Volume 21 is titled "Ideal Nation".

Cover and Volume Illustration

The colored cover is dark purple, and the title logo is blue, pink, and light blue (fading from white). The author's name is printed in peach pink, and the image border is a lavender color. The cover image background consists of half-rings colored black, grey, or red that gradually increase in size outwards.

On the front, the officer agents of Baroque Works stand in a line. From front to back stand Mr. 0, Miss All Sunday, Mr. 1, Miss Doublefinger, Mr. 2 Bon Kurei, Lassoo, Mr. 4 and Miss Merry Christmas.

Author's Notes I saw a unique panda on TV. You know how pandas have black sections? That part was all white. Heh, there are amazing things in this world. On top of that, it lives in places like the North Pole. I don't know what to do with you, panda. (Lol) Now then, volume 21「Ideal Nation」start.
