Rakuda is a resident of the Flower Capital in Wano Country. He once possessed the blueprints of Kaido's fortress on Onigashima.[1]

Rakuda is a large and muscular man with long and bushy dark hair gathered into a topknot. He wears a kimono with a dark flame-shaped design on the bottom and has a tattoo on his upper right arm. He has two scars, one on the right side of his head and the other on his right forearm.[1]

Rakuda appears to be a blunt man who got angry when recalling how the blueprints of Kaido's fortress were stolen from him. However, he appears to be a greedy thief himself, as he took the blueprints from Tokijiro after realizing their value.[1]

At some point in the past, Rakuda saw that Tokijiro had the blueprints of Kaido's fortress on Onigashima. Realizing they could sell for a lot of money, he took the blueprints. However, the blueprints were later robbed from him by a masked man who claimed to be from Kuri.[1]
Wano Country Arc

Franky came to visit Rakuda to look for the blueprints, and Rakuda told him about the blueprints being robbed from him.[1]
