Sleepy, maybe?
I think I may have found him. This pirate, from Chapter 558. The eyes, lips, teeth, and general body shape are right, but the hat's a bit different, though that could be down to the angle. The only major thing that's missing from the concept sketch is the bow-tie. Of course, this is just a concept sketch. The lips, hat, and eyes look very similar. I think it's Sleepy. uknownada Talk 04:28, April 12, 2014 (UTC)

Sleepy Possibility (again)[]
This might be Sleepy because his head looks the same compared to that from the portrait concept art. I found the supposed concept art online: http://file.onepiece.ria10.com/Img/1290949618/ However, I don't know if it's actually from One Piece Green, but it looks legit to me. Besides having thick lips he does not look like anything else to Sleepy. The mouth, eyes, hat, clothes... Because of his appearance, I believe that Sleepy is not human and that he could be a fishman.
I think we should stop making assumptions with characters that look like Sleepy. If it had really appeared in the series, his image would have been added in the databooks.
I see Sleepy, Happygun and Forliewbs as Whitebeard's allies who finally Oda do not include in the story of Marineford. Although they may appear in the future. Cdavymatias (talk) 09:40, August 18, 2018 (UTC)

Sleepy once again[]

I was seeking for him into colored manga (I find them more readable when dealing with such a pain of charas) and met this one. He is partially covered, but we can see the similar bodyshape, a tuxedo and even the fishnet stockins covering part of the legs just as what we thought before as trousers do in the sketch.
