeded but couldn’t replicate the fruit without a living vessel to get a dna sample from. That explains why a failed artificial fruit aka a smile makes you laugh uncontrollably like Luffy is in Gear 5. It’s a side effect of Nika. That’s another reason they wanted a Lunarian like King. For his natural fire abilities. To try and mash it all together
