Vice Admiral Balzac is a Marine officer and the leader of the Prisoner Unit (囚人部隊, Shūjin Butai^?). He was introduced in the One Piece Premier Show 2019.^[1]

Appearance

Balzac is a man with long, smooth black hair and blue eyeshadow. He wears a high collared Marines cape that has the words "完璧正義" (Kanpeki seigi, meaning "perfect justice") written in place of the word "justice" that is normally seen on Marine coats. Under his cape, he wears an long and extravagant jacket with shiny light blue, dark blue, and gold designs that expose his chest underneath. The insides and the cuffs of the jacket are white. He also wears blue pants and tall tan boots, as well as a blue collar around his neck. He holds his sword on his left side.^[1]

Personality

Balzac appears to be obsessed with his appearance, as he was seen having his subordinates comb him and hold a mirror for him. This would go in line with his motto of "perfect justice," which would involve him being obsessed with making anything, even his appearance, perfect. Balzac also acts somewhat effeminately.^[1]

Abilities and Powers

As a vice admiral, Balzac has authority over lower ranking soldiers. He has two officers that assist him, Comb and Glass.

Devil Fruit

Balzac has eaten the Basu Basu no Mi, a Devil Fruit that allows the user to turn anything they touch into a bomb.^[1]

Haki

It was stated that all vice admirals possess Haki,^[2] so Balzac can also use the ability.

History

One Piece Premier Show 2019

Balzac and the Prisoner Unit, including his subordinates Comb and Glass, set a trap for the Straw Hat Pirates on Maze Island (迷宮（メイズ）島, Meizu-tō^?) as they were travelling to the Pirates Expo.^[1]
