The Twenty Kingdoms are kingdoms that fought against the Ancient Kingdom, so to include the Ancient Kingdom in the list, you are saying the Ancient Kingdom fought itself? Anyway I wrote a draft in the World Government page

Because there's not enough content to fill a page. And all the information that would be on that page also needs to be on World Government as well. I agree. All I can see this page having is the same information that's already on a bunch of other pages and we don't need to do that. Besides that, we'd have very little to go on.
