Mr. Mellow[]
From what is described about the guy, Mr. Mellow is most likely the guy with a melon hat. The explorer type of guy only appeared in the anime after Mr. 11 was killed, while the melon dude appeared in both the manga and the anime, both times he was the one who killed Mr. 11.
