The main members of Luffy's family on a newspaper.

Luffy's known family members consists of some of the most powerful and infamous people in the world. His grandfather is a famous Marine hero and his father is the world's most wanted man. In his childhood, Luffy befriended two boys who became his sworn brothers.

Monkey D. Dragon

For years, Luffy was unaware that he had parents as he was raised solely by his grandfather. When Garp visited him, he informed Luffy that Dragon the Revolutionary is his father. Luffy was ignorant of his father's reputation until Robin informed him that his father is currently the most wanted criminal in the world. The two have yet to talk to each other and their only meeting was when Dragon rescued Luffy from being captured by Smoker in Loguetown. Dragon apparently cares for his son's life because he saved him in Loguetown. Dragon seems to expect great things from Luffy, much like his grandfather. However, unlike Garp, Dragon seems to be in favor of Luffy's decision to become a pirate. It has not been mentioned about how Luffy feels toward Dragon and his ideals, but he is fine with people knowing that he is Dragon's son while acknowledging the revolutionary as his father.

When his connection to Dragon was made worldwide at Marineford, Luffy was unfazed by it but because of his family ties, he has been marked as a deadly element of the future.

On the way to Whole Cake Island, Luffy was able to see his father's face clearly for the first time in his life while reading a newspaper. Though comically surprised, Luffy casually remarked that Dragon does not look like him before admitting to being more worried about Sabo than his father after hearing about the Blackbeard Pirates' attack on the Revolutionary Army's base.

Portgas D. Ace

"Fire-Fist" Ace was one of Luffy's sworn brothers along with Sabo. The two were not related by blood and Luffy is aware that Ace's father was Gol D. Roger. When they first met, Ace was initially hostile to Luffy, even spitting at him before they were introduced to each other. Though Ace was aloof towards him, Luffy constantly tried to make Ace his friend, following him everywhere and trying to make up. Eventually, after learning that Luffy was also alone after saving him from Porchemy, Ace finally befriended Luffy.

They grew up together and fought every day, with Ace always winning even though Luffy had eaten a Devil Fruit. Luffy displayed no grudge against Ace for always winning, but proclaimed during the war in Marineford that he will eventually surpass Ace one day. Ace originally had little faith in Luffy's abilities until he saw Luffy use Haoshoku Haki and was amazed by his brother's potential.

Ace was protective of Luffy from Garp's harsh training and treatment even going as far as to insult Garp to stop hurting Luffy. As for Luffy, this protective streak is reciprocated, leading to him embarking on a rescue mission to save Ace from Impel Down after hearing of Ace's capture and subsequent imprisonment there. While they are extremely loving brothers to each other, Luffy always made Ace angry and worried by doing reckless things. As such, Ace readily believed Boa Hancock when she told him that Luffy had broken into the prison. Even near his death, Ace grew angry with Luffy's reckless infiltration of Impel Down, while the endangered Luffy was worried about Ace's safety as well.

Luffy's devotion and love for his brother were shown to the extremes when he fought at the war at Marineford, stating that he would save Ace even if it kills him. Though many were heartbroken when Ace died, none took it harder than Luffy, who was so devastated that he suffered a mental collapse and became unresponsive to his surroundings, and would have been killed by Akainu if others had not defended him. When Luffy woke up, all he could do was scream in agony and cry and wish it was all a nightmare, and that he would wake up soon. The loss of his brother also had a crucial impact on Luffy, leading him to think that he was not worthy of becoming the Pirate King for the first time in his life. He only came out of his depression after Jinbe made him realize that Ace had entrusted Luffy's safety to his crew. After the two year timeskip, Luffy has fully gotten over his grief as he was able to talk about Ace's death freely, although his hatred for the man who killed his brother apparently still remains. Nonetheless, Luffy accepts Ace's fate, but also finds comfort in the fact that Ace truly believed he could become the Pirate King. Donquixote Doflamingo would later take possession of Ace's Mera Mera no Mi, which he used to lure Luffy to him, knowing that Luffy would never allow anyone to gain the powers that once belonged to his beloved brother. During the tournament for Ace's Devil Fruit, Luffy has shown that he does not like it when Ace's death is made fun of. When Don Chinjao said that it was a wise move of the Marines to execute Ace, this angered Luffy to the point that he struck Chinjao with a Gomu Gomu no Thor Elephant Gun.

Monkey D. Garp

Though the two of them get along fine, Luffy is terrified of his grandfather Garp due to the extreme training Garp put him through in his younger years to make him a strong Marine, as well as Garp's tendency to punch Luffy to discipline him.

During the Post-Enies Lobby Arc, Luffy was shocked to see Garp again and told his crew not to fight him. Garp had high expectations for Luffy, but was dismayed that Luffy did not share his plans for the future. Luffy was also ignorant of his grandfather's reputation until his crew informed him that his grandfather once fought the Pirate King Gol D. Roger. Despite their rough meeting, Garp and Luffy showed that they can be civil with each other and the latter even told Luffy about his father.

However, Garp respects Luffy as a great person, even if he is a pirate and is proud of Luffy's strength. Garp is familiar with Luffy's personality, saying that Luffy is not the type of person to brag about defeating someone, arguing that Kuma did not need to kill Luffy to keep Moria's defeat a secret.

When Luffy entered the Battle of Marineford, Garp looked shocked and horrified at the sight of his grandson entering the fearsome battle. Later, as the battle raged on, Garp merely looked resigned as his grandson furiously made his way to the execution platform. Garp was not too surprised to see Luffy use Haoshoku Haki even stating he inherited it after all. When Luffy came close to the platform, Garp stood in his way in the name of his Marine duties. Luffy was hesitant to go through with attacking his grandfather and told him to move but saw no other choice.

However, in the end, Garp chose family over his duties as he allowed Luffy to hit him and reach the execution platform to save Ace.

After the timeskip, Luffy has not seen his grandfather but did show eagerness to see him after Chinjao mentioned him.

Curly Dadan

The mountain bandit, Curly Dadan, is Luffy and Ace's foster mother. She had been blackmailed by Garp into taking care of him, and she did not seem pleased with having Luffy as her surrogate son due to being already occupied with the troublesome Ace. Luffy, in turn, did not seem to like the Dadan Family anymore than they liked him due to his run-in with the bandit Higuma. However, as time passed, they came to care for each other, with Dadan coming in to save Luffy from Bluejam, and Luffy worrying for Dadan's safety. Before leaving her, Luffy annoyed her by saying that he hates bandits but makes her cry tears of joy when he states that he likes her.

After the death of Ace, Dadan was deeply concerned with how Luffy must be grieving but swore to keep cheering him on. After Luffy's return from his two-year absence, Dadan and her fellow bandits were overjoyed and they were proud of him after he defeated Doflamingo.

Sabo

Overjoyed by the revelation that his brother was alive after 12 years of thinking he was dead, Luffy tearfully clings to Sabo.

Like Ace, Sabo was initially annoyed with Luffy when they first met. At first, Sabo wanted to kill Luffy for discovering his and Ace's plans. However, when Luffy refused to give away the location of Ace and Sabo's treasure to Porchemy, Sabo and Ace rescued and befriended him. Like with Ace, Luffy is very close to Sabo, who had a tendency to defend or save Luffy when they were hunting together.

Sabo, Luffy, and Ace shared a drink, making them official brothers and establishing the deep bond between the three. According to Luffy, Sabo was a nicer brother to him than Ace. When Sabo's father came to take him back, Sabo willingly returned with him so that Luffy and Ace would be safe from the hired pirate Bluejam. When Sabo's apparent death was reported by Dogra, Luffy grieved by crying all night until he fell asleep. Luffy only snapped out of this sorrowful moment when Ace told him to live proudly, as Sabo wanted. Sabo's supposed death was also one of the main motivations for Luffy to become stronger.

When Sabo and Luffy were reunited after twelve whole years, Luffy did not recognize him at first and even challenged him after hearing he would not let him have Ace's Mera Mera no Mi. However, he reacted in shock upon realizing the latter's identity. Luffy quickly embraced Sabo while crying joyfully after finding out his remaining brother was alive and well. Sabo thanked Luffy for surviving the Battle of Marineford and asked for permission to eat the Mera Mera no Mi which Luffy unhesitatingly allowed. When Jesus Burgess attempted to kill Luffy, Sabo quickly intercepted him and Luffy was happy to see his brother again even more so after seeing that Sabo inherited Ace's power. When Sabo was preparing to leave Dressrosa, he left Luffy a Vivre Card and entrusted Luffy's safety to the Straw Hats similar to what Ace once did in the past.

After learning about the Blackbeard Pirates' attack on the Revolutionary Army's base, Luffy expressed worry for Sabo's safety and only calmed down when Pedro mentioned the possibility of Sabo being okay due to there being no mention of him being killed or captured.

Straw Hat Pirates

Luffy and his crew like a big family.

Because he is the captain and recruited all the crew mates personally, Luffy cares tremendously for his crew. As far as captaincy is concerned, Luffy sees his other crew mates as equals in contrast to other pirate captains, who mostly sees theirs as subordinate underlings. His crew mostly calls him by name, rather than with an honorific or "Captain". In fact, Luffy is the only one that is generally beaten up and ordered around on the ship. Nami never hesitates to give Luffy a beating for his idiocy (albeit, in comedic fashion). This is something of a contrast between him and his grandfather's way of commanding a group. While Garp responds by mercilessly beating up his subordinates for showing him disrespect and to keep them in line, Luffy lets their disrespect slide. Luffy only pulls rank when he wants to go "adventuring" despite what his crew thinks, such as the time he wanted to go to Skypiea and following the swaying needle to the New World, or making the more important decisions such as giving up on the Going Merry.

Much like Shanks, Luffy is the kind of benevolent pirate captain who does not seek to actively harm others unless they give him and his crew (or anyone he cares about) a very good reason to. However, during the Jaya arc he was willing to start a fight with Blackbeard over a difference in opinion on pie. As the Straw Hat Captain, Luffy has utmost faith in his crew. In fact, after the timeskip, Luffy's trust grew even more as shown when he overheard that his crew were being apprehended by the Ryugu Kingdom's guards, he did not seem perturbed at all, and was confident that his friends could take care of themselves. This is seen once more when he accepts Law's proposal for an alliance. When his crew confronts him about it, he claims that even if Law is untrustworthy, he is not worried because of the faith he has in his crew and the training they put in during the time-skip, eliciting a shock from them before reacting positively to his praise. Luffy also has the rare ability to cheer up just about anyone with his idiotic antics, even pulling a smile every now and then from the serious Zoro and Robin.

While often frustrated at Luffy's immature and impulsive nature, his crew trust him unconditionally. They also show great concern for him when he is put in life-threatening situations. Their loyalty was high to the point where all of them refused to hand him over to Bartholomew Kuma, even though the latter promised to spare their lives just for the captain's life. It can be said that Luffy has both greatly impacted and changed the lives of each of his crew members and is typically the one cited as having revived each of their dreams.

During his battle with Lucci, Luffy kept fighting him despite the danger his crew was in (courtesy of Lucci flooding the tunnel). Luffy knew that if he let Lucci get away, he would kill all of his crew. This focus caused Lucci to compliment him on his leadership skills.

Though all of Luffy's crew try to look out for him (especially at the requests of Luffy's older brothers Ace and Sabo), Luffy's reckless and carefree attitude might cause a crew member to wonder why they followed such a crazy captain on numerous occasions. However, by the end of the day (or adventure), none of them truly regret following him and generally enjoy being in the crew. He likes to make fun of others' imperfections and character traits, such as Zoro's bad sense of direction (though he is barely better). Luffy also likes to comically imitate his crew members, and sometimes even himself; despite nearly dying from being frozen by Aokiji, he covered himself in flour and hopped while frozen in a pose to imitate the experience.

His level of trust and friendship with his crew is so high that he would even offer them a chance to eat the Mera Mera no Mi, which once belonged to his beloved foster brother, while the thought of it ending up with some stranger was unbearable.

Luffy has a very bizarre relationship with his signature Straw Hat, which was given to him by Shanks on the condition that he takes care of it, never loses it, and only returns it when he becomes better than Shanks. The hat cements Luffy's promise to become the Pirate King and has been with him for over ten years. Subsequently, it has been repaired several times (mostly by Nami). In the beginning of the series, Luffy let people hold the hat during battle for fear of losing it, and whoever held it was considered to have his highest trust and respect. He has only entrusted it to Zoro when entering the Grand Line, Usopp during the Davy Back Fight, and to Nami during the Arlong Park, Drum Island, Jaya, and Skypiea Arcs. A string was later added so that he could keep his hat on without losing it.

The straw hat became an identifying marker for him by his enemies, to the point where his nickname became "Straw Hat Luffy" and his crew the "Straw Hat Pirates". Luffy is almost never seen without it, even when sleeping or fighting. He is very protective of the hat that he is willing to hurt anyone who tries to damage it.

Roronoa Zoro

The first crew mate to join the Straw Hat Pirates was Zoro, a bounty hunter who decided to serve under Luffy as a pirate after he saved his life from a dishonorable death at the hands of a corrupt Marine, but vowed if Luffy ever got in the way of his ambition, he will kill him. Later in the series, they have developed a very close bond which is underlined by their tremendous amount of trust and respect for one another, to the point where Zoro is willing to die for Luffy's dream to become Pirate King and sacrifice his own dream of becoming the world's greatest swordsman. Though, he still hints at Luffy needing to uphold his duties and capabilities as captain, such as when he jokes that if Luffy were not at least able to defeat at least half of the New Fish-Man Pirates, he would have to step down as captain of the crew.

Luffy and Zoro are known to occasionally mock each other; Luffy will laugh heartily whenever Zoro gets lost or does something noticeably stupid, though he is usually worse in that respect. Zoro like the rest of the crew will reprimand Luffy for his idiotic habits. When Luffy and he battled in Whisky Peak (as Luffy thought Zoro was attacking innocent people when they were actually bounty hunters), Zoro was exasperated with his Captain for not understanding the situation and decided to not hold back. When the battle was stopped by Nami, who explained the situation to Luffy, he laughed as he thought Zoro attacked people for giving food he did not like to which Zoro responded angrily "Who do you think I am?".

In times of trouble, Zoro has also served as an adviser to Luffy as to what course of action they should take. This is best illustrated during the events at Water 7 when Luffy was initially willing to have Usopp rejoin straight away, only for Zoro to explain what that would mean for the crew. Luffy accepted Zoro's determination as he denied Usopp's comeback when the liar wasn't admitting his stubbornness. Luffy has great trust and admiration for Zoro's supreme sword skills such as when they were onboard Rocket Man and obstacles were in their way Luffy states to the Franky Family "Zoro's got this" as the Swordsmen sliced everything (including T Bone) out of their way.

At Thriller Bark, Zoro decided to give up his life to save Luffy from Bartholomew Kuma because he was ready to die for the dream of his captain. Kuma found this trust admirable as he was moved by Zoro's compassion.

After the timeskip, Luffy and Zoro still get along with Zoro being amazed by Luffy's ability to use Haoshoku Haki. In Punk Hazard, Zoro was also the one to realize Luffy's recklessness would have to stop, going out of his way to reprimand his captain for behaving that way and making it clear they needed to take things more seriously in order to survive the New World. Luffy understood Zoro's point and apologized to him. During the Dressrosa Arc, Luffy showed faith in Zoro's abilities and knew he could defeat Pica. In the Zou Arc, Luffy mocked Zoro for acting like he did not care about certain crewmembers. When Sanji was in a predicament and Luffy found Zoro listening outside the door, he joked that Zoro was worried about Sanji, much to the swordsman's annoyance. When they reunited in Wano, Luffy was pleased to see him again and they fought against the Beasts Pirates.

Nami

Though she respects him as a captain, Nami often scolds Luffy's air headedness, but he never gets angry at her, even when she manipulates him, although there has been a few times in which they bicker with each other. Luffy also has no problems taking orders from her when it comes to the navigation of the ship. Even though he is made of rubber, Luffy still appears hurt by Nami's physical attacks as she beats him up for either angering or annoying her. Despite the slight conflict occurring because of his recklessness, she has deep trust in him and views him as a great source of strength and comfort. When Nami fell sick just prior to the Drum Island Arc, and without a doctor on board, Luffy desperately tried to help Nami the only way he knew how. He consistently stayed by her side, and attempted to get her to smile, becoming sad when he was not successful, even trying to keep the promise he made to Genzo by taking care of her and make her happy on the journey. When it was determined that the only way to get her treatment was actually climbing the Drum Mountains by foot, she implicitly trusted Luffy to get her there safely. Luffy bare handedly climbed the 5000 meter tall mountain to get her to a doctor, with enhanced pain caused by the reaction of rubber to cold.

Even though Nami betrayed him when she stole their ship and treasure during the chaos at Baratie, Luffy never changed his opinion of her, insisting that she become the navigator in his crew. Oddly, he seems to place the most trust in her out of all of his crewmates - after learning from Johnny that he witnessed Nami killing Usopp, he refused to believe him, even going so far as to threaten him with a beating for "lying". In a similar situation in Whisky Peak, where he was told that Zoro had killed and hurt the people who fed him, Luffy outright attacked him, even though that information came from an unreliable source (unlike the case with Nami). While he is normally oblivious, Luffy is still occasionally wary of angering Nami. When he heard Absalom was going to marry her Luffy simply said "He wants to marry Nami? He's brave".

Even without knowing anything about the horrible past she suffered, seeing her cry was enough for Luffy to place his hat on her head to console her as he went berserk on Arlong and his crew, similarly to how Gol D. Roger acted. Nami is the only person that Luffy places his straw hat on as source of comfort to her.

When they reunited after two years, Nami has become more tolerant of Luffy's reckless behavior and amazed by his strength after he defeated the Kraken. During the trip to Whole Cake Island, she questioned Luffy on his family ties after learning about Sabo. Later in the arc, Nami did not hesitate to come to his aid by helping him in facing Cracker and declared he will be the future Pirate King. She also does not tolerate anyone who insults Luffy, as she slapped Sanji after he put up a convincing act of newfound royal bigotry and assaulted a non-retaliating Luffy viciously.

Usopp

Luffy's relationship with Usopp is perhaps the closest example on the ship of a sibling relationship because of their similar pasts and fun loving mindsets. Despite his fears, Usopp at times finds the strength within himself by following the example set by Luffy and the rest of the crew. When he exclaimed that he was good with cannons, Luffy immediately made him the gunner of the ship. Usopp and Luffy are also destined to cross paths with the Red Hair Pirates in the future in some manner; Luffy to reunite with Shanks, and Usopp with his father. Luffy and Usopp are notorious for being the "idiots of the crew" and will set bad example for the youngest Chopper. During the Davy Back Arc he showed a strong trust in Usopp by allowing him to care for his Straw Hat while Luffy sported the afro, something he had only allowed Nami to do before.

Their relationship faced a great turmoil when Luffy was forced to fight Usopp during the tragic events Of Water 7 over the fate of the broken Going Merry, and Luffy is emotionally distraught. Luffy engages in brutal combat with his best friend and took a surprising amount of damage from the Sniper's tricks before finally ending the battle with a Gomu Gomu No Bullet. Though Usopp lost the fight, Luffy gives him what he wanted (the Going Merry) and he and Usopp cried deeply over their briefly broken friendship. Luffy remained depressed along with Chopper and Nami about the event, but after the events of Enies Lobby tearfully and joyfully accepted him back when he later apologized and begged to rejoin the crew. He was willing to do this without an apology however, due to how much he missed him.

Usopp felt deep sorrow for Luffy when he lost his brother, and dedicated his timeskip training to getting stronger for him. After their reunion, Usopp now has a lot more confidence in his ability, and so does Luffy. He stops Trafalgar Law from attempting to apprehend Caesar Clown after the events of Punk Hazard, reminding him that the sniper said he could handle it. He displays this again during Dressrosa, when he does not question in the slightest that Usopp can get the job done when he learns of his role in the Tontatta's plans. He was also happy to hear Cavendish praising Usopp for saving him from the life as a toy slave.

Sanji

When they first met in Baratie, Luffy took a great liking to Sanji not only for his superior cooking skills but also for his kindness by generously cooking a meal for the starvng Gin, which impressed Luffy to the point that he is determined to recruit Sanji as his cook. Luffy held Sanji's cooking in the highest regard especially meat based dishes, dropping anything he is doing for a meal despite Sanji's claim that he puts considerably less effort into Luffy's food than the meals he prepares for the women. Sanji will cook any animal that Luffy catches, but is also usually the one who has to "discipline" Luffy whenever food is stolen (usually by kicking his captain around whenever food is pinched). Despite this, Sanji put his life on the line for Luffy's sake when Bartholomew Kuma had them weakened. Sanji has rescued Luffy from drowning more than any other crew member and trusts Luffy to defeat the enemies Sanji himself has trouble against. Before Sanji became part of Luffy's crew, he stated that Luffy's dream was foolish, but acknowledges that his own dream is foolish as well. Though Sanji finds Luffy stupid at times, there is an underlying and often unspoken understanding that Sanji has great loyalty and respect for Luffy, his ideals, and his dreams.

When the crew reunited, Luffy was pleased to see his cook again and they set off to Fish-Man Island. Sanji was jealous of his captain being sent to Amazon Lily and his friendship with Boa Hancock. Nevertheless, they still get along and have confidence in each other's abilities. In addition to being willing to trade his life for Luffy's, he declared to Capone Bege his belief that Luffy would become Pirate King, and that he would never do anything that would endanger Luffy's dream. Upon meeting Charlotte Pudding (Sanji's betrothed), Luffy (along with Nami, Chopper and Brook) learned that Sanji had turned down Pudding in order to be able to return to the Straw Hats. Luffy and the others were all greatly shocked to hear that Sanji would turn down a woman - especially such a beautiful and (seemingly) kind one - in order to continue adventuring with them, which moves Luffy so much that he starts crying. Sanji has also demonstrated his respect for Luffy's position as the crew's captain. He backed Zoro in telling Luffy that Usopp had to apologize for disrespecting Luffy's decisions before being allowed back on the crew. Additionally, after a duel between them, Sanji tells Luffy that, by insulting and attacking his captain, he had forfeited his right to return to his captain's ship.

Luffy reciprocates Sanji's loyalty and respect by tasking Sanji to be the temporary captain of the Thousand Sunny while Luffy fought in Dressrosa; this task included not only protecting the ship and crew, but also battling a Yonko's crew and reaching Zou. This outstanding trust continued when Luffy landed in Zou to find Sanji absent, with Luffy (along with Zoro) trusting that the cook would "look after himself" despite Nami's protests. Luffy later attacked Charlotte Cracker for insulting Sanji's loyalty, by suggesting that Sanji looked down on the crew due to their inferior social status, and that he would choose a comfortable married life over returning to the crew. Even after Sanji instigated a duel between them, Luffy refused to back down, defend, or retaliate; afterwards, Luffy declared that he knew Sanji's insults about the crew were all lies. Completely unlike his fight with Usopp, Luffy refused to hurt his cook and stated that he would not move or eat anything other than Sanji's cooking until Sanji returned. He also claimed that he couldn't become the Pirate King without Sanji, causing Sanji to break down in tears.

As with Nami, Robin, and partly Usopp, Luffy was quick to respond when it seemed that Sanji was on the verge of leaving the crew. While Luffy was initially happy to accept Sanji's intended bride as part of the crew, as long as Sanji himself returned, he quickly learned from Pekoms that the arranged marriage would entail Sanji joining the Big Mom Pirates. In response, Luffy yelled at the lion Mink, saying that he would never allow that to happen, and proceeded to lead the Sanji retrieval team into Big Mom's territory, risking conflict with both a Yonko and an infamous Underworld army in order to get Sanji back. Even while seriously wounded, Luffy stubbornly refused to move and had to be knocked out by a Big Mom Pirate and taken captive.

After getting captured and learning of Big Mom's true plan to assassinate Sanji, Luffy became enraged and tried to rip his own arms off in order to escape and warn Sanji. After being freed by Jinbe, Luffy's first thought was rescuing Sanji, despite his injuries and hunger, and he rushed through Big Mom's palace searching for him. After Reiju informed him that Sanji became aware of Pudding's plan, a relieved Luffy decided to return to the spot where he promised to wait for Sanji.

Just as he did with Nami and Chopper at Punk Hazard, Luffy understood when a decision was important to Sanji, and decided to support that decision. When Sanji stated that he could not leave Whole Cake Island with Luffy after learning of Big Mom's plot to assassinate his family, Luffy responded simply that was who Sanji was, and that he and the Straw Hats would help Sanji wreck Big Mom's plans.

When Luffy emerged from the Mirro World, Sanji fought through several of the Big Mom Pirates and carried his captain away. Sanji even suffered injuries to his own person but refused to let the vengeful enemy crew touch his captain.

After Sanji returned to the crew and they escaped Totto Land, Luffy was very happy to have him and was elated to hear him say he was going to cook. He even begged Sanji to keep the raid suit he received from Niji even though Sanji made it clear he wanted nothing from his family.

Tony Tony Chopper

Chopper, as the youngest of the crew, often joins him and Usopp in singing and fooling around, and he credits Luffy for helping him find the courage to go on adventures. Luffy accepted Chopper as a person and did not treat him like a monster as so many others did and corrected Chopper when he said he did not have any friends by shouting "You're wrong reindeer, I'm your friend!" this caused a great impact on Chopper causing him to love Luffy like a big brother. Chopper also often tends to jump after Luffy whenever his captain starts drowning, despite also being unable to swim due to having eaten a Devil Fruit as well. Luffy has deep faith in Chopper's medical skills, as when he explained that the "candy" that the giant children were eating was in fact a dangerous drug, Luffy broke a promise with one of them to bring some more "candy".

Chopper devoted himself to "becoming a real monster" during the timeskip, no longer afraid to be feared as long as he can be of help to Luffy.

Nico Robin

Luffy and Nico Robin first began as enemies, but after Robin saves his life in Alabasta, Luffy grows to trust her more deeply which he shows by allowing Robin to join his crew without any reluctance. Robin is especially grateful to him for taking her in despite the risks it involved, as well as for pursuing her all the way to Enies Lobby and directly opposing the World Government. At Water 7, Luffy reveals that he is very impressed by Robin's intelligence when he is talking about her with the mayor Iceburg. As such, Luffy always turns to Robin for explanation whenever they encounter an unfamiliar person, place, or thing. At first, she joined the crew because Luffy had saved her life when she wished to die, and had nowhere else to go, but eventually all of the crew members became important to her personally. Out of all the crew members, Robin is the most tolerant of Luffy's silly behavior, and actually finds him and his family ties amusing. Robin is also one of the few members of the crew who unquestioningly follows Luffy into any dangerous adventure he wants to embark on.

Franky

Luffy initially did not like Franky due to the latter's robbery of Usopp, despite Luffy and Usopp not being on the best of terms themselves at the time. This led to his distrust of Franky for a long while, before he eventually came around to the shipwright during the Enies Lobby Arc and Franky's eventually joining the Straw Hat Pirates. He is always amazed by Franky's building talent, and is often in awe of Franky's cyborg enhancements and modifications, a running gag among many males throughout the show. He also deeply respects him as a man after he was willing to show his genitals to everyone without shame and begging Robin not to rip them off, so he would still be a man when he joins the crew. After the timeskip, with Franky looking and acting even more robotic, he has only become even more amazed. This is especially true with Franky's mecha General Franky which Luffy holds in dumbfounded awe.

Upon hearing Ace's Mera Mera no Mi has resurfaced and was a grand prize in the Corrida Colosseum, Luffy offered Franky to eat it, showing a great deal of trust and friendship, though Franky refused due to not wanting to lose his ability to swim.

Brook

Luffy once again asks Brook to join.

Luffy came to almost immediately befriend Brook upon their meeting, despite the rest of the Straw Hats distrusting and outright refusing Brook, whether due to the initial mysteries behind his form or simply his personality. Luffy's admiration and eventual trust for Brook was cemented in his offering Brook a place in his crew, Luffy's self-considered family.

As the musician of the crew, Brook is often requested by Luffy to perform a song. When requested to play by Momonosuke, he states that he will only respond to orders by his captain, before finally giving in and playing a song. Brook will often join Luffy, Usopp, and Chopper in immature antics, despite Brook being the oldest member of the crew at 90 years of age. Luffy had always stated that he wanted a musician in the crew, so Brook's job is very important to him. Brook often appears to enjoy Luffy's child-like antics and sometimes would even reinforce his humorous behaviour. Luffy is the only member of the crew to find Brook's skull jokes funny. This relationship is strengthened by the fact that Brook was part of the Rumbar Pirates, the crew that were such good friends with Laboon, and promised to meet up again.

Jinbe

Jinbe donates his blood to Luffy.

While initially assisting Luffy only to protect and rescue Ace, the ex-Shichibukai Jinbe grew so fond of Luffy that he proclaimed while fighting Akainu at Marineford that he would gladly lay down his life to protect Luffy. After escaping the ordeal, he stayed with Luffy on Amazon Lily while he was recovering. It was Jinbe who also brought Luffy out of his self-pity and doubt. The fish-man made Luffy realize that even though Ace had died, he still had his own pirate crew. As Jinbe departed from the Kuja ship, he and Luffy expressed the desire to see each other again in two years. Luffy told Camie of this desire, only to be disappointed when he finds out that Jinbe had to leave Fish-Man Island. However, before he left, Jinbe did leave a message for Luffy with Prince Fukaboshi.

When they met after two years, Jinbe was happy to see him again but surprised he had not received his message. As he himself stated, he has the deepest gratitude for Luffy and his crew for stopping Arlong. He also wanted to apologize to them for Arlong, since he was the one who let Arlong go to the East Blue. Despite the mutual respect between them, after Luffy announced his desire to fight against Hody Jones to save his crew, he informed Jinbe that if he wanted to stop him, he would have to fight him. They eventually reached a compromise and formed a united front to combat Hody Jones and his crew. After the battle of Fish-Man Island, in which Luffy lost a large amount of blood, Jinbe offered his blood for the transfusion. Upon recovering, Luffy asked Jinbe to join his crew. While happy to have been asked, Jinbe declined the offer, stating he has other business to take care of first, but said when all that was done and they meet again, if Luffy and his crew still wanted him to join later, he promised he would join than. Luffy and all the crew members show they want him to join.

During the Whole Cake Island Arc, while Luffy and Nami were being held prisoner by Charlotte Opera, Jinbe came to their rescue by attacking the captor as Luffy was very excited to see his friend who stated his intention of freeing them. It is shown that Luffy trusts Jinbe's opinion, as he fully agreed to meet with Capone Bege (even after hearing the horrible actions Bege did in the past). Jinbe also broke up an argument between Luffy, Bege, and Caesar Clown by pointing out that they share a common enemy in Big Mom.

In the midst of the chaos at Big Mom's Tea Party, Luffy was delighted when Jinbe confronted Big Mom and officially declared his intention to leave the Big Mom Pirates in order to join the Straw Hats.

When his former crew was in danger, Jinbe told the Straw Hats that he had to defend them. Before he disembarked, Luffy made him promise not to die so he would join the rest of the crew at Wano. Jinbe agreed to his new captain's terms and promised to return to their side as he joined his former crew in battle. When receiving a newspaper from Carrot, Luffy was worried about Jinbe's status after they escaped Big Mom's territory but no details were made.

Straw Hat Grand Fleet

The seven representatives swear loyalty to Luffy.

The Straw Hat Grand Fleet was formed at the end of Dressrosa Arc, comprised of seven groups, the Beautiful Pirates, the Barto Club, the Happo Navy, the Ideo Pirates (originally known as the XXX Gym Martial Arts Alliance), the Tonta Corps, the reborn Giant Warrior Pirates, and the Yonta Maria Grand Fleet. Though Luffy turned down their offer for the formation of the fleet, the leaders still pledged themselves to be his underlings without Luffy having the obligation to respond. Though a bit annoyed at this, Luffy still accepts them as his friends, promising to help them out if they need it.

After Luffy's actions in Tottoland were revealed, the fleet announced they joined the Straw Hats with Luffy being marked as the "fifth Yonko" as a result.

Cavendish

The captain of the Beautiful Pirates, Cavendish, harbors a deep-seated resentment of the Worst Generation, which used to include Luffy, for stealing the spotlight from him. At first, Cavendish was friendly and sociable to him since Luffy was under the guise of "Lucy". However, right after learning his true identity, Cavendish immediately turned hostile and became hell bent on killing Luffy with his own hands.

Luffy was annoyed by Cavendish's attempts to kill him and with help from Rebecca was able to get away from him. He gained a better view of Cavendish when he watched the latter defend Rebecca from the crowd's jeers, though he admitted to still not liking him.

The hostile nature between them ended when Usopp helped in Cavendish's transformation back from a toy to his human form, even to the point where he told Luffy that he would take down Doflamingo to repay the debt. Cavendish transported Luffy on his horse Farul to confront the Shichibukai and ultimately gave Luffy permission to take the latter down after his steed was injured and he wanted to avenge it.

Luffy seems to have grown to respect Cavendish to a degree as while facing Doflamingo, he watched Cavendish protect some of his crewmates from the Shichibukai and stated he was trusting him to defend his friends. Cavendish agreed though he misinterpreted this as Luffy being his "fan". Later on, it was shown that Cavendish has gained respect for Luffy as well as he was one of the captains who swore to serve under Luffy as they departed Dressrosa.

Luffy often mispronounces Cavendish's name and refers to him as "Cabbage".

Bartolomeo

Two years ago, in Loguetown, Bartolomeo witnessed Luffy survive execution at the hands of Buggy. From that moment forward, he followed all of the Straw Hats' adventures, growing more and more delighted at the crew's escapades. Bartolomeo feels great admiration for Luffy and his crew, referring to them as "Senpai". He formed the Barto Club, with all of the crew members share his admiration. It is shown he will do anything to the point of cutting off a man's tongue for badmouthing Luffy and it is revealed Bartolomeo's reason for wanting the Mera Mera no Mi was to give it to Luffy as memento of his late brother Ace. He was also willing to fight Sabo (not knowing he was Luffy's brother) for saying he would not allow Luffy to have the Devil Fruit. Unlike the other fighters who pursued the bounties of Doflamingo's enemies during the "Birdcage", Bartolomeo did not betray the Straw Hats and continued to offer them aid throughout the conflict, even willing to sacrifice his own life for them. After the conflict on Dressrosa was finished, Bartolomeo along with the other captains swore to serve under the Straw Hats.

Bartolomeo and his crew even gave the Straw Hats a ride to Zou before parting ways. Luffy personally thanked Bartolomeo for his help, marking the first time he call the latter by his name, something that caused the latter to tear up.

Sai

Sai is the thirteenth leader of the Happo Navy. Luffy first encountered him when he was accused of getting in a fight with Spartan at the Corrida Colosseum. Sai, who witnessed the act stood up for Luffy by declaring it was Spartan who started the fight and he should be the one to be disqualified. When Luffy thanked Sai the latter reacted belligerent and angry and even had to be restrained by his brother. Sai did not seem to hold a grudge toward Luffy for winning the Block C and even tried to get his attention for his grandfather to thank him for restoring his head. During the "Birdcage", Sai and his family allied themselves with Luffy to defeat Doflamingo rather than go after the bounty on his head. After the conflict on Dressrosa was finished, Sai and the other captains swore to serve under the Straw Hats. Though he is grateful, he was one of those who got annoyed when Luffy first turned down the alliance and thought to incapacitate the 'commander' and force him to accept them.

Ideo

Ideo first met Luffy as 'Lucy', his opponent in the Corrida Colosseum. However, after losing and being turned into a toy, and then promptly saved from that life, he ended up allying himself with the Straw Hats. Though Luffy has had little interaction with Ideo, the Longarm boxer is still grateful to have been saved and swore himself to be Luffy's underling as the representative of the XXX Gym Martial Arts Alliance. Despite this, he was one of those who got annoyed when Luffy first turned down the alliance and thought to incapacitate the 'commander' and force the Straw Hat to accept them.

Leo

Not much conversation is seen between the two of them, but due to being friends with Usopp, he quickly trusted Leo and the Tontattas. Leo was completely indebted to Luffy and the Straw Hats for ending Doflamingo's reign over Dressrosa. As a result, Leo asked permission from Gancho, the king of Tontatta Kingdom, to travel with him and become a representative for the Straw Hats. Even though Luffy declined the offer, Leo chose to pledge allegiance anyway. After celebrating a feast with the Straw Hats and their allies, Leo returned to Dressrosa with his fellow Tontattas and asked the people to build a statue of Luffy and Usopp in their honor, showing much admiration for them.

Hajrudin

Though Luffy defeated Hajrudin during the Block C battle for hurting the Fighting Bull, the giant was willing to overlook this incident during the "Birdcage" game as he wished to repay his debts to Usopp for saving him from his toy transformation. After the conflict on Dressrosa was finished, Hajrudin was one of few captains who swore to serve under the Straw Hats, despite the low number of crewmates of his reviving Giant Warrior Pirates.

Orlumbus

The leader of the Yonta Maria Grand Fleet. During the events of the "Birdcage" game, Orlumbus allied with Luffy and the rest of their allies in order to end Doflamingo's reign over Dressrosa. After Doflamingo was defeated, Orlumbus decided to pledge his allegiance to the Straw Hats, along with the rest of their allies. When Luffy declined the offer, he decided to pledge anyways and help him out whenever he needed it.

Ninja-Pirate-Mink-Samurai Alliance

Trafalgar D. Water Law

Luffy and Law together.

Luffy has developed a positive relationship with Trafalgar Law and his crew, as they braved the Battle of Marineford and the attacks of the Marine admirals just to save him. When Luffy met Law again on Punk Hazard, Luffy was happy to see him again, not knowing Law's intentions. Luffy stated that he and Law will be enemies if he is going after the One Piece too, but he is grateful nonetheless. Luffy was visibly surprised when Robin revealed that Law became one of the Shichibukai during the timeskip. When Law helped save Nami, he proposed an alliance with Luffy to take down one of the Yonko. Luffy quickly accepted Law's offer after being told that they would be taking down Kaido. He appears to trust Law to go along with this plan of action. When Law was shot by Doflamingo, Luffy showed a lot of concern for his ally. After that, when Law was kidnapped by the Shichibukai, Luffy stated his desire to rescue him. Due to Law being his life savior, Luffy has great gratitude towards Law, considering Law to be his friend. Since the two have formed an alliance, Luffy has developed a running gag of making decisions on behalf of the alliance without considering Law's opinion, usually to the latter's annoyance. He decided to send Caesar Clown flying away in Punk Hazard when the agreed upon plan was capturing him, defeating Doflamingo outright when the plan was leaving him for Kaido, and most recently, joining forces with the Mink Tribe and Kozuki Family to face against the Beasts Pirates. They even had a comical argument about this in Dressrosa, as Law decided to terminate the alliance in light of their plan being compromised. Luffy said that Law cannot decide these kinds of things for the both of them, and Law retorted that was precisely what Luffy was doing. Luffy was shocked and later utterly outraged when he thought Law was killed by Doflamingo.

During Law's desperate struggle against Doflamingo, it was shown that Law thinks highly of Luffy and his crew, saying that they are capable of performing miracles. Law later stated that if Luffy was to be defeated by Doflamingo, he would allow himself to be killed as well, believing that he was responsible for the battle between Luffy and Doflamingo. However, Robin pointed out that Luffy would not enter a battle with no personal reason.

During the Wano Country Arc, the one thing that deeply concerns Law is Luffy's tendency to get into trouble and he even berated Luffy for complicating Kin'emon's plan due to his desire to do good.

It also seems like Luffy cannot pronounce "Trafalgar" properly and calls him "Tora-man" (トラ男, Tora-o^?) instead, a portmanteau of the "Tra" in "Trafalgar" and the Japanese kanji for "male". It is often localized as "Tra-guy" in some subs or as "Traffy" in Pirate Warriors 3.

Kozuki Family

Luffy met the Kozuki Family when he and the crew were on Punk Hazard after receiving a distress signal. After rescuing Kin'emon and Momonosuke, guardian and master posing as father and son, from the island and Caesar Clown, Luffy allowed them to travel with him and his crew to search for their other comrades. After the battle with Doflamingo ended in victory and the rescue Kanjuro, they continued to travel to Zou. Once on Zou and learning about Momonosuke's true heritage, he does not care in the slightest. After meeting Raizo, he wanted to see him do tricks and became amazed when he did them. After learning about what Kaido has done to their country, Luffy was willing to form an alliance with them in order to defeat Kaido, along with the Mink Tribe and the Heart Pirates. Luffy and Momonosuke seem to get into small fights like how Luffy and Ace used to fight and argue when they were kids. At first, Luffy was shocked to learn that Momonosuke's father was a member of the Roger Pirates. In Wano, Luffy learned from Kin'emon about Oden's benevolence and the various good deeds he had done for the citizens of Kuri to make it a prosperous place, leading Luffy to be deeply impressed with the late Kuri Damiyou. Thus, when he learned of the circumstances set up by Orochi that lead to Oden's unjust death, Luffy became extremely enraged at Orochi. Luffy declared to his fellow prisoners of Udon his intention to carry on Oden's legacy by overthrowing Kaido to realize Oden's dying wish and restore freedom and prosperity back to Wano.

Mink Tribe

The minks are grateful to Luffy and the the Straw Hats, not only because Sanji's group saved them after being devastated by Jack's attack on Zou, but also because Luffy's victory over Doflamingo and the latter's following arrest was what caused Jack to abandon his campaign and leave the island. After seeing how the Mink Tribe risked their lives and protected the samurais from Jack, he became amazed. Luffy then formed an alliance with them in order to defeat Kaido, along with the Kozuki Family and the Heart Pirates.

Civilians

Laboon

After entering the Grand Line, Laboon was the first thing the Straw Hat Pirates saw. Launching the cannon in the hopes that it would slow them down, Luffy, instead, hit Laboon. After saving him from Mr. 9 and Miss Wednesday who were trying to use Laboon for food, Crocus explained to Luffy why Laboon would slam his head into the Red Line. Luffy, in an effort to give Laboon a renewed sense of hope, picked a fight with the whale by jamming the Going Merry's mast into the whale's head. After the battle (which Luffy called a draw), Luffy promised Laboon that he would return to see him, under the guise of wanting a rematch, moving Laboon to tears of joy. As a sign of the promise of the future rematch, Luffy paints the Straw Hat Jolly Roger on Laboon's head, commenting that the insignia would be washed away if Laboon hit Reverse Mountain further. This prevents him from slamming against the mountain anymore.

Skypiea

Defeating Enel, the self proclaimed "God" of Skypiea and freeing its people, as well as granting the Shandia back their homeland, ringing the golden bell, and saving Angel Island, Luffy and the rest of the Straw Hat Pirates have become heroes to the people. They even offered the broken column to their saviors. With peace restored to the land many hope that the Straw Hats will visit again. Many were also disappointed that they never got to say goodbye and rang the golden bell instead. Aisa seems to hero worship Luffy as a role model, and Gan Fall also compares Luffy to the Pirate King Gol D. Roger.

Amazon Lily

Luffy also has a very friendly relationship with the entire population of Amazon Lily despite their initial hostility towards him. But after Luffy gained Boa Hancock's friendship and love, it seems every single Kuja practically worships him, as they had never seen a man before. They even went as far as selling "touches, pokes and stretching" of Luffy and his rubbery skin for 20 gold pieces each and most of them affectionately refer to him as "Luffy-sama".

Fish-Man Island

Some time after their arrival, the Straw Hat Pirates became criminals of Fish-Man Island except for a few friends due to suspicion of kidnapping mermaids, Madam Shyarly's prophecy of Luffy destroying Fish-Man Island, and then Luffy's crew taking over Ryugu Palace when the Neptune army attacked them. However, things changed after Hody Jones launched his coup d'état and was on the verge of executing Neptune. Rather than watching their King die, the civilians were willing to see Shyarly's prediction come true. During the ordeal, the Straw Hats were able to gain the civilians' trust after Luffy thwarted Neptune's execution per Shirahoshi's pleas and when the crew was seen fighting alongside Jinbe. After saving Fish-Man Island from the New Fish-Man Pirates, Vander Decken IX, and Noah, Luffy and his crew were cleared of the kidnapping charges when the mermaids were found and the Straw Hats were hailed as heroes for their efforts in saving the island from destruction. However, when Luffy was suffering from critical blood loss, the civilians did not do anything to help him due to their laws, but they rejoiced when Jinbe volunteered to be the blood donor. After a huge party in the Straw Hats' favor, Luffy discovered that while Fish-Man Island was protected by the Big Mom Pirates, she would not hesitate to destroy Fish-Man Island if she did not receive her monthly 10 tons of candy. Luffy then took responsibility for the missing candy to protect Fish-Man Island again. When negotiations of treasure instead of candy failed, Luffy declared that he would defeat her in the New World and claim Fish-Man Island as his territory.

Kyros

Luffy first met Kyros while the latter was a toy soldier and Luffy was amazed at seeing a living toy.

During their next meeting at the Dressrosa Palace, Kyros noted that Luffy was a pirate but due to them both desiring to take down Doflamingo, Kyros immediately warmed up to Luffy and allied with him to save the kingdom. Furthermore, Kyros trusted Luffy as he mentioned he himself is also an outlaw. Kyros refers to Luffy as "Luffyland" and aided him in the quest to defeat Doflamingo. When Luffy defeated Doflamingo, Kyros thanked the Straw Hats for saving Dressrosa and gave them shelter before the Marines tried to capture them.

In turn, Luffy brought the latter's daughter back to him, so they could live together.

Gatz

Gatz helps Luffy.

Because Luffy (as Lucy) was gaining such attention in the Corrida Colosseum with his amazing feats, the commentator Gatz became a huge fan of Luffy rooting for him to win the competition. During the fight against Doflamingo, Gatz came to Luffy's side when his Gear Fourth wore off and protected him from Doflamingo's rampage long enough with various gladiators to give Luffy enough time to regain his Haki. Furthermore, he has a immense faith in Luffy to the point he made a broadcast to the whole island that Luffy would defeat Doflamingo with one punch and save the kingdom. After Doflamingo's defeat Gatz tearfully proclaims Luffy to be the victor of both the fight and the savior of Dressrosa. When he learns that Luffy supposedly kidnapped Rebecca, he was left in shock but still remained a fan of his. But it was clear that he was aware that Kyros is Rebecca's father and was happy that Luffy brought her back to him. Even after finding out his real name, Gatz, along with the citizens of Dressrosa, still calls him by his gladiator name "Lucy".

Tama

Luffy inadvertently rescued Tama when her kidnappers attacked him. Because of this, she has immense gratitude and refers to Luffy with a "big brother" honorific. She even went as far as to give him the rice she was meant to have, even though it is the most she eats all year. However, Tama became furious when Luffy reported Ace's death to her. After she was abducted by Gazelleman and brought to Holdem, Tama hoped for Luffy to save her, showing her faith in him. After Luffy freed her from Holdem, Luffy promised that he would make her life better before leaving Wano Country. She is unaware that Luffy is Ace's brother, though she has noticed similarities between the two. After hearing that Kaido attacked her, Luffy regretted not taking her to her home safely himself and attacked Kaido in a fit of rage. When Tama heard about Luffy's capture, she was more concerned about him than her own injuries. She cares about Luffy so much that she went with the group heading for Udon to get him out. Tama was happy to be reunited with him after his group's takeover of Udon.

Hyogoro

Due to Luffy saving his life and offering him dango, Hyogoro held immense gratitude and respect for Luffy because of how he reminded him of his past. Luffy himself took a liking to Hyogoro and openly attacked Daifugo when the latter tried to kill Hyogoro despite the consequences of execution. Hyogoro showed great concern when Luffy was hurt by Babanuki and pleaded with Queen to spare Luffy, even offering to be punished in his place.^{[citation needed]} During the Sumo Inferno, Hyogoro was able to dodge attacks because he trusted Luffy's instructions. Once he found out about the advanced Busoshoku Haki technique that Luffy was trying to learn, Hyogoro offered to teach him. Upon learning that Luffy is an ally of the still living Momonosuke, Hyogoro came to believe that it was fate that Luffy was sent to Udon, where many potential allies are imprisoned by Orochi, and that it is the most ideal location to reinforce their rebellion against the tyrants of Wano.

Hyogoro wishes for Luffy to get stronger as he put himself in the path of an angry Big Mom in the hopes that Luffy can improve his skills. When the prisoners in Udon began to doubt Luffy after learning he is a pirate, Hyogoro vouched for him. He has shown to have great faith in Luffy's abilities as he continued to supervise his training after the prison takeover.

Wano Citizens

After learning from Hitetsu and Tsuru about how the poor citizens of Wano constantly suffered hunger due to Kaido and Orochi's tyrannical monopoly of clean food and water supplies, Luffy went out of his way to steal large amounts of provisions to feed the people of Okobore Town which they were extremely grateful for. After being imprisoned in Udon, Luffy became extremely popular with his fellow prisoners due to his courage and strength to oppose the Beasts Pirates, whom they despised. The Udon prisoners were deeply touched by Luffy's selflessness to save Hyogoro by attacking Daifugo, claiming they will never forget him after his execution. When Hygoro explained how the Udon prisoners were actually dissidents imprisoned for rebelling against Orochi, Luffy was delighted by the numerous potential allies they could gain but was confused when they tried to subdue him when he started rampaging. They said they were excited by his rebellious actions against the Beasts Pirates, but were terrified of being involved due to Kaido's wrath and absolute power, stating that with Kaido and Orochi in control over Wano, they can never find freedom. When some of the Udon prisoners were infected with the Mummy virus, they pleaded with Luffy, Raizo, and Kikunojo to just leave Udon. However, Luffy angrily berated them for giving in to the Beasts Pirates' tyranny so easily, willing to condemn themselves to life long slavery. Luffy told them of his promise to Tama to restore prosperity to Wano and how he had learned of Oden and his execution by Kaido, which started Wano's ruination. He declared that he would overthrow Kaido and told the prisoners to decide for themselves either to join him in fighting for their own freedom or spend the rest of their lives as Kaido's slaves. When Luffy subdued Babanuki, the Udon prisoners decided to join him by rebelling against the Beasts Pirates and conquered Udon. When they started doubting Luffy after learning that he is a pirate, Momonosuke convinced them by telling the Udon prisoners how Luffy and his crew had saved him and his vassals after they had left Wano, leading the prisoners to give Luffy their full trust and support.

Royalty

Nefertari Vivi

Nefertari Vivi and Luffy are close friends despite starting off as enemies. She was undercover as a Baroque Works agent and attempted to fight the Straw Hat Pirates but this comically ended in failure. Once her identity and history were revealed to Luffy and the crew, they agreed to help her. She traveled with the Straw Hats to various locations and throughout their adventures, grew close to them, including Luffy.

Vivi is often left astounded by Luffy's laid-back attitude and lack of concern for the dangerous situations he finds himself in. This attitude still endears her to him and she was seen occasionally engaging in the crew's banter that tends to revolve around Luffy. Despite her concerns, she is reassured by the strength Luffy possesses and is left in shock at his raw power. Although she is tolerant of Luffy's attitude to most things, she does try to counsel him on what it means to lead people. Nonetheless, she has great respect for him and is eternally grateful for his aid in saving Alabasta.

Luffy values Vivi to such a degree that he sees her as an honorary member of the Straw Hats and cherishes the time he shared with her as a part of the crew. Nonetheless, Luffy is not afraid to criticize her outlook on the world and agreed with Crocodile that her views of stopping the conflict in Alabasta without bloodshed are foolish, but chooses to unwaveringly help her. When Crocodile dropped Vivi from the top of the palace plateau, he came to her rescue with the aid of Pell.

The two are not immune to arguments and they end up getting into a heated verbal exchange that ended in a fist fight. Luffy tried to get Vivi to understand that she cannot carry the burden of saving her kingdom on her own, and to let him and his crew aid her in defeating Crocodile as that was the best way to save her kingdom. Vivi accepts Luffy's points and they immediately reconcile, with their bond strengthened from the exchange and Vivi now having absolute confidence in Luffy.

Vivi and Karoo bid the Straw Hat Pirates farewell.

By the end of the Alabasta Saga, Luffy begged her to join his crew. Although Vivi contemplated permanently joining them, she, with a heavy heart, declined due to her responsibilities as princess. This upsets both Luffy and the rest of the crew, but they reassure her that she is a full-fledged member of the Straw Hats by displaying the cross Vivi had marked on all of them as they sailed away, leaving her in tears of joy.

The two have not met since, but Vivi passionately follows the crew's adventures. She was not at all upset when she discovered Nico Robin, a former ally of Crocodile, has joined Luffy's crew, instead choosing to trust his judgement.

She becomes friends with both Rebecca and Shirahoshi through their shared admiration of Luffy.

Wapol

The two have a strong dislike for each other. Wapol greatly annoyed Luffy by taking a bite out of the Going Merry when he and his crew tried to ambush the Straw Hat Pirates. This quickly turned into a fight with Wapol trying to eat Luffy, but this was futile. Luffy then quickly defeated him and sent him flying out to sea. He was able to catch up to Luffy on Drum Island and, in his quest for vengeance, tried to frustrate his attempts to carry both Nami and Sanji to safety, but this also failed. Wapol appeared again towards the end of the Drum Island Arc, having returned to try to retake his throne. The two fought yet again, and although this fight dragged out longer than their first bout, the results remained the same.

Luffy has an extremely low opinion of Wapol and believes him to be a fraud for trying to shoot down the pirate flag atop his former castle and chastised him for not understanding the meaning of it.

Throughout the Drum Island Arc, Wapol's spitefulness and childish tantrums were most apparent regarding Luffy, often getting upset by the latter's disregard of him being a former king recognized by the World Government. However, by the time of the Levely Arc, Wapol has dropped his grudge against Luffy as it was thanks to him that he was able to find new success and rule a new kingdom.

Enel

Luffy caught the attention of Enel because he was breaking his country's laws. Nonetheless, Enel's extreme hubris and arrogance meant he did not necessarily hate or dislike Luffy, at least initially, as he believed himself to be too divine to concern himself with Luffy and his crew. Instead, he chose to make a game out of their shenanigans and proceeded to partake in said game.

The Devil Fruit power Enel possessed was too much for the rest of Luffy's crew, defeating all of them rather effortlessly. This led to Luffy, who was not present at the time, to became extremely angry upon seeing what Enel had done to his friends and swore he would defeat him. Luffy loathed Enel's god complex and believed him to be a despicable person for how he treated his subjects, and questioned his claims about his right to do what he pleases to people.

Enel's attitude towards Luffy changed when he proved his prediction, regarding the outcome of his game, wrong. This then led to a confrontation between the two and Enel soon realised that Luffy is naturally immune to his Devil Fruit powers, the main source of his claim to being a god, causing him to frantically panic as the justification for his arrogance, and sense of superiority, was instantly shattered.

Ultimately, Enel regained his composure, along with his ego, and instead relied entirely on his Mantra to take on Luffy. The two engaged in a difficult fight that ended with Enel's defeat. By the end of the Skypiea Arc, Enel was in denial, stating that he could never be defeated, but decided not to pursue Luffy and the Straw Hats, instead choosing to continue with his original plan of going to Fairy Vearth, or the moon.

Boa Hancock

Boa Hancock is one of Luffy's most devoted allies due to her being in love with him. Originally, the two started off as enemies due to Hancock's hatred for men. They first met after Luffy was sent to Amazon Lily by Bartholomew Kuma, fell into her private bath house, finding Hancock naked, and seeing the slave mark on her back, something she found to be too severe for him to live. Her intrigue in Luffy began when she discovered that her Devil Fruit powers were completely useless against him, due to him not having any lustful desires for her despite seeing her naked. She then had him captured and ordered for his execution. After seeing that Luffy is immune to her charms, she saw him as a man who could not be allowed to exist. In turn, Luffy initially disliked Hancock because she openly mistreated and punished members of her own tribe for simply standing up for him.

Hancock was left stunned when Luffy was able to use Haoshoku Haki, as well as his devotion to protecting members of her own tribe who Luffy had made friends with. Hancock eventually relinquished her desire to have Luffy executed when he covered her sister's back during their fight in order to keep their slave mark hidden from the crowd, fully aware on how much the sisters do not wish anyone to see it. She thought Luffy was just like all men in the world, selfish and arrogant, but was shocked when he chose to save Marguerite, Sweet Pea, and Aphelandra rather than benefit himself. After hearing about Luffy's attack on a World Noble and that he harbored no hatred for Hancock for her past as a slave, she was soon stricken with "Love Sickness" over Luffy.

Hancock's love for Luffy runs to extreme lengths, dropping her normally stoic and serious demeanour whenever in his presence, and often acts like a little girl in love. She constantly blushes over him and is overwhelmed whenever he says her name or makes any kind of physical contact with her. During the Battle of Marineford, Hancock believed that Luffy's hug was a marriage proposal. Hancock is completely unaffected by the news that Luffy's father is Monkey D. Dragon, despite his notorious reputation, simply stating she would not care if Luffy was the son of the devil himself.

Because of her love for Luffy, she helped him on multiple occassions. She actively aided Luffy in his infiltration of Impel Down so he could rescue his brother Ace, as well as to deliver a message to him on Luffy's behalf. She also covertly gave Luffy the key to Ace's seastone handcuffs during the Battle of Marineford. Throughout the Battle of Marineford, Hancock was completely worried for Luffy's well-being. She is very protective of him and holds complete and utter contempt for anyone who thinks about harming him. She immediately came to Luffy's aid when Smoker attacked him, and she aggressively threatened the commodore. She tossed aside her obligations of aiding the Marines as a member of the Shichibukai to instead openly aiding Luffy during the war. After the war, she was grief stricken when she discovered that Luffy was in a critical condition, barely eating her food back at Amazon Lily until she knew he would recover. Before Luffy began his training with Silvers Rayleigh, Hancock was angry when Rayleigh told her that she cannot come and give Luffy food during his training, but relented when he told her that it was for Luffy's benefit. After the two-year timeskip, she gave Luffy a comically large luggage filled with food, medicines, and various other things so he can look after himself. After Luffy returned to Sabaody Archipelago, she aided Luffy and his crew's escape by holding off the pursuing Marines.

While Luffy does not reciprocate Boa Hancock's love, he greatly appreciates everything she does for him, seeing her as a close friend and a trusted ally. He was willing to protect her when Magellan demanded to know how he got inside Impel Down, stating he would not tell him anything even if it meant his death. Although he refuses to marry her, he is still happy for the things she did for him and hopes to see her again someday.

Shirahoshi

Out of all the princesses that Luffy has met, the only one he has shown some level of irritation towards is Shirahoshi. This dominantly comes down to her excessive habit of crying in almost any situation. Luffy seems to chastise her as a means to build her character through tough love, rather than because he does not like her, as she has been pampered all of her life. Ultimately, he considers her a very good friend and by the end of the Fish-Man Island Arc has come to respect her.

The two first met when Luffy accidentally stumbled into her private quarters in the Ryugu Palace and she mistook him for an assassin until he saved her from a flying axe thrown by Vander Decken IX. Here, he finds out that she had been locked away because she was constantly harassed and attacked by Decken, who sought her hand in marriage. She warms up to Luffy and decides to hide him from the palace guards and feed him some of her food. Despite Luffy saying he does not like her and occasionally showing his annoyance over her, he decides to take it upon himself to help her see the outside world, something she has always dreamed of doing, and acted as her personal bodyguard. Luffy spent most of his time keeping Shirahoshi safe from Hody Jones, Vander Decken IX, and, at one point, Caribou.

Luffy constantly thwarts Decken's attacks and, eventually, beats him up. This earns Shirahoshi's respect and gratitude, and she starts to look at Luffy with a great level of admiration. Throughout their journey, she comes to rely on Luffy and sees him as a great source of strength. When her father was about to be executed by Hody Jones, she desperately cried out for Luffy, who then promptly saved her father. She is very grateful for how often he saves her and thanks him profusely.

Despite the name calling, Shirahoshi does not let it affect her friendship with Luffy, still being incredibly kind to him as she believes he is a good person and knows that he means well. She also cares for his well-being, begging him to stop trying to destroy Noah because he was losing too much blood from his injuries. She caught him when he began to fall and brought him to Gyoncorde Plaza. She offered to donatd her own blood to Luffy despite it being a major taboo for merfolk or fish-men to share blood with humans.

When he discovers the story of Shirahoshi's mother, and the burden Shirahoshi had to carry to keep her mother's final wish alive, Luffy acknowledges that she is not as weak as he initially thought. Nonetheless, he still thinks of her as weak but mostly jokes about it. Before he leaves Fish-Man Island, he promises that he will take her up to the surface world and show her a real forest one day.

Since Luffy and his crew left Fish-Man Island, Shirahoshi has been keeping up with his and his crew's adventures, using them as a source of confidence to one day go to the surface world. She initially refused to attend the Levely with her family, as she wanted her first trip to the surface world to be with Luffy. However, after hearing about his exploits in Totto Land, she decides to go with her family to the Levely, as she does not want Luffy to call her weak again. While at the Levely, she befriended both Rebecca and Vivi because of their shared admiration for Luffy.

Rebecca

Her initial impressions of Luffy are positive, having witnessed him effortlessly defeat Spartan, a man who had occasionally bullied her. She felt comfortable enough to tell him the history of Kyros after seeing him admire his statue. Both she and Luffy are happy to find that they are in separate gladiatorial matches and hoped they both made it to the next round. However, despite her interest in Luffy and how much she likes him, she ultimately felt compelled to assassinate him in the gladiator quarters when she witnessed just how powerful he is, believing that he is a huge obstacle in achieving her goal of winning the Mera Mera no Mi and ultimately, to defeat Doflamingo.

She attempted to kill him but failed to do so, and accepted whatever punishment Luffy might give her. She was left dumbstruck by Luffy's forgiveness of her, furthering her intrigue in him. Such is Luffy's kindness, she decided to confined in him her desires to defeat Doflamingo for what he did to Dressrosa, and to ultimately stop relying on others, specifically the Thunder Soldier.

Luffy warms up to Rebecca and admires her desire to grow stronger and wanting to defeat Doflamingo, a shared enemy. He cheered her on from the gladiator quarters and grew angry when the crowd treated her with contempt. He began to worry for her well-being after she was put on Doflamingo's wanted list. He informed her about the Thunder Soldier being her actual father, Kyros, and promised he would defeat Doflamingo for her. Later, Luffy managed to overcome the drawbacks of using Gear Fourth in order to stop her unwillingly delivering the killing blow to her aunt, Viola. Before Luffy left Dressrosa, he made sure Rebecca is truly happy by taking her to her father, Kyros.

Rebecca wishes to aid Luffy whenever she can, and successfully did so when delivering the key to Trafalgar D. Water Law's Seastone handcuffs, with Luffy complimenting her on her success. It was here that Luffy reassured her that he would defeat Doflamingo because he will become the Pirate King, amplifying Rebecca's faith in him.

She cares for Luffy greatly and becomes somewhat dependent on him, often calling for him when she is in a desperate situation, particularly when she was being forced to cut down her own aunt. She is filled with relief whenever he comes to her aid. Throughout Luffy's fight with Doflamingo, she showed constant concern for his well-being, calling his name when the situation intensifies and showed great relief and happiness when he managed to fulfil his promise of defeating Doflamingo. She is later happy to see that Luffy managed to escape Dressrosa despite Fujitora's attempts to stop him, simply remarking that she hopes to see him again one day.

Since the Dressrosa Arc, Rebecca has become somewhat enamoured by Luffy and seeks to talk about him at every opportunity, and she does so with Koby, Vivi, and Shirahoshi. She took great pleasure reading about his exploits in Totto Land.

Rebecca has the habit of calling Luffy by his gladiator cover name, 'Lucy', despite being corrected numerous times.

Vinsmoke Reiju

Reiju helps Luffy by extracting poison out of him.

Luffy first met Vinsmoke Reiju, Sanji's elder sister, when the Sanji Retrieval Team encountered Germa 66 just after entering Big Mom's territory. During that meeting, Luffy was slowly dying from the effects of consuming the Armored Stonefish's poisonous skin. Reiju chose to save Luffy's life and sucked the poison out of his body, seeing it as her way of thanking him and the Straw Hat Pirates for what they have done for Sanji. They later meet again inside the Whole Cake Chateau, after Reiju hid Luffy from Big Mom's guards in her room. She informed Luffy that Sanji already knew of Pudding's plan to kill him during the Tea Party/wedding ceremony, leading a relieved Luffy to thank Reiju before exiting the chateau.

Out of all the members of Germa 66, Reiju is the one Luffy gets along best with and has developed the most friendly relationship. He sees her as a helpful ally and a kind person. He is grateful to her for saving his life when he was poisoned from eating the Armored Stonefish and was even more grateful for her consistent aid in helping him retrieve Sanji.

During their brief encounters, Reiju has been shown silently admiring Luffy's loyalty to her younger brother. After she saved his life, Luffy thanked her but immediately demanded that she return Sanji, causing her to smile yet again. She also smiled after seeing Luffy and Nami on Whole Cake Island, pleased they have made it this far in order to rescue Sanji. She was visibly saddened after witnessing Sanji being forced to attack Luffy in order to try and discourage him from following them. She also offered Luffy food after hearing his stomach grumbling, but smiled when he turned her offer down because of his promise to only ever eat Sanji's food again.

In a private conversation between herself and Sanji, she urged him to flee Whole Cake Island with Luffy and his crew, warning him that he would never meet such friends again in his life. After Sanji reunited with Luffy, he told him of his desire to save the rest of his family. Luffy agreed to help, citing in part the fact that Reiju had previously saved his life.

Thanks to Luffy's efforts in showing Big Mom Carmel's shattered portrait and causing her to scream, Sanji was able to free Reiju and the other Vinsmokes after the Big Mom Pirates trapped and held them at gunpoint. When Big Mom attempted to kill Reiju, Luffy and Sanji quickly came to her aid by blocking Big Mom's attack.

At Cacao Island, Reiju and her siblings aided Luffy once again by ensuring Sanji escaped with him, holding off the army assembled by Oven.

Okama

Bentham, otherwise known as 'Bon Clay', is one of Luffy's closest friends outside of his crew. He adores Luffy and cherishes the friendship he shares with him, with Luffy reciprocating the sentiment. He has become a fierce comrade to Luffy and a devoted friend.

The pair met, incidentally, when Bon Clay grabbed onto Vivi's pet duck, Karoo, whilst being used as fishing bait, when his own ship sailed past the Going Merry. Neither he nor the Straw Hats were aware of each other's actual identities or allegiances at the time. However, Bon Clay immediately got on well with Luffy and some of the Straw Hats due to his flamboyant and upbeat characteristics perfectly fitting with Luffy's own personality. Eventually, Bon Clay's crew came back to recover their captain and he gave an emotional farewell to Luffy, along with Usopp and Chopper, leaving them in tears.

The Straw Hats manage to overhear his crew call him by his Baroque Works code name, Mr. 2, as they set sail, shocking them all. Bon Clay only discovered later that he had met the Straw Hats, and he eventually was forced to fight them. He lost his fight against Sanji, but was able to recover and slip away before the Marines arrived. This led to him beginning a trend of helping Luffy and his crew escape danger, as he helped to hide their ship from the Marines so it could not be captured. In order to fulfil his desire to save Luffy and the Straw Hats, he chose to sacrifice his own freedom and potentially his life by sailing straight for the Marines whilst posing as members of the Straw Hats in order to hold them off and go toe to toe with Hina. This act brought strong emotions and tears to Luffy as he promised he would never forget him, despite having been his enemy not so long ago.

Luffy encounters Bon Clay again in Impel Down, the two friends were overjoyed at meeting each other once more. He immediately chose to aid Luffy in his endeavour to save his brother, Ace. Although he abandoned Luffy when they were forced to deal with Magellan, he did so with tears in his eyes and was guilt stricken. However, he rationalized that it was better to fight another day. This proved to be correct, as thanks to Bon Clay surviving, he was able to save Luffy after his loss to Magellan and tried to take him to a fellow Okama, Emporio Ivankov, ultimately succeeding and saving Luffy.

Bon Clay is a strong believer of the way of the 'Okama', that prioritizes friendship above all else. This line of thinking strongly resonates with Luffy's own thinking and ideals of friendship. This was Bon Clay's reasoning for going to such great lengths to retrieve Luffy, having to fight in the freezing cold against wolves just to reach him, and again when trying to defend him. He also made it apparent that he fought the Strong Hats reluctantly as a pawn of Crocodile, and that once he had been defeated, he could choose to do as he pleases, thus deciding to ally with the Straw Hats because he viewed them as his friends.

In turn, Luffy sees Bon Clay as a close friend and incredible ally. He acknowledges everything he has done for him and feels guilty for not being able to return the favor. He was able to save him at one point when he unintentionally unleashes his Haoshoku Haki to knock out a pack of wolves, shouting at them to leave his friend alone.

Luffy was guilt stricken when, once again, Bon Clay is responsible for ensuring his safety and helping his makeshift crew of criminals successfully escape Impel Down. He chose to stay behind in order to open the Gates of Justice, using his Devil Fruit abilities to impersonate Magellan. However, this ploy meant he could not come with Luffy to the Battle of Marineford and was instead left at the mercy of the real Magellan. He and Luffy tearfully say their goodbyes over a Baby Den Den Mushi, and Luffy promises to never forget him.

Emporio Ivankov

Ivankov becomes a crucial ally to Luffy when escaping Impel Down and during the Battle of Marineford. The two share a deep respect and admiration for each other that was forged in the heat of battle. Ivankov offered support to Luffy during his fights and while he was running across the battlefield.

Luffy first met Ivankov in Impel Down after he was poisoned by Magellan and was in need of saving. He made a strong impression on Ivankov by begging him to save his friend, Bon Clay, over himself. This touched Ivankov and he chose to use his Devil Fruit abilities to save both Bon Clay and Luffy. Ivankov was stunned to see how quickly he was able to recover from the effects of the poison after administrating his healing hormones to him, having originally estimated 48 hours, but Luffy had recovered in 20 hours.

Originally, Ivankov did not intend to help Luffy, as he wanted to bide his time before trying to escape. He revealed to Luffy that he is a commander of the Revolutionary Army and serves directly under Monkey D. Dragon. It was here that Luffy, nonchalantly, responded that Dragon was his father, which left Ivankov in utter disbelief. After this revelation, he decided to immediately aid Luffy in his quest to save his brother, Ace, but under the false impression that Ace was also Dragon's son. However, he still chose to aid Luffy when he found out that was not the case.

From then on, Ivankov became a reliable ally for Luffy and played a key role in the escape from Impel Down. Ivankov did his best to protect him as much as he could, citing his obligation to Dragon, but also out of admiration for Luffy himself, who Ivankov had remarked, a few times, has the same presence as Dragon. He helped Luffy avoid the attacks of the Admirals, held off Bartholomew Kuma, and tried to protect Luffy from Admiral Akainu's wrath. He also had his right hand man, Inazuma, build a bridge leading directly to the platform Ace was on.

He is constantly amazed by Luffy's determination and fearless attitude, such as when Luffy begged him to give him another dose of tension hormones so he could continue fighting, despite the severe repercussions, and when Luffy talked back to Whitebeard and challenged him to see who could save Ace first. Ivankov was also left astounded when Luffy unintentionally used Haoshoku Haki to prevent the executioners from killing Ace. Ivankov also has high praise for Luffy's character, seeing him as a good hearted boy and rationalized that Luffy must be telling the truth about Dragon being his father as he does not seem to be the type to lie.

Luffy is grateful for Ivankov and sees him as, not just an ally, but a dear friend. He did not get a chance to say goodbye to him due to being passed out from the shock of Ace's death, and by the time he came about, Ivankov had left. He wonders how he is doing after he heard Jean Ango mention his intention to recapture all the escaped inmates of Impel Down.

After the war is finished, Ivankov lamented the suffering Luffy had to endure, but complimented him on his strength and will power. He keeps tabs on all of Luffy’s activities since he met him, and he is impressed by his feats in Totto Land and his growing reputation, simply remarking that he truly is his father's son. He hopes to be able to meet Luffy again some day.

Pirates

Alvida

Alvida was the very first enemy Luffy made out at sea. Luffy left a strong impression on Alvida by being the first man to defeat her, and for openly calling her fat, shattering her vanity, as she had created a culture among her crew to constantly refer to her as the most beautiful woman on the seas.

As a result, she went through a drastic change in her appearance, having lost a lot of weight thanks to her Devil Fruit. Since her encounter with Luffy, she has become infatuated with him and chose to team up with Buggy, who was also hunting Luffy. She was able to meet him again in Loguetown, revealing to him the impact he had made on her. She expressed a slight disappointment at Buggy for his attempt to execute Luffy. She has since continued sailing the seas with Buggy in her quest to capture Luffy.

On his part, Luffy is completely uninterested in Alvida, not being able to recognize who she was, although this could also be because of her drastic change in appearance. Ultimately, he pays her no mind whatsoever.

Kuro

Kuro was the antagonist to Luffy and Usopp in Syrup Village when he tried to claim the fortune belonging to Usopp's friend, Kaya. Luffy strongly dislikes Kuro, not just for his cruel treatment of Usopp, but for his actions towards his own crew.

To Kuro, Luffy was an irrelevant and weak pirate. Despite evidence to the contrary, he maintained this view right up until he was defeated, as he believed he could not possibly fail. He convinced himself that the only reason Luffy defeated his best fighters was because they were unforgivably weak, rather than Luffy being too strong.

This eventually led to Kuro slaughtering his own crew, which angered Luffy. Kuro's cruelty and Luffy's defiance towards him led to Kuro's own crew cheering on Luffy during their fight, however, during his final attack Luffy told the Black Cats to stop cheering for him. The two disagreed greatly on what it means to be a pirate, with Luffy scolding him for becoming a pirate in the first place.

Kuro hated the life of a pirate, wishing to settle down with riches than being constantly hounded for his life by the Marines. This led him to enact an elaborate plot to infiltrate Kaya's family to eventually take her riches and settle down. This plan ultimately ended in failure thanks to Luffy and Usopp and he was forced to go back out to sea with his crew, still being chased by the Marines.

Don Krieg

Both Luffy and Krieg locked horns after the latter intended to take over the Baratie and revealed his intention to become the Pirate King, causing Luffy to see him as a challenger.

Krieg found Luffy to be irritating because he continuously stated that he was stronger out of the two of them. Despite a slew of tricks and deceptions during their fight, Luffy would not stay down and kept getting back up, frustrating Krieg. Because of his ego, and his belief that he is the most powerful captain in all of East Blue, he desired to have Luffy executed for daring to challenge him.

Luffy finds Krieg's use of tricks in battle ridiculous and asked him if he was going to take this fight seriously. He is not at all fazed by Krieg's insults of calling him a monkey and belittling him. Throughout the fight it became more apparent that Luffy was frustrating Krieg through sheer determination. After Krieg had tossed a poison gas called "MH5" that covered the entirety of the battlefield for five minutes, Gin, a commander of Krieg's crew, decided to help Luffy and gave him his own gas mask, risking his own life. Krieg insulted Gin and said he deserved to die, greatly angering Luffy. Because of this, Luffy swore he would defeat Krieg for what he has done.

Since his defeat at the hands of Luffy he has not been heard from again, despite being one of East Blue's most prominent pirates, having had a slew of 50 ships under his command and having just about survived the Grand Line, an admirable feat at the time.

Arlong

Arlong lies defeated after his fight with Luffy.

Luffy became Arlong's enemy because of the latter's cruel treatment of Nami. After seeing Nami cry and she asked for help, Luffy decided to storm Arlong's base, Arlong Park, alongside Zoro, Sanji, and Usopp. Once meeting Arlong, Luffy wasted no time punching him. Although Luffy admitted that he has no special skills like his other crew members, he was absolutely certain he would defeat him. Arlong considered Luffy weak because of his belief that fish-men are naturally superior to humans.

When they ended up in Nami's room during their fight, Arlong remarked that he would use her for his plans to dominate the world. Luffy deduced that the room was essentially a prison for Nami, which greatly angered him even further. He decided to trash the room, destroying all of the work Nami had been forced to do for Arlong. This led to Arlong going into a fit of rage as Luffy was destroying his ambitions.

Determined to destroy Arlong Park, Luffy performed a final attack on Arlong that simultaneously knocked the fish-man out and collapsed the building they were in. Luffy emerged the victor, with a great satisfaction of having defeated Arlong and freeing Nami from him.

Bellamy

Bellamy and Luffy started out on negative terms. He loathed Luffy for believing in legends and dreams, chastising him for believing that sky islands existed and that the One Piece is real. He also assumed that Luffy was a weak person. After seeing that Luffy's bounty was much higher than his, Bellamy refused to believe this was true and instead claimed that it was forged by the Straw Hat Pirates.

When Luffy was attacked by him in a bar, he chose not to fight him, believing it was not worth his time and he had no point to prove against someone like him. This led to both Luffy and Zoro receiving a beating by not fighting back. However, this attitude changed once Luffy discovered that Bellamy and his crew had assaulted and robbed Mont Blanc Cricket at his house. He then returned to the bar Bellamy was at and got into another fight. Bellamy taunted Luffy and charged up his strongest attack, but Luffy knocked him out instantly.

After visiting a sky island himself, he met Luffy again at Dressrosa. He dropped his patronizing attitude and vowed to never laugh at Luffy again. As a result, the two became more friendly with each other and Luffy cheered him on during his match in Block B. They engaged in a friendly chat where he thanked Luffy for what he did for him. Luffy outright declared Bellamy his friend after seeing how badly Doflamingo had beaten him up. Luffy was extremely reluctant to fight him when he was under Doflamingo's control and even after he was released. Eventually, Luffy brought himself to knock out Bellamy again. Having to do this greatly upset Luffy and ignited his anger towards Doflamingo.

When Bellamy was ordered to assassinate Luffy by Doflamingo, as it was his only chance of becoming a fully fledged member of his family, he was extremely reluctant to do so. Because Bellamy did not wish to betray his own principals, he chose to fight Luffy. Throughout his fight with Luffy at the Dressrosa palace, he was completely distraught, but believed he had to continue fighting, finding solace in the idea of being killed by someone like Luffy. He tearfully thanked Luffy for considering him a friend just before he was knocked out by the Straw Hat captain.

After Doflamingo's defeat, Bellamy refuses to join the Straw Hat Grand Fleet, as he did not wish to be Luffy's subordinate. Nonetheless, he took a piece of Luffy's Vivre Card should he ever need his help.

Foxy

Foxy and Luffy met on Long Ring Long Land Island when the two of them competed in a Davy Back Fight. The pair, generally, do not get along well. Luffy regularly hurts Foxy's pride while Foxy is intentionally antagonistic towards the Straw Hat captain, and at one point, he shot Tonjit's horse in order to goad Luffy into a game. He is very overconfident in front of Luffy and grossly underestimated his crew even though they have a much higher bounty than his own crew.

He is openly hypocritical throughout his matches with Luffy and the Straw Hats, using underhanded tactics but chastising Luffy and his crew for thinking up some of their own tactics. Foxy is not above being a petty loser, especially with Luffy. When the Straw Hats won the last game, Foxy seemingly went to congratulate Luffy but instead tried to get revenge with a sneak attack, but this failed due to Luffy's rubber body.

Because of Luffy hurting his pride repeatedly, Foxy decided to challenge him in combat as their final game. He used various tricks and traps to try to defeat Luffy, with each one ending in failure, and in the end, he was defeated. He teared up out of gratitude when Luffy decided to take his jolly roger, but not his sails so that he could continue traversing the seas. However, he has sworn vengeance on Luffy for giving him a poorly drawn jolly roger as a replacement for the one he had claimed.

Silvers Rayleigh

Luffy respects Rayleigh's wisdom and knowledge and was enthusiastic to hear about his stories of Roger. The two create a close student-teacher relationship during the two-year time skip, with Luffy respecting his authority as a mentor and willing to accept the punishment of not being allowed to eat food. Rayleigh becomes a major catalyst for Luffy's progression, being largely responsible for his major increase in strength post time-skip.

Rayleigh developed a great interest in Luffy after hearing about him from Shanks. Since then, he had been eager to meet Luffy. He has noted Luffy's similarities with his old friend and captain, Gol D. Roger, on several occasions. Unlike a lot of others, Rayleigh never truly expresses shock over Luffy's actions. He seems to just be pleased that Luffy is exactly the person he believes and wants him to be. He throws Luffy a question at one point, asking him if he truly thinks that he is capable of conquering these unforgiving seas, but was pleasantly surprised when Luffy wished not to conquer anything but instead just wants the most freedom. However, Rayleigh is capable of getting annoyed by Luffy such as when the latter accidentally knocked over his bowl of food during training and proceeded to hit him.

After meeting Rayleigh at the Human Auctioning House, Luffy was able to develop a friendship with him to such a point that he was willing to coat the Straw Hats' ship in Yarukiman Resin for free, and he revealed himself to Admiral Kizaru in order to protect Luffy and his crew.

Immediately following the end of the Battle of Marineford, he swam through the Calm Belt to reach Amazon Lily, where Luffy was recovering, in order to train him. It was Rayleigh that rationalized the necessity of Luffy becoming stronger and to not rush back into the fray, warning him that he and his crew would just end up experiencing the same failure they did back at Sabaody. Luffy agreed and Rayleigh assisted him with leaving a message for his crew.

While on Rusukaina, the two would begin to develop a close bond while Rayleigh rigorously trained Luffy in the use of Haki and helped him to develop his powerful Gear Fourth form.

Once the Straw Hats had reunited back on Sabaody, Rayleigh helped in their escape by holding off the Marines. When Luffy declared that he would become the Pirate King as he ran towards the Thousand Sunny, Rayleigh smiled with tears in his eyes. He later told his wife, Shakky, that Luffy is a man worthy of the straw hat that was once worn by Roger, and commented that it might not be a bad idea to live a little longer in order to see Luffy's progress.

Hody Jones

Hody Jones was the enemy of Luffy and the Straw Hat Pirates during the Fish-Man Island Arc. Hody held hatred for Luffy for defeating his hero, Arlong, and ending his ambitions of conquering humans. This hatred for Luffy drove him to recklessly take more Energy Steroids that progressively enlarged his muscles but also sent him deeper into a psychotic rage. Due to his arrogance, he was left in shock at seeing Luffy knocking out 50,000 of his men with Haoshoku Haki.

Luffy also considered Hody as an enemy for threatening Shirahoshi, her family, and Fish-Man Island. He found Hody's desire to become Pirate King a challenge and told him that he could become king of whatever country he wants, but not the Pirate King.

Hody had intended to kill Luffy to make an example out of him to the humans on the surface world. Having completely failed in this endeavour, he was imprisoned, but spent his days demanding Luffy be brought to him for a rematch. Such is his great disdain for the Straw Hat captain, he was willing to fight him again despite the extreme damage and rapid ageing done to his body from the steroids he had ingested.

Chadros Higelyges

Chadros Higelyges, otherwise known as Brownbeard, was originally an enemy of the Straw Hat Pirates for the first half of the Punk Hazard Arc. He held no particular hatred for Luffy and his crew, but simply resented them out of his admiration and loyalty to Caesar Clown. This loyalty was transferred to Luffy and the Straw Hats once he discovered that Caesar never truly cared about him or his crew. From then on, Brownbeard became a determined ally of the Straw Hats.

Originally, he did fear both Luffy and Zoro as he recognized them as being part of the Worst Generation. He was captured by the Straw Hats and acted as their mode of transport. He initially disliked them, but chose to work with them anyway in order to avoid succumbing to Shinokuni. He slowly began to respect Luffy and was greatly pleased to see Luffy land a final, devastating blow on Caesar.

Luffy is respectful towards Brownbeard, admiring his commitment to his own men. He was greatly angered on Brownbeard's behalf when he found out Caesar had betrayed him and intended to have him killed. This led to Luffy deciding to save Brownbeard. By the end of the arc, Luffy was saddened that Brownbeard had chosen to hand himself over to the Marines, and remarked that he was his friend.

Chinjao

At the beginning of the Dressrosa Arc, Chinjao hated Luffy because he is the grandson of Monkey D. Garp, the one who crushed his pointy head, which acted as a key to his fortunes. He had since hated Garp and transferred this grudge onto Luffy. When he first met Luffy inside the Corrida Colosseum, he tried to attack him and had to be held back by his grandchildren, Sai and Boo. After Luffy restored his pointed head at the end of Block C, Chinjao's enmity towards Luffy had ended.

Chinjao initially thought lowly of Luffy, seeing him as too green like all the other members of the Worst Generation. He dismissed Luffy's goal of becoming Pirate King and surpassing Gol D. Roger. He was nonetheless intrigued, but also annoyed, when he found out that Silvers Rayleigh had trained Luffy in his use of Haki. Such was his disdain for Luffy, he openly mocked Ace's death, angering him. However, once he had allied with Luffy, he had come to respect his strength and abilities, being amazed when Luffy took out Pica's stone head with a punch.

Initially, Luffy is oblivious and confused on why Chinjao disliked him so much. After their match, Luffy was unaware that Chinjao no longer had any ill-will towards him, and when Chinjao tried to thank the Straw Hat captain, he ran away, thinking he was going to attack him. Eventually, Luffy found out that he does not see him as his enemy anymore and accepted his offer to help him take down Doflamingo.

Chinjao feels indebted to Luffy from then on and aids him as much as he can in his fight against Doflamingo and his family. Such is his determination, he wishes to be the one to defeat Doflamingo on Luffy and Usopp's behalf, and gets into an argument with the other pirates Luffy had allied with, as well as Luffy himself. At the end of the arc, he had no objections with his grandchild, Sai, joining the Straw Hat Grand Fleet.

Caribou

Luffy annoyed by Caribou

Caribou originally intended to join Luffy's crew to kill him and his crewmates. After seeing Luffy, Zoro, and Sanji defeat the Kraken with ease, Caribou started to fear Luffy's strength and the Straw Hat Pirate's power in general and offered to become their underling or slave. Luffy, on the other hand, viewed him as an annoyance, barely interacted with him and quickly forgot about him.

After Luffy found him trying to capture Shirahoshi, Luffy indifferently sent Caribou flying out of the palace with a single strike, showing that he did not view Caribou as an actual threat.

Later, Luffy and Caribou met again in the Beast Pirates' prison in the Udon region of Wano Country. Caribou begged Luffy for food and offered to team up with or to become Luffy's slave again to break out of the prison. Luffy did not seem to have any hard feelings about Caribou but he was annoyed by his begging. Luffy was notably able to remember Caribou's name, in spite of the little interaction they had.

After Raizo freed him and they spoke with Luffy, Caribou once more pleaded with him to let him join him. This time, Luffy agreed and Caribou was shocked but hastily accepted Luffy' mercy though stated that he is even more scared of him.

Former Shichibukai

Buggy

Buggy was among the first enemies Luffy made while out at sea. He left a strong negative impression on Buggy, having earned his ire. Buggy had since dedicated half of his time trying to find and kill Luffy, and at one point, almost succeeding at Loguetown. When they first met back in Orange Town, Buggy was a frustrating opponent for Luffy, requiring the help of Nami in order to dispatch him. However, by the time they meet in Impel Down, Luffy had grown much stronger than Buggy, a fact noted by Buggy himself. 

Although the two were originally outright hostile, they had gotten on more friendlier terms with eath other. The two often end up bickering over trivial things in a very similar way to how Buggy bickers with Shanks. Buggy often tries to take advantage of Luffy's naive nature, but it rarely works out in his favor, and because of Luffy's kindness, he can sometimes feel guilty for it. He got very annoyed when Luffy forgot his name when they met for a second time at Loguetown.

The two became reacquainted in Impel Down and Buggy reluctantly, and almost accidentally, found himself following Luffy deeper and deeper into Impel Down although he planned to leave Luffy behind and retreat at various points. Eventually, he, Luffy, and a band of prisoners successfully escaped the infamous prison. However, he ended up following Luffy all the way to the Battle of Marineford where he scarcely took part. He still proved useful to Luffy when the Straw Hat captain used him as a shield for one of Dracule Mihawk's attacks, causing Buggy to get angry at Luffy and then trying to attack Mihawk.

He also outright saved Luffy's life, albeit unwillingly, when he carried him and Jinbe away from Admiral Akainu and to Trafalgar D. Water Law's submarine during the retreat from Marineford. He also returned Luffy's straw hat after being bribed by Shanks to do so. He was absolutely stunned when he heard that Monkey D. Dragon was Luffy's father.

​​​​Luffy does not think much of Buggy, being overly friendly to his one time enemy. He did not particularly care when Buggy was about to execute him and accepted the probability of death with a smile. He can find Buggy annoying sometimes, which leads the two to get into a lot of arguments. When he first met Buggy, he openly mocked his red nose, something that Buggy is sensitive about.

Since the timeskip, Buggy has seemingly dropped his desire to kill Luffy. Before, he would sail the seas hoping to find him, but later became too busy running his enterprise to do so. Ironically, Buggy benefited greatly from Luffy defeating Donquixote Doflamingo in Dressrosa, as it brought more business to his dispatch company.

Dracule Mihawk

What Luffy thinks of Mihawk has never been made directly apparent since their interactions have been rare. Nonetheless, Luffy acknowledges Mihawk's immense power and tried to avoid fighting him during the Battle of Marineford. He still went into a rage when he believed Mihawk was going to kill Zoro, but was pleased to see he had allowed his crewmate to live.

Mihawk took an interest in Luffy after he told him that his dream is to become the Pirate King and was unfazed by the difficulty of the challenge. Shanks had first told Mihawk about a "curious kid in a small village," and once he had realized that Luffy was that kid after first meeting him at the Baratie, he traveled to where Shanks was camping with his crew and gave him Luffy's wanted poster. It also appears that Mihawk believes in Luffy's, as well as the Straw Hat Pirates', potential. He kept tabs on their activities and once bothered to attend a Shichibukai meeting with the Marines after Luffy had defeated Crocodile, saying he had a particular interest in the pirates on the meeting’s agenda.

During the Battle of Marineford, Mihawk was amused by Luffy's unorthodox entrance. He was not surprised at the revelation that Monkey D. Dragon was Luffy's father. He openly tried to kill Luffy throughout the battle just to see how fate favors him. He complimented on Luffy's abilities and praised him for not being as reckless in battle as he thought he was. It was during his attempt to take down Luffy and being stopped by numerous people that he came to the realization of what truly makes Luffy so powerful, remarking that it is his ability to turn everyone around him into an ally.

Bartholomew Kuma

Luffy and Kuma rarely interacted, and early on it, appeared that Kuma was an enemy of the Straw Hat Pirates. He appeared before them on Thriller Bark after Luffy defeated Gecko Moria, and he offered to spare all of their lives in exchange for Luffy. They refused, and he then released his "Ursus Shock" attack, which only succeeded in knocking most of them out. Zoro, who was one of the people to stay awake, offered his own life in Luffy's place, with Kuma agreeing. After he made Zoro experience all the intense pain Luffy had accumulated in his fight with Moria, Kuma remarked to himself that Monkey D. Dragon's son has loyal comrades.

In reality, Kuma was aligned with the Revolutionary Army, the World Government's direct enemy, and served under Dragon. This mostly explains Kuma's subsequent actions where he defended the Straw Hats from a Pacifista and aided Luffy and his crew by forcibly having them leave Sabaody Archipelago with his Devil Fruit ability, under the guise of defeating them. Following the event at Sabaody, he had Doctor Vegapunk program him to defend the Straw Hats' ship, the Thousand Sunny, while they were gone for two years, receiving extensive damage in the process. Before he sent Luffy to Amazon Lily, he told him that they will never meet again, due to him being fully aware he will lose his free will and memories. During the Battle of Marineford, Luffy and Kuma crossed paths briefly, but did not engage in a serious battle.

Out of all the enemies Luffy has faced, Kuma is one of two people that made him experience true despair, the other being Akainu. Luffy was left completely devastated and crushed by his inability to save any of his friends from Kuma, who were all sent flying one by one. At the time, Luffy had no idea this was actually Kuma saving him from Admiral Kizaru. Once it was revealed to him that Kuma had in fact saved the Straw Hats and defended their ship, Luffy remarked that he was a good guy after all.

Crocodile

Crocodile was the very first foe Luffy lost a fight to, having done so twice. Luffy hated him for the chaos he caused for Nefertari Vivi and her kingdom and swore to defeat him for her sake. To Crocodile, Luffy was just a rookie who knew nothing of the real world out at sea. He underestimated Luffy's will power and determination numerous times and gave Luffy the opportunity to recover from his first two fights. Although he kept a calm and composed persona, Luffy can get under his skin, as he bit his cigar clean in half when Luffy called him stupid and Nico Robin laughed. Nonetheless, he acknowledges Luffy's tenacity and revealed to him his poisonous hook, something he rarely uses in his fights. He believed that Luffy's determination to become the Pirate King was weak, and that he would soon forgo this desire once he discovered what the seas are truly like.

In their third fight, Luffy successfully defeated Crocodile, who was arrested soon after by the Marines. When they met again in Impel Down, Crocodile seemingly does not hold a grudge against Luffy. He even asked for Luffy to let him join in his quest to save his brother, Ace, though he was seeking for a chance to kill Whitebeard. On the other hand, Luffy was not so willing to trust him. He refused outright to free him because of what he had done in Alabasta. He only relented when Ivankov promised to keep him in check.

Crocodile proved to be an extremely useful ally for Luffy. Not only was he fundamental in escaping Impel Down, but he intervened in Ace's execution, stopped Mihawk from going after Luffy, and saved both Luffy and Jinbe from Admiral Akainu. However, when Crocodile took an opportunity to attack Whitebeard, Luffy got in his way.

Gecko Moria

Gecko Moria was Luffy's enemy during the Thriller Bark Arc. Luffy stumbled upon Moria's ship by chance, and never looked to specifically take him down. It was only when he was told that defeating Moria would allow Brook, a musician, to join his crew that Luffy decided to take on Moria. Luffy also sees him as a rival, as he, too, wishes to become the Pirate King.

Having said that, Luffy does not like Moria and believes him to be cruel for taking other people's shadows for his own personal use, having met numerous zombies on Thriller Bark who are stranded there due to having their shadows taken by Moria and now have an aversion to sun light. He successfully defeated, not just Moria, but also Oars, his strongest zombie.

Moria believed Luffy was too inexperienced, much like Crocodile did. And warned him that, even at his current strength, he would lose his crew. This prediction turned out to be true when Luffy's crew was scattered by Bartholomew Kuma in Sabaody Archipelago. Nonetheless, he acknowledged Luffy's strength, as he claimed his shadow to put in his most powerful zombie, Oars, and believed claiming his shadow has put him one step closer to becoming Pirate King. He warned Luffy to go forth and see the terror of the New World after he was defeated by him.

He was more annoyed and angry than anybody else when Luffy arrived at the Battle of Marineford, holding a grudge against the Straw Hat captain for defeating him and ending his ambitions. Despite this, he sought to try and take Luffy's shadow, again, because of how strong he is. Moria was the only member of the Shichibukai to be shocked at the revelation that Luffy's father is Monkey D. Dragon. The two never confronted each other throughout the battle.

Donquixote Doflamingo

Donquixote Doflamingo proved to be one of Luffy's biggest enemies since the time-skip. Originally having no intention of crossing paths with him, he ended up doing so through his alliance with Trafalgar D. Water Law. Although Law's plan, originally, was to goad Kaido into taking down Doflamingo, it would be Luffy to be the one to defeat him.

Doflamingo was well aware of who Luffy was well before the events of Dressrosa, as he attended a Shichibukai meeting in order to discuss Luffy's recent victory over Crocodile. He was visibly shocked that Luffy had the initial 'D' in his name. At the Battle of Marineford, he remarked gleefully that Straw Hat, the outrageous rookie, had finally arrived. He was greatly amused upon hearing that Luffy's father was Monkey D. Dragon, remarking that this explains why Ivankov is fighting alongside him. He commented that Luffy escaping with Ace would be a lot funnier to him and as a result chose not to fight or hinder him.

Luffy did not take Doflamingo any more seriously than his previous enemies. This changed, however, as the story progressed. Having seen what Doflamingo had created on Dressrosa by turning humans into toys, dethroning Rebecca's grandfather, forcing Luffy to defeat his new found friend, Bellamy, trying to kill Law, and forcing Rebecca to try and kill her own aunt, Viola, Luffy became greatly angered with him. Doflamingo also managed to get hold of the Mera Mera no Mi, Ace's Devil Fruit, and offered it up as a prize in his gladiatorial game. However, Luffy did not appear to be angered by this and possibly felt thankful that he was given the opportunity to claim his deceased brother's Devil Fruit. Earlier in the arc he had promised Rebecca that he would defeat Doflamingo for her, which served as one of the key motivators for Luffy to take down the Shichibukai.

Doflamingo grossly underestimated Luffy's abilities. This largely came down to believing in his own divinity and Luffy being of common blood, having been surrounded by his close knit family who lavished him with praise. Having said that, he was well aware of Luffy's potential and warned his allies, Caesar Clown, Vergo and Monet to be weary of him back on Punk Hazard. Nonetheless, he is cunning and deceptive, and was able to frustrate Luffy greatly throughout the Dressrosa arc. Despite this, he began to hate Luffy because of his perseverance and constant intervention in his actions, particularly when he wanted to kill Law, causing the two to clash their Haoshoku Haki. He was ultimately no match for Luffy's Gear Fourth form, however, and was consistently overwhelmed when he fought Luffy whilst in this form. He was soundly defeated when Luffy, in Gear Fourth, used his King Kong Gun on Doflamingo.

After he was arrested, Doflamingo, true to his personality, seemed greatly amused by his own defeat. Getting excited at the incoming chaos that will engulf the world after his loss and held no grudge against Luffy. Throughout the Dressrosa arc, Luffy constantly referred to Doflamingo as "Mingo".

Worst Generation

Eustass Kid

The two met on Sabaody Archipelago where they were given the title of the "Worst Generation" as both Kid and Luffy were part of a group of pirates who had gained a bounty worth over 100,000,000 and landed on Sabaody at the same time. Kid is the antithesis of Luffy, whilst also achieving similar notoriety as the Straw Hat captain. He is notoriously ruthless and cruel compared to Luffy's mellowed and friendly personality. He was the only member of the Supernovas to have a higher bounty than Luffy, beating him by 15,000,000. Luffy does not necessarily think much of Kid, as he does not pay attention to people in his generation, but seemed to recognize him as his rival and believes he is a strong fighter.

Despite his personality being the opposite of Luffy's, he has a great amount of respect for him. Being impressed by his numerous feats and his well documented craziness. He was greatly excited when he heard that Straw Hat Luffy was on Sabaody and was eager to see him do something crazy. He got his wish as he witnessed Luffy crash land into the Human Auctioning House and deliver a devastating punch to the Celestial Dragon, Charlos, which was something that not even he was expecting him to do, remarking in disbelief "Is he serious?!" when he saw Luffy storm towards the Celestial Dragon.

In the ensuing chaos he decided to work with Luffy, as well as Trafalgar D. Water Law, to fight off the Marines before going their separate ways. Luffy was intrigued by Kid's Devil Fruit and commented that his power is weird, with Kid responding that Luffy's Devil Fruit was the weirdest. He was caught off guard by Luffy nonchalantly claiming he will be the one to find One Piece, remarking that saying something like that would normally get you laughed at, but understood that being afraid to stake your claim is a sign of weakness in the New World, he thus recognized Luffy's guts and promises to meet up with him and Law in the New World. 

Kid ultimately acknowledges Luffy as his most serious rival and takes pride being in the same generation as him. He praised Luffy for being the only Supernova brave enough to take part in the Battle of Marineford, and believes (incorrectly) that Luffy ringing the Ox Bell on his return to Marineford was his declaration of a new age that he will forge himself. However, he sees Luffy as his rival first and foremost, and thus states he will not allow Luffy to do as he pleases.

The two end up reuniting in Kaido's prison after they were both captured by the Yonko. Here, their relationship became more fleshed out and their rivalry was put on full display, with the two of them often arguing on who did the most work. Kid also swore to Luffy that he would be the one to take down Kaido. However, Luffy is rather friendly with him, and offered to form an alliance with him to defeat Kaido, but he turned him down. Luffy was concerned when Queen threatened to drown Kid.

Jewelry Bonney

Luffy and Jewelry Bonney have never met, and as far as Luffy is concerned, its probable he does not know she exists. despite sharing the same generation. However, Bonney has taken a certain level of interest in Luffy, with mixed emotions. She was greatly angered on Sabaody Archipelago when Luffy had caused pandemonium after he assaulted a Celestial Dragon and brought Admiral Kizaru to their location. As a result, she has sworn to wipe out Luffy and his crew if they meet in the New World.

Despite this, she was seen reading the paper when news of Doflamingo's defeat at the hands of Luffy and Law were released. She commented that she is pleased that her rivals have done well, seemingly taking pride at being in the same generation as them.

Capone Bege

After Luffy punched a World Noble, Capone Bege was angered at him for causing trouble at Sabaody Archipelago. He later antagonized Luffy's crew by capturing his cook, Sanji, and forcing him to attend the wedding with Big Mom's 35th daughter, Charlotte Pudding. Later when Jinbe talked about Bege's past, Luffy was appalled by his cruelty, and was further angered towards him after learning that he abducted and attempted to kill Pekoms. However, Luffy agreed to meet with his fellow Supernova to discuss terms for a possible alliance in order to take down Big Mom. At the negotiations, the two had a heated argument with Luffy wanting to attack Bege for hurting Pekoms but they were forced to put aside their differences after Jinbe pointed out that they share a common enemy in Big Mom. After listening to the assassination plot, Luffy agreed to being the bait in Bege's plan due to finding it interesting.

During the Tea Party, Bege was amused by Luffy's chaotic actions which left Big Mom in a fury but was shocked that he would announce his presence to her. Despite their multiple grievances with one another, and even in light of their assassination plan failing, the two still treat each other as allies. Bege refused to turn on Luffy despite receiving orders to do so and later provides safe place for the Straw Hats inside of his Big Father form. Luffy in turn showed great concern for Bege as he endured Big Mom's onslaught, choosing to help back him up against Big Mom and defying orders not to engage the enemy.

After successfully escaping the Whole Cake Chateau, Luffy and Bege parted on good terms. After risking his life to lure Big Mom away from the Straw Hats with the wedding cake, Bege commented that he would not forgive Luffy and his crew if they die.

Underworld

When Luffy fought Caesar Clown, the scientist warned him that he was protected by many powerful people in the blackmarket Underworld and defeating him would incite their fury. This did not bother Luffy as he had already been fighting people like that since coming to the Grand Line and took the mad scientist down. All the brokers watching reacted with shock and anger, with one saying the underworld could not stay quiet about this. Upon defeating Doflamingo, the most influential man in the underworld, many buyers became angry with Luffy over the deals he cost them, one even stabbing his wanted poster. A large group of these dealers even formed an alliance to kill Luffy and get revenge, only to be destroyed by Issho as a gift for Luffy.

Caesar Clown

Luffy and his crew become Caesar Clown's enemies after they stumbled on Punk Hazard. To ensure that word of his felonies does not become public, he ordered his underlings to eliminate the Straw Hat Pirates. Once the crew learns of the sinister experiments that Caesar has been conducting, they aim to capture him. Luffy did originally think of him as a nice person from what Brownbeard stated, however, after hearing from Momonosuke about his cruel treatment towards his men and how he does not care about what happened to the children, Luffy became enraged and more determined to defeat him. Caesar warned him that if he defeats him, Doflamingo and one of the Yonko will come after him by touching him, though Luffy retorts with an angry punch stating he has been taking on guys like that since he entered the Grand Line.

On Zou, Luffy completely forgot about Caesar and was only reminded of his actions when it was said that Jack used one of Caesar's gas weapons to poison the Mink Tribe. At Whole Cake Island, he spotted Caesar among Bege's crew and was angry to see his face again as the latter tried to deny his identity. However, after it was pointed out that it was really him, the two got into an argument with Caesar blaming Luffy for all the pain and suffering he has been put through. They nearly came to blows only to stop when Jinbe pointed out that they share a common enemy in Big Mom and were forced to briefly put aside their differences.

After escaping the Whole Cake Chateau, Caesar immediately left Luffy's group behind after he was given his heart back, happy to finally get away from them.

World Government

Naturally as a pirate, Luffy is an enemy of the World Government. He was not important to them at first, but they started taking him seriously after he defeated the most notorious pirates of the East Blue, and even more so after defeating Crocodile at Alabasta, declaring war on them by burning their flag and defeating Rob Lucci of the CP9 at Enies Lobby, defeating Gecko Moria at Thriller Bark, striking a World Noble and escaping the Sabaody Archipelago. They now see him as a potential threat to the whole world when he is revealed to be the son of the Revolutionary Dragon, and that he survived the Battle of Marineford.

Five Elders

Despite never encountering them, Luffy has made enemies out of the Five Elders as they consider Luffy both a troublemaker and potential threat to the government after his victory over Crocodile and later on invading Enies Lobby, punching a World Noble, breaking into Impel Down, and intruding in the Battle of Marineford. Because of Luffy's actions against the World Government, the Five Elders view Luffy as a dangerous threat to the balance of the Three Great Powers, especially after learning of his heritage as the son of their archenemy Dragon. After Doflamingo's defeat, the Five Elders are extremely shocked and angry that Luffy was behind yet another major incident, causing the Five Elders to call him a "Brat".

World Nobles

Luffy has also made enemies of the World Nobles after punching Saint Charlos for shooting his friend, Hatchan. Luffy utterly despises the World Nobles after witnessing their tyranny at Sabaody when Shaulia viciously mocked a brutally injured Devil Dias and cruelly shot him. Luffy almost lash out at Shaulia had Hatchan not interfered. Luffy even openly admitted that he hates the World Nobles while Hancock explained her past as a slave. During the Battle of Marineford, Kizaru stated that the nobles have been clamouring for his arrest. Luffy's detestment to the World Nobles was added to his despisement for Doflamingo after the latter revealed he used to be one.

Magellan

Luffy made a very dangerous enemy out of Magellan during his break-in at Impel Down. The fact that Luffy was the first to break into Impel Down was enough to infuriate Magellan. The chief warden severely poisoned Luffy during their first battle causing Luffy to lose ten years of his lifespan in a painful healing process. After realizing that Luffy survived his poison and had released more prisoners, Magellan did everything in his power to ensure that Luffy did not leave Impel Down alive but failed.

Though Luffy did not defeat the former warden, he tarnished the latter's reputation by escaping with many prisoners.

Cipher Pol

Luffy and his crew are major enemies of Cipher Pol for declaring war on the World Government and for the latter's trying to kill Robin. Luffy originally thought the then agents of CP9 that he met at Water 7 were good people, but once he saw them trying to frame Luffy and his crew for killing Iceburg, destroying Galley-La Headquarters, and forcing Robin to accompany them, Luffy became enraged by their actions and became enemies with them.

Rob Lucci

Luffy's biggest enemy of CP9 is Rob Lucci. With Lucci, Luffy holds a deep hatred for trying to kill him and his crew and all of Galley-La despite knowing them for years. Lucci even personally attempted to make sure Luffy's crew would not survive Enies Lobby by flooding the underground passage from where they all in hopes of Luffy losing everything for his own enjoyment. Lucci continuously mocked Luffy, stating he is too weak to defeat Enies Lobby and save Robin. However, Lucci is one of the strongest opponents Luffy has ever faced and forced the Straw Hats captain to push himself beyond his limits to defeat him. Regardless, Luffy stated he is glad to have met them, due to him having become stronger from fighting them.

Blueno

Luffy viewed the agent Blueno an annoyance for standing in his way from getting to where Robin was. Blueno thought Luffy as a weak pirate but was surprised when Luffy thanked him for a good fight and helping him uncover his Gear Second. Luffy overwhelmed Blueno who realized that he underestimated him before he was defeated by the young pirate.
