Nah pretty sure there was a usage for it. he could've saved jolyne from the knives and immediately used star finger to close the gap. he's had the chance to use it like 2 chance but ig Araki just wanted to extend the fight.

Its kinda headcanon to think that the rubber toughness of his organ is different from his skin. If they are made from the same rubber, then they shouldn’t really be different.

There might be a slight possibility that the organs may scale to his skin considering the fact that the "rubber" we are talking about can tank extremely hard hits. normal rubber in our irl word cant tank those type of hits.
Yes in our irl world, diamonds > rubber. but in this case, rubber > diamonds due to the feats we see and it is fictional. the diamonds jotaro broke were building level at best while luffy almost destroyed a town with just his fist (rubber).
In conclusion, im willing to bet my money on jotaro. but its just unclear if his organs really scale or not considering that they are all made out of rubber and that same rubber can tank town level attacks. ye luffy is extremely weak to sharp attacks but i dont know if star finger is sharp or blunt cuz the tip kinda looks like the width of a bullet.

No kinetic energy, uhhhhh… i don’t really think jotaro likes phasing people and on top of that, might’ve even forgotten that he can do that considering how he forgot to use star finger and his stand jump during the MiH fight. Or it’s just that jotaro isn’t that guy to straight up kill someone just for the sake of winning a fight.
(Btw, luffys entire organs are made out of rubber)

If no kinetic energy, then probably a tie cuz jotaro doesnt have enough ap to harm him. or he can just use dura neg which is completely out of character.
