Long Summary
The Levely has come to an end, and the royal parties attending it have returned to their home countries. Upon arriving back on Fish-Man Island, the Neptune Family thanks Garp for accompanying them. On their request, Garp stays a little while longer to have some tea, though he says he will likely not be able to remain here much longer. Garp expresses exasperation at the tense affairs in the Levely, noting that the leaders had many confrontations that could not be easily resolved just through meeting and talking. Garp then reveals to Neptune that he received a report of an incident that occurred shortly after the Levely was dismissed, and pre-empts this by assuring the family that this should not cause them to be afraid of humans or the surface world. Garp then states that the incident concerned the Arabasta Kingdom, and Shirahoshi becomes worried for Vivi.
At the World Economy News Paper's headquarters, the workers are in a frenzy as they race to report and print the numerous big headlines that occurred during the Levely. They ask president Morgans which headlines should make the front page, and Morgans mulls it over, viewing the stories about the death, the resolution passed, and the attempted murder as all worthy. He eventually comes to the decision to format the back page like the front page, and include all of those headlines on the two pages. Attach then approaches Morgans from the shadows and gives him a letter from the World Government. The letter contains a large check that Morgans can receive if he keeps quiet on certain news, but upon seeing which specific story the Government wants covered up, Morgans refuses to keep quiet about it. "Attach" then rips off his face, revealing himself not to be Attach but a Cipher Pol agent. Intent on using force to keep the press silent, the Cipher Pol agent pulls out a gun and starts shooting; however, Morgans quickly takes him down with only a single punch. Morgans then has the WENP's headquarters fly off to a new location, and proclaims that although he loves money, he is first and foremost a journalist. A worker then tells him that they received a call from King Wapol, who apparently has information to leak to them.
The News Coos fly out and deliver the news to the world, with the reports causing a great stir as many people are shown weeping. In the Kamabakka Kingdom, the Revolutionary Army members read the news in a state of shock, particularly a report regarding Sabo. Ivankov refuses to believe the report is true, and Belo Betty is unable to get in contact with anyone in Sabo's party. On a ship heading to the Goa Kingdom, Sarie Nantokanette is in hysterics while Sterry is shocked to learn that his older brother was at Mary Geoise. On Dawn Island, Makino has closed her bar as she sits inside of it and weeps over Sabo, while on Mt. Colubo, Curly Dadan and the Dadan Family are sorrowful with Dadan being in disbelief after only just learning that Sabo was alive. In Impel Down, Doflamingo is excited upon hearing of all the changes going on and laughs heartily. Meanwhile on Hachinosu, Blackbeard tells his crew to come set sail with him, saying he would take "it" for himself before the Marines do so.
On the outskirts of Ebisu Town, X Drake enters an empty house and answers a Den Den Mushi call. On the other end is Koby, who appears to be intent on keeping their conversation top secret. Drake is revealed to be the captain of a special Marine unit known as SWORD, and Koby, who is also with the group, says he has something to report to him. Koby reveals that due to big changes happening, the Marines are not planning on getting involved with Kaidou and Big Mom in Wano. Drake then reports that not only have Kaidou and Big Mom joined forces, but he has seen CP0 in Wano, likely meaning that the World Government is doing business with Kaidou. These revelations leave Koby aghast and fraught with worry. Drake then asks what Koby is doing, and Koby reveals that he is headed to Amazon Lily to capture Boa Hancock. Marguerite is watching from the coast with her fellow warriors, and when she realizes that Marine battleships are approaching, she immediately proceeds to run off into the island.
One of the other top headlines from the Levely was the official abolishment of the Seven Warlords of the Sea system. Upon reading this story, a great number of people celebrate, particularly those who viewed the Warlords as nothing more than typical pirates and looters. However, there are still some people who are concerned about what the loss of this group will do for the balance of the Three Great Powers. The narrator recaps the careers of Crocodile, Blackbeard, Gecko Moria, Jinbe, Doflamingo, and Trafalgar Law, who had all possessed the title of Warlord within the last two years but lost their titles before this proclamation. In particular, Crocodile and Doflamingo's attempts to subjugate the nations of Arabasta and Dressrosa respectively led to the current kings of those nations, Nefertari Cobra and Riku Doldo III, to campaign for the abolishment of the Seven Warlords during the Levely. After some debate, this motion was passed with overwhelming support, and now the current Warlords at large—Boa Hancock, Dracule Mihawk, Buggy, and Edward Weevil—find themselves with Marine forces surrounding them, their legal immunity no longer protecting them. However, due to Hancock, Mihawk, and Weevil all being quite strong, they have no problem with this turn of events and prepare to fight back. After throwing an angry tantrum, Buggy puts on a show of bravado as well and rallies his followers to defend themselves, although he plans on sneaking away while they do this.
