Neoki is a taller man, with a muscular build, and a pronounced jaw. He has puffy purple hair, and a metallic mask he wears over the top half of his face. He wears an open purple shirt that leaves his chest exposed along with a set of gray pauldrons on his shoulders, as well as a pair of blue pants. In addition, he has a tattoo on the lower-right side of his chest reading, "BOUTTO 4TEL".[1]
Personality[]
Like his fellow Waiters, Neoki is without honor, and has no qualms about attacking someone unable to defend himself if it means he can gain glory from it.[1]

Neoki was fairly weak, as he was defeated without trouble by Kawamatsu.[1]

During Monkey D. Luffy's breakout at the Prison Mine, Kawamatsu's cage would be broken open in the chaos. On orders from Warden Babanuki, Neoki, Nodoi Wakan, and Hippan Natte all attempted to finish Kawamatsu off while he was still handcuffed. Neoki and Natte were shocked as Kawamatsu spit a fishbone into Wakan's neck, wounding him. Moments later, Kawamatsu's sword was thrown into the cage by Raizo, allowing him to defeat all 3 of the Waiters.[1]

In Japanese, his tattoo can be read as as bōttoshiteru ("4" being shi) , meaning "spaced out; in a daze".
His name may be derived from neoki (寝起き?) meaning "sleeping and waking".
