Downs[2] is an island in the North Blue, and where Donquixote Doflamingo founded the gang that preceded the Donquixote Pirates.
Downs seems to be a particularly dirty place, with large areas of trash. This was exacerbated in the anime, with Doflamingo and his group appearing surrounded by mounds of garbage.

31 years ago, a 10-year-old Donquixote Doflamingo escaped to Downs after being run out of Mary Geoise. There, he formed a gang with Trebol, Diamante, Pica, and Vergo, that would ultimately evolve into the Donquixote Pirates seven years later.
