I can't bother to calculate Orange Town's rating, so doing so will be your job, I'm already a week or two late.
This arc is overhated. I don't know why it gets hate. It's tense. Usopp joins, one of the best Straw Hats unless you count Sogeking (he's simply an amazing ally to me). Kuro tries to do evil stuff and fails. Also, Going Merry, Merry Go, whatever the heck you call it. I'll give it a 9.5/10.
It's up to you to rate it.
Orange Town.
Last week, Romance Dawn got a 7.5/10. (Yes, I did rate it a 26/10 but that was just to cancel out any -10s. My true rating is an 8.)
Some people hate on this arc. The hate is not deserved. I enjoyed it on my rewatch a lot. Introduces Nami and Buggy and foreshadows explanations leading to others, too. It also shows how Buggy entered his villain arc (I wouldn't say it justifies him). I still enjoy their fight. This is at least a 7.5/10, but I'll give it an 8.5.
Now, rate.

Luffy: 8.5/10. He’s funny and he’s the main guy, but he’s the main guy and in popularity overshadows everybody else.
Zoro: 9/10. He’s quite a swordsman. I’m surprised he hasn’t found Laugh Tale with how lost he gets.
Nami: 9.5/10. Her moments are funny and her Clima-Tact techniques are pretty cool. Of course this is all so I don’t have to battle Sanji.
Usopp: 9/10. Every time he comes in, you know you’re in for a laugh.
Sanji: 8.5/10. He’s cool and kinda funny with his ladies-man personality, but then again, he has a ladies-man personality. (Sometimes a character’s quality is their own weakness.)
Chopper: 7/10. We don’t see much of him, but when you do see him, he’s pretty cute. If I could describe the live-action version of him in one word, it’d be Tails.
Robin: 10/10. Pretty kick-butt.
Franky: 9.5/10. SUUUPERRRRRR!!!
Brook: Also 9.5/10. He makes funny bone jokes.
Jinbe: ISDK/10. Even though I’ve seen him in two sagas (Summit War and FMI), I still don’t know what to think of him.
Romance Dawn.
The start of it all, I actually like this arc. Introduces Luffy (1), Zoro (2), Koby (marine), Helmeppo (also marine), and Shanks (source of the hat). We also see their first ship. (It still needs much improvement.) I like it so much, I’m giving it a 26/10.
Now that I stopped ranting about how good it is, rate this arc.
