East Blue
Lord of the Coast
Luffy defeating Lord of the Coast.
Lord of the Coast is a Sea King that lives in the water around Dawn Island, dominantly in front of Foosha Village. A vicious and hostile animal, he has attacked Luffy on at least two occasions, being beaten by Shanks the first time and Luffy the second. Luffy holds a grudge against Lord of the Coast for what he did to Shanks' arm and saw him as a necessary challenge to overcome before he could truly sail out to sea, successfully doing so as he left Foosha Village.
When Luffy was kidnapped by the bandit, Higuma, he tried to feed Luffy to the Sea King but was himself eaten instead. Shanks then arrived to save Luffy but at the cost of his left arm. Lord of the Coast was then scared away by Shanks' Haoshoku Haki. He appeared again, ten years later, as Luffy set sail to begin his journey to become the Pirate King, and was effortlessly defeated by the soon to be Straw Hat captain.
Lord of the Coast has no direct relationship with Luffy as he is simply treats him the exact same as he has treated everyone else, as fodder, with the only exception being Shanks. As a result, he has only ever tried to eat Luffy but has failed to do so on each occasion.
Luffy holds a grudge against Lord of the Coast. He is bitter that he had to be rescued by Shanks instead of being able to defeat the Sea King himself but also that it came at the cost of Shanks’ arm, something Luffy felt guilty about. As he set sail to leave Foosha Village to begin his journey, Lord of the Coast appeared to try and stop him, Luffy, having waited ten years to face him again, effortlessly beat the Sea King with his Gomu Gomu no Pistol.
Chouchou
Chouchou is the dog from Orange Town who guards his late owner’s pet store, day and night. He met Luffy during the Orange Town arc and had initially angered the Straw Hat captain but soon became friends with him. He is very thankful for Luffy's sincerity and kindness. Luffy admires Chouchou for his toughness and determination to protect what he values the most, acknowledging him as a friend.
During the Orange Town arc, Luffy was locked up in a cage by Buggy and the key to letting him out was eaten by Chouchou, causing Luffy to try and strangle the dog to get the key back. Chouchou later tired to defend his pet store from Mohji and his pet lion, Richie, of the Buggy Pirates, as Richie wanted to eat the food inside, but failed to do so despite his admirable attempts. Once Luffy broke free he was greatly angered by what the pair had done to the pet store and quickly defeated them. He then took some dog food that was left over from Richie and gave it to Chouchou to hold on to, with Chouchou acknowledging this kindness.
Chouchou appreciates Luffy's good will even though he only cares to protect the pet store of his late master’s. However, he was very annoyed when Luffy poked him in his eyes to see if he was alive, biting his face in retaliation. When Luffy gave him the remaining dog food that Richie had taken he picked it up and walked away, but turned back to bark at Luffy to show his appreciation. He later aided Luffy and his crew’s escape by holding off the villagers that were chasing them.
Luffy admires the dog for his toughness and loyalty to his master. He praised the dog for standing up against Richie despite how much bigger the lion was. Nonetheless, he was greatly annoyed when Chouchou ate the key to his cage, but quickly forgot about it after Richie broke the cage instead. Knowing the story of Chouchou and his devotion to his master and the pet store, he became extremely angry with Mohji and Richie for destroying Chouchou's treasure and violently punched Mohji to avenge the dog after he had defeated Richie. He retrieved a bag of dog food that Richie had taken and returned it to Chouchou in hopes of compensating for what he had lost.
Paradise
Laboon

Laboon is a whale from West Blue. Luffy met Laboon immediately after entering the Grand Line off Reverse Mountain. The two ended up becoming friends, with Luffy feeling sympathetic for the whale due to him missing a group of pirates he made friends with more than fifty years ago. Laboon sees Luffy as a friendly person and enjoys fighting him, and hopes to meet him again some day.
When Luffy and his crew entered the Grand Line they collided into Laboon, not realizing he was a whale initially due to his sheer size. Luffy attacked Laboon when the Going Merry's figure head, where he likes to sit, was destroyed in the collision. This caused Laboon to swallow up Luffy and his crew and they fell inside his stomach. Luffy saved Laboon from Mr. 9 and Miss Wednesday and were soon informed by a man named Crocus about Laboon and why he has the habit to slam his head against the wall of the Red Line.
Luffy was determined to give Laboon a new sense of hope by choosing to fight the giant whale. He had deduced that the crew he made friends with would regularly spar with him. After the battle, Luffy promised Laboon that he would return to see him again some day for another match, and as a sign of this promise, painted the Straw Hat’s jolly roger on his head. He warned Laboon that the painting would come off if he continued slamming his head against the Red Line, which prompted Laboon to stop.
Laboon sees Luffy as a good friend and showed has shown his determination to the Straw Hat captain. His loyalty is boundless, as he waited fifty years for the return of his friends from their voyage, and showed this loyalty to Luffy by agreeing not to bang his head against the wall of the Red Line anymore. He was moved to tears at Luffy's promise to come back and fight him some more.
During the Thriller Bark arc, Luffy would befriend, and recruit, Brook, who was a member of the crew that had made friends with Laboon fifty years ago. He happily informed his new crew member of Laboon's well-being and the two now hope to meet the giant whale again some day.
Karoo
Luffy, Usopp and Karoo run to save their friends.
Karoo is the Princess of Arabasta, Nefertari Vivi's pet Super Spot-Billed Duck,[26] and the leader of the Super Spot-Billed Duck Troops.[27] He Joined the crew along with his owner, and quickly accepted the lax attitude of the crew.[28]
When accompanying Luffy in his exploration of Little Garden, he was very frightened when Luffy was swallowed by a dinosaur, showing a very concerned nature towards him even after only knowing him for a short while.[29] After the crew were attacked by Mr. 5 and Miss Valentine, and Vivi was taken, a heavily wounded Karoo stood and dug Luffy up for their counter strike, showing his belief in Luffy's abilities to save his friend.[30] Luffy in return, trust Karoo as one of his crew, entrusting him with dealing with their enemies.[31] Despite it all, Karoo can be angered by Luffy's distastefulness.[32] The two later chased after Mr. 3 and Miss Goldenweek showing great cooperativeness.[33]
Outside of battle, Karoo enjoy Luffy and Usopp's company, and is often seen sharing in their antics,[34] behavior,[35] actions,[36] and is even sometimes their prop.[37]
By the time the crew reached Arabasta, Karoo was consider an equal member, and was part of the crew plan to evade Mr. 2's abilities earning the mark of their friendship on his wing.[38] Karoo became close enough to know about Luffy's tendency to cause trouble.[39] And after saving Arabasta, Karoo still acted wildly during the royal feast.[40] As the Straw Hats left Arabasta, Karoo joined Vivi in a tearful send off, ending with a silent promise to remain friends.[41]
Lapahn

Lapahn are large, rabbit like, creatures that live in the mountainous region of Drum Island. They are highly aggressive and attacked Luffy mercilessly, however, they eventually saw Luffy as a friendly person and chose to protect him from Wapol later in the Drum Island arc. Luffy did not hold a grudge against the Lapahns despite how much they frustrated his attempts to get Nami urgent medical care, and was more than willing to save one of them after an avalanche.
After arriving on Drum Island, Luffy carried Nami on his back as he sought to reach the summit of a nearby mountain that is home to the only doctor on the entire island. On the way there he stumbled across the Lapahns and, after Sanji agitated them by kicking one of their cubs, were aggressively attack by them. Due to having Nami on his back he chose not to fight back against them but instead dodged their attacks. Frustrated, the Lapahn decided to cause an avalanche but Luffy was able to avoid this. After rescuing Sanji, he chose to rescue a Lapahn cub’s parent who was caught in the avalanche. As a result, they became friendly with Luffy and allowed him to past through their territory.
The Lapahn have come to respect Luffy for the kindness he showed them despite initially attacking him. They saw him as a threat, especially after what Sanji did, but now see him as an ally. They chose to return Luffy's kindness by holding off Wapol, who was trying to pursue Luffy, at the risk of their own lives, however they managed to survive.
Luffy was kind to the Lapahns despite their attempts to kill him. He was rather impressed and shocked with their abilities, especially when they rode down the avalanche on tree trunks. He did not harbor a grudge against them and immediately chose to aid a Lapahn cub’s parents after he got stuck in the avalanche. He acknowledged the Lapahn he saved when he realized he was protecting him from Wapol and his crew, thanking him.
Kung-Fu Dugongs
Luffy and his legion of Kung-Fu Dugongs.
Kung-Fu Dugongs are animals home to the Arabasta coast. Luffy and his crew first encountered these creatures when they first arrived on Arabasta whilst dropping anchor. The Dugongs see Luffy as their leader and master, willing to follow and aid him anywhere and have grown quite affectionate of him. Luffy treats them as his students and was enthusiastic to have them along for his journey through Arabasta.
When the crew first arrived on Arabasta a Kung-Fu Dugong appeared and challenged Luffy and his crew to a fight, Usopp stepped up to defeat the Dugong but immediately lost, Luffy then took his turn and defeated the Kung-Fu Dugong. Due to his victory, Luffy was now seen as his master and he quickly amassed a bigger following of Kung-Fu Dugongs by defeating each one. He intended to have them join him on his track across the desert but was told he couldn’t because it would be too conspicuous by Nami, ultimately having to bribe them to remain by their ship with half their food supply.
The Kung-Fu Dugongs evidently admire Luffy and respect him as their master after they had been defeated by him. They followed his brief instructions and wished to tag along with him on his journey and were sad that they could not do so, tearfully waving goodbye to him and his crew, after having been bribed to stay. Their commitment to Luffy is absolute as later they rescued his crew, under the assumption that they are also his students, from a Sandora Catfish.
Luffy is impressed by the Kung-Fu Dugongs strength and enjoyed having them as his students. He passionately showed them his fighting style and was eager to have them join him on his journey across the desert of Arabasta and was saddened that he could not bring them along. However, he has yet to meet them again.
The following events are Non-Canon and therefore not considered part of the Canon story.
The first Kung-Fu Dugong previously defeated by Luffy eventually became inspired by him following the events of the Summit War of Marineford. Following his master's example, the Kung-Fu Dugong became a pirate and founded the Sea Animal Pirates during the timeskip; with itself as captain of the crew.[42] It later reunited with Luffy in the New World, who helped free themselves from the villainous Breed.

Matsuge
Matsuge is a camel from Arabasta who joined the Straw Hats on their journey through the Sandora Desert. Despite being saved by Luffy, Zoro, and Sanji, Matsuge's gratitude was towards the females of the crew much to his actual saviors' anger.[43] As the crew needed a faster way to reach Alubarna, Matsuge called upon his friend Hasami for assistance, showing he grew somewhat attached to the group and their cause.[44] He even participate in the crew's plan to sneak Nefertari Vivi into Alubarna.[45]
Shelly
Shelly is Tonjit's pet horse who lives on Long Ring Long Land. Upon first seeing her, Luffy was amazed as he was with all the tall animals on the island.[46] He seemed very pleased to see Shelly reunite with her owner,[47] and was quick to anger when she was attacked and wounded by Foxy, causing him to try and avenge her,[48] and enter a Davy Back Fight to properly fight Foxy.[49] Upon his victory, Luffy return to Tonjit and Shelly to show them the Foxy Pirates Jolly Roger, signifying their defeat.[50]
The following events are Non-Canon and therefore not considered part of the Canon story.
In the anime, Shelly was captured with a net instead of being shot, and after winning the Groggy Ring match, Luffy chose her as a prize from the Foxy Pirates over Tony Tony Chopper, giving her back her freedom despite the initial shock of his crew.[51]

Yokuzuna
Yokozuna is a giant sumo-wrestling frog, who the Straw Hats stumble upon on their way to Water 7. While initially he sparked Luffy child-like amazement, and typical hunger, after witnessing his struggles against the Puffing Tom, and learning about his resolve from Kokoro, Luffy started to respect Yokuzuna as a fighter.[52] Yokuzuna later tried to test his strength against Rocketman,[53] and ended up joined the Straw Hats, Franky Family, and Galley-La Company in their assault of Enies Lobby.[54] He is seen cheering for Luffy's impulsiveness when the later charged ahead.[55]
When the rest of the Party on Rocketman arrived, Yokuzuna worked with Roronoa Zoro in bargain through the gates.[56] He traveled with the crew to the courthouse, where he protected the Straw Hats from an attack by one of the Just Eleven Jurymen,[57] and along with the Franky Family, blocked the entrance from their pursuers.[58][59] However, despite his efforts, he was defeated by another juryman, before his position was filled by Oimo and Kashii, who complimented his achievements.[60]
As the battle on Enies Lobby neared his end, Yokuzuna was with the rest of the alliance, being saved from the Buster Call, and planed to be headed home.[61] Back at Water 7, Yokuzuna accompanied Kokoro into the Straw Hats resting hut, [62] where he witnessed with Usopp the interaction between Luffy and Garp,[63] participated in the victory pool party,[64] and help make the crew their new ship, showing he grew to consider the crew friends.[65][66] When Luffy tried to convince Franky to join his crew, Yokuzuna was standing with Iceburg when Tom's Workers tried to convince the later to follow his dreams, showing Yokuzuna believes in the Straw Hats journey.[67][68]
New World
Surume
Surume carry the Thousand Sunny.
Surume is a Kraken the Straw Hats met on their way to Fish-Man Island. He was formally enslaved by the New Fish-Man Pirates, and was used to attack those who tries to reach Fish-Man Island, weakening them before Hammond forced them into serving the crew.[69]
When the Straw Hat Pirates journey towards the New World began, they encounter the then unnamed Kraken. Upon seeing the massive creature, Luffy child-like enthusiasm sparked immediately, and he wished to tame the beast, who attacked them.[70] Following Caribou's advice, Luffy, Zoro, and Sanji went on the offensive while the rest of the crew protected the Thousand Sunny. During the battle, much to Luffy's charging, Sanji burned one of its tentacles, while Zoro cut off another, with Luffy delivering the final blow sending the creature and the ship to the depth below.[71]
Separate on the Sea Floor, the crew encounter the Flying Pirates, and were saved by Luffy, Zoro, and Sanji, with the assist of the Kraken, now acting as Luffy's pet, and was given the name "Surume". After defeating Wadatsumi, the crew was reunited, and Luffy officially introduced Surume to the crew while Surume began to carry to ship. [72]
When an underwater volcano erupted, Surume took it upon himself the run away and save the crew, even without being ordered to do so. He was show to trust Luffy's orders enough to jump into a deep ravine, putting his safety in the hands of the crew. [73] Upon reaching the bottom, despite being hit in the head, Surume awoke in front of Fish-Man Island, and picked up the Sunny and moved forward until he saw Hammond and fled from him.[74]
During the New Fish-Man Pirates take over attempt, Hody Jones, summoned the Kraken to attack the Straw Hats, but Surume quickly changed sides upon seeing Luffy, and became Shirahoshi's guardian.[75] Hody then reminded Surume about his brother, and Surume turned against Shirahoshi, until Luffy promised to defeat Hody and save Surume's brother, remembering his own brother, will to save him.[76]
When Noah was sent toward the battle field, Shirahoshi fled, trying to redirect it away from the main island, discarding Surume's protection with him noticing,[77] freeing him to fight Wadatsumi again, however thanks to the Energy Steroid, Surume was defeated and was knocked out.[78] After the battle, Surume took away Wadatsumi away from Fish-Man Island.[79]
Surume seems pleased being with the Straw Hats, as opposed to the New Fish-Man Pirates, he was not threatened to serve and was treated with kindness and respect to his wishes.[75] After the Straw Hats left Fish-man Island, Surume was seen free on the open seas.[80]
Megalo
Megalo carries the Straw Hats.
Megalo is Shirahoshi's pet shark. Before the Straw Hats arrived to Fish-Man Island, Megalo was caught by a Kraken and was released from it after it was defeated by the Straw Hats.[81] Thankful, Megalo reported the event to King Neptune. This led to Neptune personally going to great the Straw Hats and invite them to Ryugu Palace, and Megalo gave them a ride on his back as Neptune expressed his gratitude.[82]
In the Palace, Luffy encountered Princess Shirahoshi, and despite being startled by him, hid him from the Minister of the Right, due to him saving her pet. Despite his help, Megalo was irritated by Luffy making Shirahoshi cry after being called weak.[83] Despite it all, they worked together to fulfill Shirahoshi's wish of leaving the tower to go visit her mother's grave in the Sea Forest.[84] After being sidetracked, and in need of a quick get away, Luffy trusted Megalo with the task of having his friends leave Coral Hill and continue their journey to the Sea Forest.[85]
After hearing Hody Jones's broadcast, Luffy tried to get Megalo to take him to Gyoncorde Plaza to fight him.[86] However, Jinbe convinced Luffy to follow his plan and hide inside Megalo's mouth while he and Shirahoshi ride Megalo to the plaza, and stay hidden until the right time.[87][88]
After the battle, Megalo pulled the Thousand Sunny as the crew made their escape. However they were stopped with the invitation to a feast in Ryugu Palace, which Megalo joined and partied with The crew.[89]
Ucy
Ucy joins Luffy and the gladiators.
Ucy, who got his name from Luffy, is a bull from Dressrosa who participated in the Corrida Colosseum tournament for the Mera Mera no Mi. During the event, he met Luffy under the disguise of a participant named Lucy. The two bonded and became allies fighting off several other gladiators, until they faced Hajrudin who smashed the two with his shield. Due to Luffy's resistance to blunt blows, he stood up and avenged his comrade.[90] Afterwards, Luffy took an unconscious Ucy to the side of the arena to protect him from the fighting.[91]
After the curse of the Hobi Hobi no Mi was broken, Ucy was among the fighters that came to assist Luffy, and the group headed to take down Doflamingo, each for their own reason, with Ucy ridden by Luffy once more.[92] The group was then blocked by Pica but Ucy continued to run forward, and climbed up the colossus' stone arm. When Pica tried to stop the bull, Luffy protected him, and when Pica emerges to cut Ucy down, Luffy saved him again by carrying him on his back. After Zoro decided to stay behind to fight Pica, Ucy ran forward with the rest of Luffy's group towards the upper lever of the Flower Hill. [93][94]
As the group reached the first floor, they reunited with the rest of the gladiators, and fought against the Donquixote Pirates. When Ucy was targeted, Luffy became worried, but his fears were quelled by the Funk brothers, who directed Luffy into a shortcut to the top, and Ucy rushed in. The path turned out to be a flooded dead end, and the group was blocked in by Doflamingo.[95] Blocked in, Doflamingo shot Ucy causing Luffy to sink, weakening him. However, Abdullah and Jeet, learn about the shortcut being a trap, and attacked Doflamingo from behind, which was reveled to be a puppet which crumbled down soon after. Luffy then asked the two to take care of his injured friend, and proceed to take on the real Doflamingo.[96]
Baroque Works
Mr. 5
Gem stands before a trapped Luffy.
Gem, otherwise known as Mr. 5, is a former Baroque Works agent and an antagonist to Luffy during the Whiskey Peak Arc and the Little Garden Arc. Gem dislikes Luffy and looked down on him with disdain despite how much stronger Luffy is. Luffy hated Gem for what he did to the two giants he befriended on Little Garden and was annoyed by his interference with his fight against Zoro.
Along with his partner, Miss Valentine, Gem came across Luffy on Whiskey Peak as he watched him go up to his intended target, Zoro and start fighting him. He tried to interfere with their fight but was knocked out by the pair, along with Miss Valentine. He came across him again on Little Garden and worked with his colleague, Mr. 3, to defeat him, but ended up being defeated by Usopp and Zoro.
Gem is very prideful and finds it insulting that someone like Luffy would defy him. He was angry when the Straw Hat captain flew into him and proceeded to beat him up. He tried to get revenge but was effortlessly knocked out by him. When he captured Luffy under a boulder on Little Garden he was furious when Luffy spat on his shoe and mercilessly beat him whilst causing multiple explosions on the Straw Hat captain’s body with his Devil Fruit. On Whiskey Peak, he did not acknowledge Luffy's strength and was thus beaten by him quickly, his attitude changed when he was attacked by him a second time and was notably frightened of him. On Little Garden he decided, instead, to try and use roundabout means to both defeat him and capture his former colleague, Vivi. When Luffy appeared before him later, he chose to allow Mr. 3 to handle him and instead focused on Karoo and Usopp.
Luffy was not at all interested in him on Whiskey Peak, instead beating him up twice for trying to get in his way when fighting Zoro. However, he came to despise Gem for what he did to the giants on Little Garden by sabotaging their duel, giving one of the giants an illegitimate victory. He hated him even more for trying to take Vivi and for attacking his friends. He ultimately found Mr. 5 to be an uninteresting opponent, having defeated him extremely easily in their first encounter and thus had little interest in facing him again, allowing Usopp to deal with him.
Bentham

Bentham, otherwise known as 'Bon Clay', is a former agent of Baroque Works. He is one of Luffy's closest friends outside of his crew and the two get on extremely well with each other. They met during the Arabasta Arc where they were temporary enemies, and were happily reunited during the Impel Down Arc. Bon Clay adores Luffy and cherishes the friendship he shares with him, with Luffy reciprocating the sentiment. He has become a fierce comrade to Luffy and a devoted friend who is willing to make sacrifices for him, including his own life.
The pair met, incidentally, when Bon Clay grabbed onto Vivi's pet duck, Karoo, whilst being used as fishing bait, when his own ship sailed past the Going Merry. Neither he nor the Straw Hats were aware of each other's actual identities or allegiances at the time. However, Bon Clay immediately got on well with Luffy and some of the Straw Hats due to his flamboyant and upbeat characteristics perfectly fitting with Luffy's own personality. Eventually, Bon Clay's crew came back to recover their captain and he gave an emotional farewell to Luffy, along with Usopp and Chopper, leaving them in tears. The Straw Hats manage to overhear his crew call him by his Baroque Works code name, Mr. 2, as they set sail, shocking them all. Bon Clay only discovered later that he had met the Straw Hats, and he eventually was forced to fight them. He lost his fight against Sanji, but was able to recover and slip away before the Marines arrived.
Following his defeat he began a trend of helping Luffy and his crew escape danger and aid the Straw Hat captain as much as possible. He helped to hide their ship from the Marines so it could not be captured whilst in Arabasta. In order to fulfill his desire to save Luffy and the Straw Hats, he chose to sacrifice his own freedom, and potentially his life, by sailing straight for the Marines whilst posing as members of the Straw Hats. He held them off and went toe to toe with Hina whilst Luffy and his crew escaped. This act brought strong emotions and tears to Luffy as he promised he would never forget him, despite having been his enemy not so long ago. After reuniting with Luffy in Impel Down he worked with him to reach the bottom of the prison to save his brother, Ace. Despite reluctantly abandoning Luffy during his fight with Magellan, he returned to save him and tried to carry Luffy to his fellow Okama, Emporio Ivankov, ultimately succeeding. Whilst escaping Impel Down he posed as Magellan in order to open the Gates of Justice for Luffy to escape, but once more had to sacrifice his own freedom and leave himself at the mercy of the real Magellan. He cried heavily when saying his goodbye to Luffy, telling him to go and save his brother.
Bon Clay is a strong believer of the way of the 'Okama', that prioritizes friendship above all else. This line of thinking strongly resonates with Luffy's own thinking and ideals of friendship. This was Bon Clay's reasoning when he choose to aid the Straw Hats in Arabasta, and made it apparent to them that he only fought them as a pawn of Crocodile, and that once he had been defeated he could choose to do as he pleases, thus deciding to ally with Luffy and the Straw Hats because he viewed them as his friends. This was also why he went to such great lengths to retrieve Luffy, having to fight in the freezing cold against wolves just to reach him, and again when trying to take him to Ivankov.
In turn, Luffy sees Bon Clay as a close friend and an incredible ally. He acknowledges everything he has done for him and feels guilty for not being able to return the favor. He was able to save him at one point when he unintentionally unleashes his Haoshoku Haki to knock out a pack of wolves, shouting at them to leave his friend alone. He later begged Ivankov to save Bon Clay's life instead of his own. Luffy was guilt stricken when, once again, Bon Clay is responsible for ensuring his safety and helping his makeshift crew of criminals successfully escape Impel Down, the two tearfully say their goodbyes over a Baby Den Den Mushi, and Luffy promises to never forget him.
Galley-La
Iceburg
Luffy meets Iceburg on Water 7.
Iceburg is the Mayor of Water 7 and the President of the Galley-La Company. He is an ally during the Water 7 and Enies Lobby Arcs, despite having briefly been under the impression that Luffy was his enemy. The two generally get on well and are both relaxed in one another’s company. Luffy respects Iceburg and acknowledges him as a talented Shipwright but has questioned his habit of forgoing his responsibilities as mayor. Iceburg was very welcoming to Luffy, despite him being a pirate, and chose to aid him and his crew in their quest to save Nico Robin.
The two met in Water 7 when Luffy was directed by Kokoro to find Iceburg as they wished to try and fix their ship, the Going Merry. However, he was instead recommended to buy a new ship by the Mayor as the damage done to the Going Merry was irreparable. Later, Iceburg was shot by CP9 and the Straw Hats were immediately blamed as it was revealed that Robin was the shooter, who had forcibly been taken by CP9 earlier. It was eventually clarified what was going on with Robin, and Iceburg understood that Luffy and his crew played no role in his assassination attempt. Whilst Luffy and his crew left to rescue Robin at Enies Lobby, Iceburg was compelled to repair the Going Merry that would then rescue Luffy and his crew at Enies Lobby, and later helped build the Straw Hat’s new ship, the Thousand Sunny.
Iceburg was very welcoming to Luffy and his crew, and even took it upon himself to give them a tour of Galley-La Headquarters when they came to visit. He was somewhat sympathetic for him at the news that his ship is no longer repairable but advised him to try and buy a new ship whilst they’re in Water 7. When he believed Luffy and his crew were his enemies he still maintained some level of indulgence with Luffy as he did try to talk to the Straw Hat captain about finding Nico Robin and to clarify if he was involved in his assassination attempt. Nonetheless, he found Luffy to be irritating and harshly criticized him as captain for being in denial about the condition of the Going Merry. He also talks down to Luffy from time to time, especially when he came to view him and his crew as enemies. At one point he shot at Luffy when he falsely believed he and his crew were involved in the attempt on his life. Once it was revealed who was truly behind his assassination attempt he became an ally to Luffy and made sure that another train was available for him and his crew to use so they could get to Enies Lobby in order to save Robin, and even allowed his subordinate, Paulie, to go with them. Iceburg played a vital role in Luffy and his crew’s escape from Enies Lobby as he was the one that repaired the Going Merry so it could survive traveling to Enies Lobby in order to rescue the crew and return them to Water 7. He also worked alongside his old friend, Franky, to build the Thousand Sunny for Luffy and his crew. He also wished to see Franky join the Straw Hats and was very happy when he decided to do so.
Luffy found Iceburg to be odd, and at one point said he was irresponsible due to his habit of forgoing his duties as mayor. Nonetheless, he was very impressed with the tour he was given by Iceburg and eventually trusted his recommendation to buy a new ship after hearing the news that the Going Merry cannot be repaired. He was annoyed when he and his crew were falsely accused of the attempted assassination of Iceburg and desperately wished to reach the mayor to clarify that they are innocent and for information on Robin. Luffy valued the help Iceburg provided, he was grateful when Iceburg told him that he was free to take one of his shipwrights from Galley-La to be a pirate on his crew and was thankful for the help he and his company provided in getting them to Enies Lobby and acknowledged his abilities as a shipwright as he begged him to try and fix the Going Merry. Luffy was also thankful for the new ship he and Franky built for them.
Paulie
Luffy and Paulie afer getting captured.
Paulie is a Dock One foreman on Water 7 and vice president of Galley-La Company. He is an ally, and a brief antagonist, to Luffy and his crew during the Water 7 and Enies Lobby Arcs. He gets on well with Luffy and respects him as a fighter, appreciating his determination and loyalty for his friends. Luffy likes Paulie and reciprocates the respect from him, acknowledging his determination to protect and avenge Iceburg. He is grateful for the aid he provided in rescuing Nico Robin from Enies Lobby.
The two first met on Water 7 when Paulie stole Luffy’s money to try and pay off some gambling debts, but was stopped by his colleague and, unbeknownst to him at the time, undercover CP9 agent, Rob Lucci. Despite this rocky start he became friendly and explained to Luffy why it is the Going Merry cannot be repaired. After Iceburg’s attempted assassination by CP9, with Robin being involved against her will, Paulie believed that Luffy and his crew had tried to kill Iceburg and briefly fought the Straw Hat captain, but he managed to escape. Once it was cleared up about what had actually happened he decided to go with Luffy and his crew to Enies Lobby to get revenge on the people that betrayed him and Iceburg. Once they succeeded they returned to Water 7 and he helped build the Thousand Sunny for the Straw Hats.
Paulie came to respect Luffy despite their problematic first impression when he tried to steal his money. Nonetheless, he was very hostile towards him when he believed he was involved with Iceburg’s assassination attempt, as he attacked the Straw Hat captain when he next saw him and pursued him again later. He has aided Luffy numerous times, such as when they first met and he had him and Nami hide from representatives of the World Government as he knew they were pirates. When Usopp had been kidnapped by members of the Franky Family he informed Luffy and Nami of where to find their house, however, Luffy had already ran off.
He has come to care for Luffy and his crew, as when Aqua Laguna arrived he risked his life in order to save Luffy and his friends. He was also more than prepared to fight Luffy to prevent him sailing out after Robin as the seas were too dangerous and he would die. He formed an alliance with Luffy, alongside the Franky Family, to work together in order to bring down CP9 and rescue Robin and Franky. He has come to respect Luffy, and when it was made clear to him that he was innocent he apologized to the Straw Hat captain for believing he was guilty. He acknowledged Luffy’s strength and requested Luffy to fight alongside him to save Iceburg. Paulie also finds Luffy’s upfront personality shocking, as he was stunned when he nonchalantly asked Iceburg to join his pirate crew. He was left both angry and aghast when Luffy decided to storm Enies Lobby on his own despite having just explained his plan to everyone.
Luffy got on with Paulie well when he first met him in spite of his attempt to steal his money, even chastising Lucci’s pigeon, Hattori, for ordering Lucci to attack him. He listened to Paulie’s advise to hide when representatives of the World Government came to visit Galley-La and appreciated his help when saving him from Aqua Laguna. Whilst on their way to Enies Lobby he decided to form an alliance with him and the Franky Family to take down CP9. He also finds him bizarre due to his obsessiveness with modesty, calling him a freak for criticizing Nami’s outfit. He also appears to be aware of Paulie’s grubby nature as when he and Nami realized that their money was missing their initial suspect was Paulie.
He also respects Paulie and made a personal promise to him that he would defeat the guys who tried to assassinate Iceburg. When Paulie, along with the rest of Galley-La, attacked him he refused to fight them, instead wanting to know why they were ganging up on him and tried to explain to them how they were not involved in Iceburg’s assassination attempt. When he found Paulie injured he asked him if he was okay and tried to rescue him, but was himself captured. He then accepted his apology for thinking he was involved with Iceburg’s assassination attempt. Luffy was worried for Paulie when he was attacked by Lucci and saved him twice before the CP9 agent could land a deadly blow. Despite his respect, he was more than prepared to fight Paulie when he refused to give him a ship to go after Robin but was stopped by Kokoro.
Rosy Life Riders

The Rosy Life Riders, led by Duval, who were formerly known as the Flying Fish Riders, are a former kidnapping gang turned allies of Luffy and his crew having briefly been enemies with him. The group were initially hostile towards Luffy as he tried to save Hatchan from them, but became their allies, after what Sanji did for Duval, and helped him out throughout the Sabaody Archipelago arc. Luffy appreciated their aid throughout their time on Sabaody and for protecting the Thousand Sunny for two years.
On his way to Sabaody before entering the New World, Luffy came across Camie, a mermaid, who he quickly befriended. Discovering that her friend was in danger, he agreed to aid her in saving him from the Flying Fish Riders. Upon arrival, Luffy discovered her friend was Hatchan, an enemy and former member of the Arlong Pirates, who he refused to save until Nami said she was fine with it. Luffy then fought the Flying Fish Riders, easily beating them all and taming their leader’s pet cow, Motobaro. Having been redeemed and appreciative of Sanji fixing Duval's face, they helped the Straw Hats find Camie after she was kidnapped on Sabaody. After Luffy and his crew are scattered by Bartholomew Kuma, they spent the next two years protecting their ship until they returned.
The group are extremely loyal to their leader, Duval, and thus their animosity and friendliness to Luffy hinges on him. Due to Duval’s hatred for Sanji, one of Luffy’s crew mates, he was very hostile towards them. However, once Sanji rearranged his face, so he now looked different to Sanji’s wanted poster, Duval became friendlier with Luffy and thus the rest of the Flying Fish Riders followed suit. They were more than happy to help Luffy and his crew on Sabaody by finding, retrieving, and delivering the Straw Hats, who were scattered across Sabaody, to the Human Auctioning House where Camie was being held captive. After completing this task, they all promised to help Luffy and his crew should they need it again. Their commitment to the Straw Hats is so great, they spent the next two years protecting their ship, despite not knowing if they would actually return or not.
Luffy did not hold any particular animosity towards the Flying Fish Riders, despite being a slave trade group, and was more than willing to let Hatchan be sent into slavery despite his promise to Camie, only relenting after Nami said she was fine with saving him. He was amazed by their flying fishes and attempted to ride one but ended up falling into the water and had to be saved by Nami. Despite the setback, he and his crew were able to comfortably defeat the Flying Fish Riders. When Camie was kidnapped, Luffy was relieved to see a member of the Flying Fish Riders had come to pick him up in order to take him to her location and was grateful when he succeeded in getting him there, though he did complain about the crash landing. After escaping the Human Auctioning House, Luffy thanked The Flying Fish Riders for their aid before they left.
Revolutionary Army
Emporio Ivankov
Luffy and Ivankov inside Impel Down.
Ivankov is a commander in the Revolutionary Army and the Queen of Kamabakka Kingdom. He becomes a crucial ally to Luffy when escaping Impel Down and during the Summit War of Marineford. The two share a deep respect and admiration for each other that was forged in the heat of battle. Ivankov offered support to Luffy during his fights and while he was running across the battlefield. They did not get to say their goodbyes due to Luffy having fallen unconscious but left each other on very good terms.
Luffy first met Ivankov in Impel Down after he was poisoned by Magellan and was in need of saving. He made a strong impression on Ivankov by begging him to save his friend, Bon Clay, over himself. This touched Ivankov and he chose to use his Devil Fruit abilities to save both Bon Clay and Luffy. Ivankov was stunned to see how quickly he was able to recover from the effects of the poison after administrating his healing hormones to him, having originally estimated 48 hours, but Luffy had recovered in 20 hours. Originally, Ivankov did not intend to help Luffy, as he wanted to bide his time before trying to escape. He revealed to Luffy that he is a commander of the Revolutionary Army and serves directly under Monkey D. Dragon. It was here that Luffy, nonchalantly, responded that Dragon was his father, which left Ivankov in utter disbelief. After this revelation, he decided to immediately aid Luffy in his quest to save his brother, Ace.
From then on, Ivankov became a reliable ally for Luffy and played a key role in the escape from Impel Down. Ivankov did his best to protect him as much as he could, citing his obligation to Dragon, but also out of admiration for Luffy himself, who Ivankov had remarked, a few times, has the same presence as Dragon. He originally helped Luffy under the false impression that Ace was also Dragon's son but still chose to aid Luffy when he found out that was not the case. He helped Luffy avoid the attacks of the Admirals, held off Bartholomew Kuma, and tried to protect Luffy from Admiral Akainu's wrath. He also had his right hand man, Inazuma, build a bridge leading directly to the platform Ace was on.
He is constantly amazed by Luffy's determination and fearless attitude, such as when Luffy begged him to give him another dose of tension hormones so he could continue fighting, despite the severe repercussions. He was left completely shocked when Luffy talked back to Whitebeard and tried to tell him to shush. When Luffy challenged him to see who could save Ace first he could not believe he was competing with Whitebeard. Ivankov was also left astounded when Luffy unintentionally used Haoshoku Haki to prevent the executioners from killing Ace. Ivankov also has high praise for Luffy's character, seeing him as a good hearted boy and rationalized that Luffy must be telling the truth about Dragon being his father as he does not seem to be the type to lie.
Luffy is grateful for Ivankov and sees him as, not just an ally, but a dear friend. He did not get a chance to say goodbye to him due to being passed out from the shock of Ace's death, and by the time he came about, Ivankov had left. He was thankful for having not just saved his life, but Bon Clay's too. Luffy also greatly appreciated the effort Ivankov put in for him throughout the Summit War of Marineford. He wondered how he is doing after he heard Jean Ango mention his intention to recapture all the escaped inmates of Impel Down.
After the war is finished, Ivankov lamented the suffering Luffy had to endure, but complimented him on his strength and will power. He keeps tabs on all of Luffy’s activities since he met him, and he is impressed by his feats in Totto Land and his growing reputation, simply remarking that he truly is his father's son. He hopes to be able to meet Luffy again some day.
Inazuma
Inazuma creates a bridge for Luffy to reach Ace.
After Luffy was transferred to Level 5 of Impel Down, Inazuma roamed the forest of Level 5 of and witnessed Luffy and Mr. 2's bloody encounter with some wolves. After witnessing the encounter and Luffy's use of Haki, Inazuma took them before Ivankov.[97][98]
When Luffy came out of his treatment, the young pirate accidentally revealed that he is the son of their leader, Monkey D. Dragon and Iva assumed that the soon-to-be executed Portgas D. Ace was also the son of Dragon. Because of this misunderstanding, they both decided the time to escape from Impel Down had arrived, and decided to assist Luffy in rescuing Ace from Level 6.[99]
Near the end of the Summit War of Marineford, he used his Devil Fruit powers to create a walkway to Ace's Execution platform for Luffy. He allowed Luffy to pass and stayed behind with Ivankov to fend off anyone who tried to approach the passage.[100]
Underworld
The Underworld share a collective animosity towards Luffy for all the chaos he has caused that has frustrated their black markets. Luffy came into direct conflict with the Underworld through Caesar Clown by disrupting his live broadcast showing his newest product, Shinokuni, that they were planning to bid on, and then subsequently defeating and capturing Caesar. They eventually reached their breaking point when Luffy defeated Doflamingo who was one of the Underworld’s biggest members. This led to an alliance being formed with the specific goal of taking down Luffy, but they were swiftly defeated by Admiral Fujitora as a favor to the Straw Hat captain.
Even after Caesar warned Luffy that he will make a lot of influential and powerful people angry, he retorted that he has been fighting people like that since coming to the Grand Line.
Caesar Clown
Luffy became Caesar Clown's enemy after arriving at Punk Hazard. He initially thought that Caesar might be a nice person, but this changed when he was informed of his cruelty by Momonosuke and discovered that he was experimenting gigantification on children through the use of highly addictive drugs, putting their lives at risk, something Luffy found completely abhorrent.[101] He was further angered at Caesar for trying to kill Brownbeard despite the latter's sincere loyalty. Luffy eventually defeated and captured the mad scientist.
For a while, Caesar was held captive by the Straw Hats under Law’s request, as he was the one behind the production of SMILEs and thus they could not afford to let him go. Luffy regularly treated him with disdain and disregard for the most part, not caring about him or his well-being. Luffy had totally forgotten about him until he was told that Jack, of the Beasts Pirates, used Caesar’s poison gas on the minks. Caesar was captured and taken away from the Straw Hats by Capone Bege and the Big Mom Pirates when they arrived on Zou to take Sanji. Later, when Bege and Luffy were discussing an alliance, Caesar attempted to disguise himself from his former captors, but failed to do so. Luffy was not pleased with Caesar’s presence and almost attacked him.[102]
Despite their strong dislike for each other, Caesar proved to be a helpful ally during the events of the Whole Cake Island Arc as he helped both Luffy and Bege's crews escape the Whole Cake Chateau. When Bege gave Caesar his heart back, Caesar quickly fled, happy to be away from them all. While Luffy and the Straw Hats did not agree with letting him go and even talked about crushing his heart, they nonetheless moved forward with their own escape from Totto Land.[103]
Germa Kingdom
Vinsmoke Reiju
Reiju helps Luffy by extracting poison out of him.
Vinsmoke Reiju is a princess of the Germa Kingdom and a commander of Germa 66. She is an ally to Luffy and the Sanji Retrieval Team throughout the Whole Cake Island arc. Unlike the rest of her family, she likes Luffy and gets on well with him. She finds his determination for her younger brother, Sanji, endearing, and is extremely thankful for what he has given him. She finds his personality likable, often smiling at him for the things he says. Luffy respects Reiju and appreciates her aid whilst trying to get Sanji back, as well for saving his life when he was poisoned.
Luffy first met Vinsmoke Reiju when the Sanji Retrieval Team encountered Germa 66 just after entering Big Mom's territory. During that meeting, Luffy was slowly dying from the effects of consuming the Armored Stonefish's poisonous skin. Reiju chose to save Luffy's life and sucked the poison out of his body, seeing it as her way of thanking him and the Straw Hat Pirates for what they have done for Sanji.[104] They later meet again inside the Whole Cake Chateau, after Reiju hid Luffy from Big Mom's guards in her room. She informed Luffy that Sanji already knew of Pudding's plan to kill him during the Tea Party/wedding ceremony, leading a relieved Luffy to thank Reiju before exiting the chateau.[105] He later came to her aid twice by forcing Big Mom to shriek loud enough to stop the Big Mom Pirates executing her and her family[106][107], and again when Big Mom tried to attack her.[108] At Cacao Island, Reiju returned the favor with her siblings and aided Luffy and Sanji whilst they escaped, holding off the army assembled by Oven.[109]
During their brief encounters, Reiju has been shown silently admiring Luffy's loyalty to her younger brother and has shown to be extremely grateful to him for giving Sanji a family, something her family failed to do. After she saved his life, Luffy thanked her but immediately demanded that she return Sanji, causing her to smile. She also smiled after seeing Luffy and Nami on Whole Cake Island, pleased they have made it this far in order to rescue Sanji. She was visibly saddened after witnessing Sanji being forced to attack Luffy in order to try and discourage him from following them.[110] She also offered Luffy food after hearing his stomach grumbling, but smiled when he turned her offer down because of his promise to only ever eat Sanji's food again. In a private conversation between herself and Sanji, she urged him to flee Whole Cake Island with Luffy and his crew, warning him that he would never meet such friends again in his life.[111]
Out of all the members of Germa 66, Reiju is the one Luffy gets along with best and has developed the most friendly relationship with. He sees her as a helpful ally and a kind person and is grateful to her for saving his life when he was poisoned from eating the Armored Stonefish. He was even more grateful for her constant aid in helping him retrieve Sanji. After Sanji reunited with Luffy, he told him of his desire to save the rest of his family. Luffy agreed to help, citing in part the fact that Reiju had previously saved his life.[112]
Vinsmoke Judge
Vinsmoke Judge comes to Luffy and Sanji's aid as they are being attacked by Big Mom.
Vinsmoke Judge is the king of the Germa Kingdom, the patriarch of the Vinsmoke Family and the commander of Germa 66. He is an antagonist to Luffy and his crew during the Whole Cake Island Arc but became allies following Big Mom's betrayal. He looks down on Luffy and his crew, and loathes the relationship he has with his son, Sanji, finding the Straw Hat captain’s constant interference with Sanji’s wedding infuriating. Luffy has little respect for Vinsmoke Judge but is mostly apathetic towards him as, despite clearly not liking Sanji’s father, happily said goodbye to him before escaping Totto Land.
The two did not meet until Luffy had managed to catch up to his carriage that was carrying Sanji and the rest of his children. Judge watched with disgust as Luffy tried to convince Sanji to return to his crew and was satisfied when Sanji refused and attacked his captain, whilst also getting slapped by Nami, believing that he had severed his ties to Luffy. He encountered Luffy again when he crashed the wedding between Charlotte Pudding and his son and was furious with his actions, but soon worked alongside Luffy once it was made apparent to him that Big Mom intended to assassinate him and his family. He once more aided the Straw Hats as they escaped Totto Land, seeing Luffy and Sanji off with a irritated expression.
Judge had heard of Luffy before he met him, due to his great infamy in the world. He holds little respect for him and finds him to be a disreputable being, dominantly due to his royal status. He was happy to see Luffy beaten to a pulp by Sanji and was pleased that his son had apparently no interest in returning to him. Judge is easily angered by Luffy, as he was infuriated when he attempted to convince Sanji to return to his crew and was enraged when he crashed the wedding. When he saw Luffy and his crew off from Totto Land he was angered when Luffy did not answer his question about why he would go to such great lengths for someone like Sanji. He finds Luffy’s determination for his son completely perplexing, due to his very cruel and low opinion of Sanji, and barraged Luffy with lists of reasons why he is worthless.
Despite his great disdain for Luffy, he was more than willing to work alongside him and his crew in order to try and defeat Big Mom. He allowed his children to aid his crew, and at one point they rescued both him and Sanji when they were being pursued by Big Mom, and again when they were on Cacao Island. He also aided their escape with his ship. Although having been saved by Luffy and his crew, he showed no gratitude despite being distraught at the prospect of dying and his family name ending. By the end of the Whole Cake Island arc it is apparent he still views Luffy and his crew as enemies.
Though there was rarely any interaction with him, Luffy does not have a positive view of Judge, as he was furious to hear that he threatened to have Zeff, and everybody else at the Baratie, assassinated in order to force Sanji to leave his crew and complete a political marriage. However, through his friendship with Sanji, and his gratitude and friendship with Judge's daughter, Reiju, he agreed to Sanji’s request to save his family. He was happy to see Sanji refute him as his father and ultimately convince him to never approach Sanji, his crew, or his family at the Baratie, again. As he sailed out of Totto Land, he heard Judge ask him why he would want to help someone as worthless as Sanji, listing all his supposed faults, but he shrugged him off and simply said goodbye, whilst humorously questioning why he listed all the good things about Sanji. He seemed ultimately grateful for the aid he provided in his, and his crew’s, escape.
