The Cross Guild is a powerful organization headlined by three former members of the Seven Warlords of the Sea: Buggy, Crocodile, and Dracule Mihawk,[1] with the goal of fulfilling and completing Sir Crocodile's previously failed "Operation Utopia", serving mainly as a military organization.[2] Originally founded by Crocodile and Mihawk, Buggy accidentally usurped presidency of the organization due to misunderstandings on behalf of his crew, and now serves as the figurehead leader, which led the World Government to recognize him as one of the new Four Emperors.
Jolly Roger
The organization's Jolly Roger is a combination of Buggy's, Crocodile's, and Mihawk's insignia. First, the skull has a striped, bicorne hat and clown features much akin to Buggy's. Second, two large, crossed cutlasses and a set of light-purple wings are positioned behind the skull—elements taken from the Baroque Works Jolly Roger. Lastly, in-between the cutlasses and wings is Mihawk's Yoru positioned vertically.[3]
Overview
Cross Guild is an organization that can use its battle power and political influence to put bounties on Marines in a reversal of how pirates get bounties from the World Government. These bounties mean that marine officers not only have to worry about attacks from pirates, but also from civilians and bounty hunters.[1] This means even the most beloved Marines are vulnerable to being stabbed in the back by the very civilians they protect; although in the newspapers the real cause of the death of the Marine is omitted.[4]
Although it was announced that Buggy is the leader of the organization, the reality, however, is that despite his contributions to the organization, he is not its true creator nor its only leader, since the true founders, Mihawk and Crocodile, are in charge of operations, with Buggy himself remaining as a decorative leader to divert attention from the main officers.[5]
The bounty system is based on number of stars (★) or crowns () that Cross Guild has assigned to the individual Marine,[1] with each star being equal to a treasure chest containing roughly 100,000,000 worth of treasure,[6] while one crown is equal to about 1,000,000,000.[7]
Under normal circumstances, a Marine who holds the rank of Captain is worth 1 star. However, Koby was given 5 stars due to his reputation as a "Hero".[6] Similarly, while an Admiral is worth 3 crowns, Garp, despite still being a vice admiral, received the same rank of 3 crowns due to his legendary reputation.[7]

Strength
The Cross Guild is recognized as a dangerous organization with a lot of power and influence, to the point of receiving funding from many Underworld organizations. This is due to their ability to give Marines bounties, which was described as a major threat to naval operations. Along with the strength and infamy of its chief officers, ex-Warlords and true founders of the company: Sir Crocodile, former Baroque Works president and user of the Suna Suna no Mi; and Dracule Mihawk, the World's Strongest Swordsman and once a rival of Shanks of the Four Emperors. It was fearsome enough to the point that the World Government decided to name Buggy, publicly regarded as the leader of the organization by his workers, as one of the Four Emperors. Together, the three command absolutely massive bounties that, combined, hit a total of 8,744,000,000.[8]
Indeed, as Sengoku and Tsuru noted, the betrayal coming from civilians may very well destroy the Marines' morale in the long run.[4]
Among the ranks of the Cross Guild are the members of the Buggy Pirates and former Baroque Works Officer agents Daz Bonez and Galdino, the latter proclaiming himself as Crocodile's subordinate once more, as well as multiple Impel Down ex-convicts and former Buggy's Delivery employees who are fervently loyal to Buggy.
Ship
The Big Top Blaster is Cross Guild's flagship. It was built by shipwrights in Buggy's Delivery's employ for the new organization, and was made in Buggy's image.

Wano Country Saga
Wano Country Arc
After the Warlords system disbanded due to a majority vote by Levely, Crocodile contacted Mihawk to have the two form an organization. To finance the formation of this, Crocodile went to Karai Bari Island along with Daz Bonez in order for Buggy to pay off the huge debt the latter owed him. After destroying the fleet that was invading the island and unknowingly saving Buggy and the organization from him, Crocodile wanted Buggy to pay him back. But because the latter was unable to repay his debt to him, he offered to use his lingering fame as a Warlord and his own organization to serve as a starting foundation and to advertise, free of charge.[9]
Final Saga
Egghead Arc
Although the intention was for Crocodile and Mihawk to be the leaders, Buggy's employees, completely enamored with their fame, created a pamphlet featuring their captain as the main Guild leader and distributed it all over the world before Buggy could even look at it. As a result, the World Government mistook Buggy for the leader and named him one of the new Four Emperors. Crocodile and Mihawk were very displeased with this, and brutally beat up Buggy for it. However, they realised they could use Buggy as a figurehead to avoid drawing attention to themselves, and that they could dispose of Buggy anytime they desired. Buggy then officially announced the name of the organization and introduced to his subordinates that Crocodile and Mihawk are the chief officers of this new company.[5]
When a citizen of the Pepe Kingdom assassinated Vice Admiral T Bone, Buggy welcomed him and promised to send money to his family for it. After the organization's new requested ship was ready, Crocodile and Mihawk got mad and disgusted at Buggy because the ship looked so much like him. They took him to the meeting room to beat him and hang his head on a hook. After a discussion between the three of them, Buggy announced to the entire organization that they would be searching for the One Piece, earning the rage of both Crocodile and Mihawk.[10]
Subsequently, the organization listened to the Vegapunk global broadcast,[11] where Buggy announced to everyone that the World would belong to them.[12]

Trivia
- Of the current Four Emperors' crews, the Cross Guild is the only one not confirmed to have a member from every sea in the world. It currently lacks a native from the North Blue.
- The Cross Guild is the only Emperor crew not named after its leader's epithet, something true to current and past crews of the group.
- The Cross Guild is the only Emperor crew past or present whose captain does not have the highest bounty among the crew, in this case due to Mihawk's bounty eclipsing Buggy's (although unlike other Emperor crews, Buggy is only the figurehead leader).
