Sukiyaki appeared to be a fair ruler, as he was willing to even exile his own son Oden for his violence; Shimotsuki Yasuie believed this was simply Sukiyaki's tough love for his son. He also seemed to appreciate order, although he was not bold enough to attempt restoring order to Kuri due to how violent it was, but he rewarded his son for his efforts.

As shogun of Wano, Sukiyaki had full control over the country until his rule ended. He was capable of bestowing positions of authority onto others, as shown when he made his son Oden the daimyo of Kuri.
Sukiyaki ruled over Wano Country as its shogun over 20 years ago. His son, Kozuki Oden, was exiled from the Flower Capital after repeatedly getting into violent fights. However, when Oden restored order to the lawless region of Kuri, Sukiyaki bestowed him the title of daimyo for his achievement and out of gratitude.
