Bufflo is a muscular man with a large, square jaw and prominent underbite. He has two protruding bottom teeth, a prominent brow, mustache brush, narrow eyes, and a small brown afro. He wears a standard Marine officer uniform with a cloak on his shoulders.

Bufflo is a rather self-confident man who single-handedly takes on three powerful pirates from a notorious crew. As a Marine officer, he believes in justice.

Little is known about Bufflo's physical strength, but he was confident enough to take on Nami, Franky, and Brook.
As a Rear Admiral, Bufflo has authority over all lower ranking Marines.

Bufflo evacuated a group of Dressrosa citizens from a collapsed portion of the city when he ran into Nami, Franky, and Brook. Recognizing them as the Straw Hat Pirates, he attempted to arrest them, but was swiftly defeated.
