Bounties


A bounty is a government-issued reward placed on an individual and awarded to whoever can apprehend or kill that person.

Overview

Becoming Wanted

Normally, a bounty is issued by a government official or by the Marines. The idea is to tempt others into aiding the capture of the criminal so they can be brought to justice quickly. Bounty Hunters make careers trying to find and capture these wanted people. Bounties are issued with a "Dead or Alive" disclaimer, meaning the reward will be paid so long as the threat gets eliminated, but Baroque Works agents state that bounties are usually only paid in full if the criminal is captured alive; up to 30% of the bounty money may be lost by bringing in someone dead, since no public execution can be held.[1] There are certain exceptions where a criminal's capture condition are further restricted, as Sanji's second poster has been altered to be "Only Alive", per his father's political influence in the needs of his third son back alive.

The amount of a bounty is determined in response to the perceived threat level of the criminal in question; the greater the threat to the world, the greater the bounty. In the eyes of a pirate, high bounties are thus usually seen as a sign of strength. After all, having been assigned a bounty means that the World Government as well as the Marines acknowledge the threat of the person to whom it is assigned. Luffy expresses enthusiasm over his first bounty, and Sanji likewise expresses disappointment when his own bounty poster fails to properly identify him (being a crude artist's rendering). This is not universal, however; Kuro and Nami resented their bounty due to the unwanted attention it brought them. A bounty in excess of Beli100,000,000 indicates that the person to whom it was assigned has committed unlawful acts of catastrophic degrees.

Earning a large bounty in a quick time also gives the pirate notorious attention and a global reputation. After earning a bounty of Beli80,000,000 in a single campaign, the World Government offered Boa Hancock a position in the Shichibukai. Blackbeard believed he could become a Shichibukai member if he defeated Monkey D. Luffy, whose bounty had jumped from Beli30,000,000 to Beli100,000,000 following the defeat of Baroque Works and their leader Crocodile. Blackbeard would settle for achieving his goal by turning in Portgas D. Ace instead since Ace had caught up with him and Blackbeard emerged victorious.

Bounty Issuing

A bounty reflects both the threat and power of an individual.[2] Engaging in activities deemed criminal by the World Government or associating with groups which engage in them is enough to warrant significant bounties even if the criminal is not powerful themselves. In particular, direct opposition to the World Government, no matter the reason, is treated as a serious offense, and bounties are issued accordingly.

A bounty can be increased for several reasons:

  • The threat of a person's observed combat abilities (as stated by Aokiji);[2]
  • More experienced bounty hunters volunteering to capture the individual or group (like the Accino Family, non-canonically, trying to catch the entire Straw Hat Crew);
  • Further criminal acts beyond the initial one;
  • Inspiring criminal acts when provoked or inciting others to act 'criminally' (for example, Whitebeard destroying Marine ships that followed his fleet for reconnaissance and Dragon leading his organization to conquer nations affiliated with the World Government).
  • Having knowledge deemed illegal by the World Government, as with Nico Robin.

Occasionally, a designated amount on a bounty may increase if the criminal in question has committed crimes of considerable magnitude that goes beyond the crime(s) committed beforehand that earned them their initial bounty, as with the case of Luffy.

Since the Marines can only issue bounties based on their knowledge of the criminal in question, a bounty may not necessarily reflect the true threat of a person. Tony Tony Chopper was mistaken for a mere pet and issued a mere Beli50, as the Marines were unaware he was responsible for defeating Kumadori of CP9.[3] Luffy's bounty would doubtless be much higher if his defeat of Gecko Moria wasn't kept secret by the government.[4] Arlong, despite being a Grand Line pirate, had a far lower bounty than his overall threat level to the East Blue, as he bribed the corrupt Marine Nezumi in order to keep his activities secret.[5] In some cases, due to miscommunication or unreported information, the bounty may end up being much higher or lower than what the criminal deserved for their actions.[3]

Regardless of the discrepancies, bounties are still treated as a way to determine a person's average threat level, being the one facet of society that can be easily compared. Stacking them against averages helps determine threats in relation to location; for example, the average bounty in the East Blue is Beli3,000,000, so a noteworthy one there would be Beli10,000,000 or more.[6] Since East Blue is defined as the weakest of the four seas outside of the Grand Line, West, North, and South Blue must have higher average bounties and have a greater number of famous criminals hailing from their waters. However, the four 'cardinal (direction)' seas pale in comparison to the Grand Line (up to Mary Geoise), where an exceptional bounty is around Beli100,000,000, and is considered nothing in the New World (or the second half of the Grand Line), where Beli100,000,000 is common or weak.[7] Bellamy indicates that pirates have tried to fake bounty posters in order to make themselves more intimidating, but that scheme usually falls through in short order. He assumed this of Luffy, whose goofy portrait failed to match his Beli100,000,000 bounty, but learned the hard way that Luffy was on the level. Any bounty that goes to Beli1,000,000,000 or over is considered monstrous, even in the New World.[8]

While the details of how high a bounty could be are not exactly known, the greatest amount revealed in the first half of the story was that of the Beli550,000,000 bounty of Portgas D. Ace before his death, who was one of the most notorious pirates of the New World, the 2nd division commander of the Whitebeard Pirates, and most notably the son of the infamous Pirate King, Gol D. Roger himself. The current highest active bounty is that of Yonko Kaido with a bounty of Beli4,611,100,000. While a pirate with a bounty of Beli300,000,000 is still considered a rookie, once a pirate exceeds that value it is difficult to get any higher,[9] and it seems that Beli400,000,000 is enough to be considered an elite pirate.[10] While the Shichibukai are also important pirates in the world, some of their former bounties are not particularly high, however it should be noted that these are their former bounties which do not represent the threat that they could have achieved as active pirates. After Jinbe resigned, his bounty jumped to over Beli400,000,000.

In terms of piracy, any rookie who has earned a bounty of over Beli100,000,000 is considered impressive, and can be considered as a "Supernova" (超新星, Chōshinsei?).[11] The Worst Generation (最悪の世代, Saiaku no Sedai?) of Supernovas were during the Golden Age of Piracy, when eleven of them almost simultaneously appeared on Sabaody Archipelago, each holding a bounty of over Beli100,000,000, and each member had caused a great influence within the New World, as well as earning themselves much notoriety.[12]

Following the Shichibukai's system completely abolished, the remaining ones' frozen bounties has reactivated as they were all revoked and became wanted criminals as well as the enemies of the World Government once again.

Retracting Bounties

Bounties, once issued, are usually only retracted when the criminal is captured, killed, or is known to have otherwise died. A change in lifestyle will not affect the bounty. Wanted posters are usually marked with a large red X to indicate that the criminal was taken care of. The notion that death brings freedom from the bounty was the sole reason for Kuro's plan to escape a pirate's life. A bounty can last for over a hundred years if the criminal is not proven to be dead, like the giants Dorry and Brogy, who can live several centuries. Brook's bounty was placed between 40 and 50 years ago, and is still active, the Marines having discovered that he is the same person as the living person in the photograph.

Aside from death or capture, bounties may be retracted if the criminal can prove themselves an asset to either the Marines or World Government. This is the case with the Shichibukai, who are considered allies of the World Government and have their bounties retracted; this extends to any criminal serving as a subordinate to the Shichibukai, such as Caesar Clown.[13] With this, they are allowed to continue being a criminal on a conditional basis. A bounty may be removed by a court of law, as Jango's was during his mini-series. Jango's case was further aided by the pleas of the Marine Fullbody during the case. This later allowed him to enlist in the Marines under the command of Hina.

Criminals who end up as slaves keep their bounties on their heads; however, so long as the slave remains a slave the Marines do nothing to arrest them. To this end, they ignore the slavery on the Sabaody Archipelago as a number of criminals end up slaves there; some even go on to be bought by the World Nobles. Once a slave is freed or dismissed by their owner, they immediately become fair game once more.

Fake Bounties

As bounties are typically assigned numbers printed on paper with the picture of the criminal it was assigned to, bounties can be altered by skilled forgers. According to Bellamy, pirates have been known to make up fake bounties in the past to intimidate other people to their advantage. These scams tend to be quickly quelled though, due to the insubstantial nature of the deception.

Identification

A criminal is, more often than not, known by his poster. Without the issuing of a wanted poster (手配書, tehai-sho?), no criminal can be made known. These posters are distributed across the world in newspapers and establishments. Marines also keep copies of each criminal at their bases and on board of their ships for quick identification. Bounty Hunters may also carry a list.

The most important part of a poster is the person's portrait. It allows swift identification upon sighting the person and informs everyone in the world of their wanted status. The picture normally takes the form of a photograph; if a suitable photograph is unavailable, an artist's rendering may be substituted as in the case of Sanji. To some (including Sanji), a decent photograph is as important as the bounty itself, it being the only way to be associated with the bounty on the poster—due to misfortune on Sanji's behalf, a rather crude drawing is used, which led to another person taking the blame for a certain period due to sheer coincidence. A new picture can be issued to account for any change in appearance (such as Robin). If a person wears a disguise that makes them look different, and they are recognized by that disguise, then they can fool the system, as shown with Charlotte Cracker.[14]

One of the most mysterious things about wanted posters is the Marines' ability to obtain photos of almost every criminal with a bounty. These photos are eventually revealed to be taken by the Marine Photography Branch Captain "Flaming Attach", who received his name by shouting "Fire!" instead of "Cheese!" when taking a picture.[15] Alternatively, should a photo be unavailable, a sketch will be made of the criminal. Mr. 13 and Miss Friday were employed by the Marines to identify the remaining Baroque Works agents—the Numbers 1, 2, 3, 4, and 5 pairs—through this method. Sanji, on the other hand, suffered the indignity of having a poorly sketched image.

It is possible for two or more individuals to share one bounty poster, as with Dorry and Brogy, in which the portrait was a collage of the two pirates; Sham and Buchi, both of whom share the bounty of Beli7,000,000;[16] and (non-canonically) the Red Arrows Pirates, the entire crew being presented on the poster. Whether this means that all the individuals presented in the document must be brought in together, or that each member is worth the claimed amount, is unknown.

Epithets/Nicknames

The Marines give criminals, especially pirates, epithets with the bounty poster that either describes their appearance (such as Buggy "The Clown"), what their powers/abilities are (such as "Black Leg Sanji" or "King of Snipers Sogeking"), or what they do (such as "Cat Burglar Nami" or "Pirate Hunter Zoro"). Sometimes, it is just the most common nickname a person has (Luffy was called "Straw Hat" before his first bounty was issued).

List of Bounties

In the series, many bounties are revealed - either by the author in a reference box, said by a character (like Shakuyaku naming the nine Supernovas not part of the Straw Hat Crew), or a bounty poster being revealed (although the value may not always be fully accurate or fully shown, as with the Red Arrows Pirates). For example, Nico Robin's specific bounty was not made clear until after it was known she had one. When Igaram first mentioned Crocodile's former bounty, he said it was Beli80,000,000[17] while it actually is Beli81,000,000. Gecko Moria was first introduced by Robin as merely holding a bounty higher than Luffy's.

Most of the current and former Shichibukai members have former bounties since the first requirement to join the group is being recognized world-wide so one's notoriety scares criminals. Newcomer Blackbeard is an exception, having managed to get in by capturing Portgas D. Ace.

While several prisoners from Impel Down do not hold any specific value, Impel Down orders its prisoners from the bounty on their head. Levels 3 and 5 require bounties of Beli50,000,000 and Beli100,000,000 respectively, and the values required for others levels were not revealed. It is unknown if level 1 has a minimal value, although Buggy commented that every prisoner from level 2 that escaped with him holds a bounty higher than his own[18] (Beli15,000,000). Level 6 seems to use special requirements. Strangely, Mr. 2 is an exception to this rule, having been imprisoned in level 3 with a bounty of merely Beli32,000,000. As such, the values may be just recommendations, and the effort taken to capture the criminals may factor into where they are placed, but not affect their bounty since the Marines see no need to change it now that they have been arrested.

Second Bounty: After heavily disrupting the balance of the Three Great Powers by defeating Crocodile, forcing the government to publicly recognize Crocodile's and his organization's criminal activities, leading to his arrest and removal of his position as a Shichibukai, Luffy's bounty was raised to Beli100,000,000.[23] This bounty would officially make Luffy a Super Rookie.
Third Bounty: After leading the assault on Enies Lobby and the victory against various government agents, including Rob Lucci and Blueno of the CP9, in order to rescue Nico Robin from going through the Gates of Justice and being executed, Luffy's bounty was raised to Beli300,000,000.[24] Due to this bounty, he would go on to be recognized as one of the Worst Generation.[25]
Fourth Bounty: After attacking a World Noble and causing an unprecedented mass breakout from Impel Down, Luffy participated in the Battle of Marineford and caused much chaos on the battlefield, thus his bounty was raised to Beli400,000,000. Additionally, the public revelation of his relation to Monkey D. Dragon and the defeat of Gecko Moria may also have influenced it.[26]
Fifth Bounty: Raised to Beli500,000,000 by having fought alongside Law in defeating the Donquixote Pirates and Donquixote Doflamingo.[27] Boa Hancock placed a giant version of the bounty picture on her castle wall.
Sixth Bounty: For being recognized as the sworn brother to the Revolutionary Army's second in command and the leader of the Straw Hat Grand Fleet, perpetrating the events on Whole Cake Island and for defeating Charlotte Cracker and Charlotte Katakuri, his bounty was raised to Beli1,500,000,000.[19]

First Bounty: the swordsman of the Straw Hat Pirates received a Beli60,000,000 bounty after he defeated the assassin Daz Bonez in the Alabasta Arc and for defeating 100 bounty hunters in Whisky Peak. Zoro does not find out about this new bounty until the moment Marshall D. Teach shows him the new wanted poster.[23]

Second Bounty: after the events at Enies Lobby and for defeating Kaku of the CP9, Zoro's bounty was raised to Beli120,000,000.[24] Due to this bounty, he would go on to be recognized as one of the Worst Generation.[25]
Third Bounty: By defeating elite officer Pica of the Donquixote Pirates, Zoro's bounty was raised to Beli320,000,000.[27]

First Bounty: After the Enies Lobby Arc and for defeating Kalifa of the CP9, Nami was given a bounty of Beli16,000,000.[24] Her photograph of her in a bikini was the result of Nami being tricked into posing for an undercover photographer while sunbathing; Genzo was particularly enthralled by her wanted poster and later placed a blown-up sized version of it in his office.

Second Bounty: By simply being a member of the Straw Hat Pirates, her bounty was raised to Beli66,000,000 after the Dressrosa incident. [27] History repeated itself- Nami was once again duped into posing for her wanted poster, and Genzo displayed this blown-up print in his office.

Usopp "Sogeking"[24]/"God"[27] Beli200,000,000[27]
First Bounty: Following the events at Enies Lobby, a bounty of Beli30,000,000 was placed on Sogeking's head, for shooting and burning down the World Government Flag on the Tower of Law and attacking CP9 leader Spandam. [24] This inadvertently prevented Usopp, his true identity, from being given a bounty, though he was still deduced as Sogeking by a Pacifista when not in disguise.

Second Bounty: Beli200,000,000 By defeating special officer Sugar of the Donquixote Pirates. His bounty climbed particularly high for his role in freeing the toy slaves, and his poster was upgraded to use his true name and face, seemingly replacing the Sogeking poster. His title on the wanted poster has also been changed to 'God Usopp'.[27]

Vinsmoke Sanji "Black Leg"[24] Beli330,000,000[19]
First Bounty: Because of the events at Enies Lobby and for defeating Jabra of the CP9, Sanji was given a bounty of Beli77,000,000.[24] However, Sanji's poster has, much to his dismay, a sketch of him, which hardly looks like him and once got someone else in trouble[29][30], rather than a photograph.[31][32] Apparently, this is because Attach forgot to remove the lens cap before taking his picture.[33]

Second Bounty: By simply being a member of the Straw Hat Pirates, having his bounty to Beli177,000,000 after the Dressrosa incident[27], and an extra raise that his own father, Vinsmoke Judge, influenced in the hope of retrieving his runaway son back among the Vinsmoke Family, who, through unspecified means, was able to alter the terms and bounty of the wanted poster personally.[34] A new image had been issued, finally ridding him of the sketch. His poster is peculiar for having an "Only Alive", forgoing the "Dead or" part.[27] This change is due to the fact his father now had an accurate picture of his son, and while actively seeking out Sanji, he had accidentally sent the Marines after the wrong man because of the misleading composite sketch.[34]
Third Bounty: After the events on Whole Cake Island, his bounty was raised to Beli330,000,000. The "Only Alive" condition has been retracted, reverting to "Dead or Alive". Also, the printed name on the poster is now updated to include his discarded family name, "Vinsmoke Sanji", much to his distaste.[19]

Tony Tony Chopper "Cotton Candy Lover"[24] Beli100[27]
First Bounty: After the events at Enies Lobby, Chopper was given a bounty of Beli50. The number is low because the World Government believes he is simply the crew's pet. His monster form, which heavily damaged the judicial tower and defeated CP9 agent Kumadori, was mistaken for another creature. Chopper was shocked when he found out how low his bounty was.[24]

Second Bounty: By simply being a member of the Straw Hat Pirates, having his bounty raised after the Dressrosa incident. The number remains low at Beli100 due to the misunderstanding.[27]

Nico Robin "Devil Child"[35] Beli130,000,000[27]
First Bounty: Robin has a Beli79,000,000 bounty from 20 years ago, assigned to her when she was only eight years old. It is claimed that she sunk six Buster Call ships,[36] but in the Enies Lobby Arc it is revealed as nothing more than a pretext from the government. The real reason behind her bounty is her ability to decipher Poneglyphs.[35]

Second Bounty: after the events at Enies Lobby, Robin's bounty only had a slight increase, making it Beli80,000,000, and had an updated picture.[24]
Third Bounty: By helping in the defeat of the Donquixote Pirates, Robin's bounty raised to Beli130,000,000.[27]

Franky "Cyborg"[37]/"Iron Man"[27] Beli94,000,000[27]
First Bounty: For burning the Pluton blueprints, defeating Fukurou of the CP9, and assisting the Straw Hats in Enies Lobby, Franky received a bounty of Beli44,000,000.[37]

Second Bounty: By defeating officer Senor Pink of the Donquixote Pirates, his bounty was raised to Beli94,000,000. The poster image used was the General Franky. Franky also noted angrily that his bounty was the only one among the involved of the Dressrosa incident to not rise above Beli100,000,000.[27]

Brook "Soul King" Beli83,000,000[27]
First Bounty: After taking over as Rumbar Pirates captain after the death of Yorki, Brook obtained a bounty of Beli33,000,000. Despite being "dead" for 49 years, the Marines managed to connect the resurrected Brook to the still-alive Brook on the poster picture, and discovered that he also joined the Straw Hat Pirates, thus revealing that his bounty is still active.[38][39]

Second Bounty: By simply being a member of the Straw Hat Pirates, his bounty was raised to Beli83,000,000 after the Dressrosa incident. The poster has been upgraded to use that of his concert.[27]

Jinbe "Knight of the Sea"[40]

Beli438,000,000[41]

First Bounty: Jinbe received his first bounty of Beli76,000,000 after his recruitment to the Sun Pirates, due to his association with Fisher Tiger and his participation in numerous battles against the Marines.[42]

Second Bounty: Eventually, Jinbe's bounty raised to Beli250,000,000 for unknown reasons, most likely his acts against the World Government as the second leader of the Sun Pirates, but it became inactive once he joined the Shichibukai.[43]
Third Bounty: Jinbe's bounty raised to Beli438,000,000 after leaving the Shichibukai and assisting the Whitebeard Pirates as well as Monkey D. Luffy during the Battle of Marineford.[41]

Doflamingo's Hit List

During the Dressrosa arc, Donquixote Doflamingo used his ability to force a bounty hunting game on the occupants of Dressrosa, placing a bounty on each of the twelve specific enemy's heads for the others to hunt down and capture. Unlike normal World Government bounties, Doflamingo's version placed a number of stars on each head, with a single star equating to Beli100,000,000. The bounties total up to Beli2,600,000,000. His bounty system took into account the potential danger of the targets to his person, but prioritized the ones who angered him the most. As such, many of the bounties were either far above or below what they were actually worth by the World Government standards.[184]

Anime and Manga Differences

The bounty poster has a small caption in the bottom left corner. While in the manga it's not comprehensible what it does say, in the anime there is written "KONO SAKUHIN HA FICTION DETHUNODE JITSUZAISURU JINBUTSU DANTAISONOTA NO SOSHIKI TO DOITSU NO MEISHOU GA GEKICHU NI TOUJYOU SHITATOSHITEMO JITSUZAI NA MONOTOHA ISSAI MUKANKEIDETH", which can roughly be translated as "Because this performance is fiction, existing characters, associations and other organizations with similar names which appeared during the play are without exception unrelated", a version of the "All persons are fictitious" disclaimer.

The One Piece Magazine had a complementary wanted poster for Luffy in the first volume, Ace in the second, and Sabo in the third. On it, the line at the bottom reads, "The world Government is offering a reward for information leading directly to the capture of this individual. If you have any information please contact Naval Authorities".

Trivia

  • It is possible for pets to earn bounties, which are far lower than standard. Both Tony Tony Chopper and Bepo, mistaken for pets, were given such treatment.
    • Ironically, while Bepo's bounty is a mere Beli500 because of his appearance, fellow Minks Pekoms and Pedro managed to earn a much higher Beli330,000,000 and Beli382,000,000 bounties respectively.
  • Vander Decken IX has a different wanted poster than everyone else. Instead of saying "WANTED" at the top, it says "DANGER". This may be because it does not seem to be a World Government-issued wanted poster.[185]

  • Higuma's wanted poster does not have the word "MARINE" at the bottom. Also, Curly Dadan's wanted poster mock-up in Vivre Card - One Piece Visual Dictionary has the word "COAST GUARD" instead of "MARINE".
  • Law's wanted poster shows Bepo appearing in the background with his head turned in the same position and stance as Usopp in Luffy's first wanted poster photo.[186]
  • Brook is the only known criminal who was issued a completely uniquely-designed wanted poster by the World Government, as they used one of his old concert posters rather than the standard brown-colored design.
  • Caesar Clown, Usopp, Brook, and Capone Bege are the only ones who have both their names and epithets appear on their poster (though Brook's and Caesar's epithets are abbreviated).
    • Bentham (Mr. 2 Bon Kurei) and Kyros (Thunder Soldier) have their aliases instead of their names, the same for Usopp's former bounty (Sogeking). Baroque Works' officer agents' wanted posters shown in "Vivre Card" (with the exception of Daz Bonez) also have their aliases.
    • Lip Doughty's bounty poster in the non-canon One Piece: Stampede included his epithet.
  • Sanji's first bounty poster is the only one known to use a sketch instead of a photograph for the picture. As a consequence, this poster is also the only one to depict another person in the picture entirely, as the drawing ended up perfectly resembling Duval, though completely unintentionally.
  • Sanji is the only known bounty holder to have been wanted "Only Alive". This was due to his father pulling strings to ensure his son's live capture so he can use him to cement his alliance with Big Mom.
    • IRL it's actually more common for bounties to be "wanted alive". But this is due to the reasons for the bounty and in One Piece bounties are presumably people the World Government wants to either execute or imprison for life. IRL bounties may be for people the authorities simply want to question as part of an investigation. In such cases killing the individual would completely negate the purpose of the bounty.
    • All five members of the boy band Arashi also had "Only Alive" on their posters during the A-ra-shi: Reborn music video.
