Margin acted as an intermediary between the World Government and pirates, turning in bounties that were given to him. However, he actually recruited any pirates he found promising, allowing him to quickly form the Bounty Pirates using criminals defeated by the Straw Hat Pirates.
Once Margin felt the crew was strong enough, he attempted to recruit the Straw Hats, even attempting to use force. However, the Bounty Pirates were defeated, and all the members were turned in by Bulaniki and Bulototo.
