Luffy an Elite Pirate?

I've been wondering what Fake Luffy meant by, "This 400,000,000 beli elite pirate!" Does this mean Luffy's a yonkou? Or just close to being one? It could be that he was just talking trash, and acting all big, but maybe he wasn't lying. Maybe Luffy has become registered as an elite pirate in the WG. So? Is he an elite pirate? Is he a yonkou?
