Tensei, also known by his Marine alias Kurouma, is the director of the Marine Bureau of Investigation.[1]
Appearance[]
Kurouma is a middle-aged man with slicked-back red hair, a somewhat pointed nose, and solid dark eyebrows. He seems to be quite tall, appearing comparable in size to Sakazuki. He wears a black suit, a standard Marine cloak, and a pair of sunglasses.[1]
Personality[]
Kurouma has a calm and serious disposition, being capable of reporting on shocking events in a mostly even-keeled manner. He advocated for the Marines to take more action against the Revolutionary Army, and rationalized the reason for why Admirals Fujitora and Ryokugyu could not go all-out while fighting in Mary Geoise.[1]

Kurouma met with Fleet Admiral Sakazuki and Admiral Kizaru to discuss his department's investigation into the Revolutionary Army's invasion of Mary Geoise, the murder of Nefertari Cobra and disappearance of Nefertari Vivi, and Sabo igniting increased rebellion efforts across the world.[1]

- Like the admirals, Kurouma's appearance is based on a real actor. In this case, Akira Kobayashi, specifically in his role as Akira Takeda in the Battles Without Honor and Humanity film series.[2]
- His real name Tensei is likely a reference to the Tensei Coalition (天政会, Tensei-kai?), political party formed by Takeda in Battles Without Honor and Humanity: Final Episode.
- Although Tensei is not an admiral, his alias, Kurouma, follows the naming scheme of the admirals' code names, being a color and an animal.
